REGULAR MEETING WEST HAVEN BOARD OF POLICE COMMISSIONERS OCTOBER 18, 2016 The regular meeting of the West Haven Board of Police Commissioner was held on Tuesday, October 18, 2016 at 7:00PM at the Police Headquarters, 200 Saw Mill Rd. West Haven Present were Commissioner Raymond Collins, Paul Butler, Jr., Andrew Giaquinto, Keith Sweeney and Debra Wright. Also present were Deputy Chief Joseph Perno and David Russell, Council Liaison. After the Pledge of Allegiance, Chairperson Collins called the meeting to order at 7:00PM 1. Minutes of October 4, 2016 There was no corrections/additions made to the Minutes of October 4, 2016. A motion was presented by Chairperson Collins to accept the Minutes of October 4, 2016. The motion was seconded by Commissioner Wright and approved unanimously. 2. Public Input Chairperson Collins opened public session at 7:02. No one from the public came forth thus closing the public session at 7:03. 3. Old Business 5.1 Ordinance Hearing- Mr. Mark Finck 63 Richmond Ave – Blight 5.1a Litigation Execution Session Officer Jefferson handling this case stepped up to the podium along with the Mr. Mark Finck representing his daughter who is the homeowner of the property. Officer Jefferson – saw a big difference in the property, which is good. Went the day of the meeting (Oct. 18), and only saw two cars in the driveway, which is a huge improvement. There were unregistered cars, and debris in the backyard. The son, Brandon, works on cars on the property. Brandon was told not to do that since it is against Ordinance and he continues to work on cars on the property. Officer Jefferson was asked by Commissioner Sweeney the following question: Do you believe if we give him another 30 days extension to get everything cleaning up, do you think he will be in compliance? Officer Jefferson replied by saying that it is a 50/50 chance. Jefferson was happy for the fact that the property looks a lot better than it did when she first started the case. Her concern is the son, Brandon, who does not seem to understand that he cannot work on cars on the property. Officer Jefferson does not think that there are high chances of giving another 30-day extension because as long as son is there, nothing really can be done. Commissioner Collins presented a motion to move to the Executive Session for the case. Commissioner Wright seconded the Motion, and the session was started at 7:16. The session ended and the Commissioners were back to addressing the public at 7:25. Commissioner Collins announced to Mr. Finck that the ticket under his name will be waived, but will be reissued under the daughter’s name, the homeowner. She has until Nov. 15 to comply, at which point Officer Jefferson will reach out to Brandon and your daughter to explain what we need fixed. It will be on the Agenda for November 15. Collins also reminded Mr. Finck that this is the last extension that will be granted. 6. New Business 6.1 Ordinance Hearing – Mrs. Elizabeth Day 681 Forest Rd. -- Blight 6.1a Litigation Executive session Officer Cinque handling this case stepped up to the podium along with the Ms. Elizabeth who is the homeowner of the property. According to Officer Cinque: Sept. 13. - Mr. Fanelli (property maintenance inspector), Catherine Conniff (zoning officer), and Officer Cinque inspected the property and since Ms. Day was not home, they left a warning notice on the door. Sept. 27 – Came back, saw that the notice on the door was removed, and assumed that the homeowner (Ms. Day) received the warning. Nothing changed from the 13- 27. Said that it seemed like there was a hording issue. 6 cars in the driveway; 2 registered cars, the rest were unregistered According to Ms. Day (the homeowner): She received the warning ticket, and spoke with Property maintenance inspectors Mr. Gladwin and Mr. Fanelli on Sept. 15 about the issue, and thought that she has resolved it with them. Ms. Day showed a recent picture of her front porch which was cleaned away and that showed that she is making progress. She also said that there were 6 cars and only 2 were unregistered and the rest were registered. Commissioner Collins presented a motion to move to the Executive Session for the case. Commissioner Sweeney seconded the Motion, and the session was started at 7:50. The session ended and the Commissioners were back to addressing the public at 8:00. There is a disconnect between the Police Department and the Building Department and the homeowner. Put on agenda for Dec. 6., first meeting in December. Officer Cinque will get in touch with Ms. Day and the building department. Cinque will figure out which car is registered and which cars have to be disposed and what has to be fixed. December 6th, you, Ms. Day, do not have to show up. Officer Cinque will attend the meeting and let us know if everything is fixed or not. This gives Ms. Day six weeks to comply with the ordinances. 6.2 Ordinance Hearing – Mrs. Noize Gourdet 96 Rangeley St– Blight 6.2a Litigation Executive session Officer Cinque handling this case stepped up to the podium along with the Mrs. Gourdet who is the homeowner of the property along with her daughter, Sherlane Gourdet. May 2010 – First time at the property; many vehicles on property at the time; at this time there were many unregistered cars. May 2015 – June 2015 – Mrs. Gourdet was out of the country, but spoke with Mr. Gourdet. Their son, Charles, worked on cars on the property, which is in violation of city ordinance September 15, 2016 – Spoke with Mr. and Mrs. Gourdet about the blight issues and issued a warning. September 27, 2016 – issued ticket and since nothing has changed. The daughter, Sherliane spoke on behalf of her mother who was also present. Sherlane said that during the last bulk trash pick up; she personally worked with her brother and his friends to clean up the property. In terms of the cars, they are working on getting the cars either registered or get rid of it. Sherlane said that they are waiting for the title to be sent to her so she can get rid of one of the cars. The other unregistered car is in the process of being registered. Commissioner Collins presented a motion to move to the Executive Session for the case. Commissioner Wright seconded the Motion, and the session was started at 8:30. The session ended and the Commissioners were back to addressing the public at 8:34. Commissioner Collins acknowledged the fact that Sherlane and her mother Mrs. Gourdet, the property owner requested for a period of two weeks. Commissioner Collins told them the Commissioner voted that they have until November 15, 2016 (giving them about four weeks) in order to comply with ordinance. Commissioner Collins also told them that Officer Cinque is going to do an inspection of the property on November 15 in order to make sure that it is up to compliance of the blight ordinances. Cinque will also get together with the homeowners in order to talk about exactly what needs to be done in order to be in compliance. Annual 5K for Cancer walk/run – Saturday 10/29/16 Motion made by Commissioner Giaquinto, seconded by Commissioner Butler. 7. Pension Board None 8. Report of Committees – Personal Committee None 9. Commissioner Reports None 10. Executive Session Motion made by Commissioner Butler, seconded by Commissioner Giaquinto to enter into an Executive Session at 8:40pm. Motion was unanimously approved.
