REGULAR MEETING WEST HAVEN BOARD OF POLICE COMMISSIONERS December 6, 2016 The regular meeting of the West Haven Board of Police Commissioner was held on Tuesday, December 6, 2016 at 7:00PM at the Police Headquarters, 200 Saw Mill Rd. West Haven Present were Commissioner Raymond Collins, Paul Butler, Jr., Andrew Giaquinto, Deborah Wright, and Keith Sweeney. Also present was Deputy Chief Joseph Perno. Absent was Dave Russell, City Liaison. After the Pledge of Allegiance, Chairperson Collins called the meeting to order at 7:00PM 1. Minutes of November 15, 2016 Commissioner Wright corrected a mistake made under Old Business: Commissioner Cinque should say Commissioner Collins. Commissioner Wright also asked that the reason of her absence be stated in last meeting minutes. The changes were made. A motion was presented by Commissioner Sweeney to accept the Edited Minutes of November 15, 2016. The motion was seconded by Commissioner Butler and approved unanimously. 2. Public Input Since no one from the public came forth, public session was closed at 7:02. 3. Communication 3.1 Monthly Injury & Lost Time Reports –September 2016 3.2 Animal Control Division Monthly – November 2016 3.3 Letter of Appreciation – Chief Karajanis – Jeffrey Brown, and the Brown & O’Connor Family 3.4 Letter of Appreciation – Chief Karajanis, Traffic & Patrol Division – Amber Montano 4. Report of the Chief No report 5. Old Business 5.1 Ordinance Hearing – Ms. Elizabeth Day – 681 Forest Rd. – Blight 5.1 a. Litigation Executive Session Officer Cinque took pictures of the property the day of the meeting and spoke with Ms. Day over the phone. Based on the pictures he took, he suggested to the board that the ticket be waived since the condition of the house looked much better than it did when the ticket was first issued. Large amount of debris has been removed, the front yard looks much better, and there is only one unregistered vehicle. Commissioner Sweeney motioned to waive the ticket, seconded by Commissioner Wright, and approved unanimously. 5.2 Ordinance Hearing – Mr. Richard Gay – 57 Coleman St – Blight 5.2 a. Litigation Executive Session Officer Buturla took a look at the current pictures of the property provided by Mr. Gay and his previous assessment of the property led him to conclude that the ticket be waived since the property is no longer in violation. Commissioner Sweeney motioned to waive the ticket, seconded by Commissioner Wright, and approved unanimously. 6. New Business 6.1 Ordinance Hearing – Mrs. Sylvia Schell – 102 Seaview Ave –Blight 6.2 a. Litigation Executive session Officer Cinque received complaints about the property from the neighborhood. During the initial contact, Officer Cinque recorded a van and a trailer on the grass portion of the house. The city only allows one unregistered car on the premise, but this property has two, the Cadillac and the van. Officer Cinque stated that the property owners had ample time to take action, but failed to do so which is why he thinks that the ticket should not be waived. Commissioner Sweeney, knowing the family personally, asked for an extension because he is aware of the situation the family is going through. Commissioner Sweeney motioned for an extension until the next meeting and commissioner Wright seconded the motion and it was approved unanimously. 7. Pension Board 7.1 Dave Moran – Morgan Stanley Rescheduled for the next meeting 8. Report of Committees – Personal Committee None 9. Commissioner Reports None 10.
