WEST HAVEN BOARD OF POLICE COMMISSIONERS REGULAR MEETING OCTOBER 4, 2016 The Regular Meeting of the West Haven Board of Police Commissioners was held on Tuesday, October 4, 2016 at Police Headquarters, 200 Saw Mill Rd., West Haven, CT. Present were Commissioners Raymond Collins, Paul Butler, Deborah Wright, Andrew Giaquinto and Keith Sweeney. Also present were Chief John Karajanis and Deputy Chief Joseph Perno. After the Pledge of Allegiance, Chairperson Collins called the meeting to order at 7:00 pm. Chairman Collins made a motion, seconded by Commissioner Butler, to add Fisher House under 6.3. A motion was made by Commissioner Wright, seconded by Commissioner Butler, to add Dave Moran under 7.2 to the October 4, 2016 agenda. 1. Minutes of September 20, 2016 There were no corrections/additions made to the Minutes of the September 20, 2016. A motion was presented by Commissioner Butler to accept the Minutes of September 20, 2016. The motion was seconded by Commissioner Wright and approved unanimously. 2. Public Input There was no public input. 3. Communications 3.1 Monthly Injury & Lost Time Reports- September 2016 4. Report of the Chief Chief Karajanis met with the Mayor and Kevin McNabola over the budget and overtime accounts, line items, outside contractors, man power, fire arms account, and new hires. Chief also reported Captain Proto was working on accreditation, priority dispatch, training division, and use of force. Chief also discussed Mr. Robinson’s complaint that he addressed to the Board from September 20, 2016. 5. Old Business None 6. New Business 6.1 Request Retirement- Ofc. Bret Schneider A motion was made by Commissioner Sweeney, seconded by Commissioner Giaquinto, to retire Officer Bret Schneider effective October 7, 2016. Motion was approved unanimously. 6.2 Ordinance Hearing- Mr. Ronald Puadarelle- Handicap Parking Ticket A motion was made by Commissioner Sweeney, seconded by Commissioner Giaquinto to wave the ticket. Motion was approved unanimously. 6.3 Fisher House Walk  A motion was made by Commissioner Butler, seconded by Commissioner Giaquinto to approve. Motion was approved unanimously. 7. Pension Board 7.1 Request Retirement Benefits- Ofc. Bret Schneider A motion was made by Commissioner Sweeney, seconded by Commissioner Butler to approve Ofc Schneider’s retirement benefits effective October 7, 2016. Motion was approved unanimously. 7.2 Dave Moran Updated Board on Pension 8. Report of Committees None 9. Commissioner Reports None 10. Executive Session- Personnel A motion was presented by Commissioner Butler, seconded by Commissioner Giaquinto to enter into Executive Session at 7:31 pm. Motion was unanimously approved. Entered back into public session 7:36pm Motion was made by Commissioner Butler and seconded by Commissioner Giaquinto to sever employment of Geraldine Fletcher after consultation with Personnel Director.
