REGULAR MEETING WEST HAVEN BOARD OF POLICE COMMISSIONERS December 20, 2016 The regular meeting of the West Haven Board of Police Commissioner was held on Tuesday, December 20, 2016 at 7:00PM at the Police Headquarters, 200 Saw Mill Rd. West Haven Present were Commissioner Raymond Collins, Paul Butler, Jr., Andrew Giaquinto, Deborah Wright, and Keith Sweeney. Also present were Chief John Karajanis, Jr. and Deputy Chief Joseph Perno. Absent was Dave Russell, City Liaison. After the Pledge of Allegiance, Chairperson Collins called the meeting to order at 7:00PM 1. Minutes of November 1, 2016 A motion was presented by Commissioner Butler to accept the Minutes of November 1, 2016. The motion was seconded by Commissioner Wright and approved unanimously. 2. Public Input Since no one from the public came forth, public session was closed at 7:02. 3. Report of the Chief Chief Karajanis said that he attended the Pearl Harbor ceremony at Bradley Point Park. Chief Karajanis also had a meeting with the secret service regarding the regional cyber unit that they have been working on for some time now, putting together with several other departments along the shore. Chief Karajanis also had a meeting with the U.S. Attorney’s office regarding the project that seems to be extremely successful in new haven. Chief Karajanis also mentioned that the model they are using with our daily meetings seem to be a model that is not only being recognized here, but also all throughout the country. Chief Karajanis also had a teleconference with the FBI and the U.S. attorney regarding the letter the Prudence street mosque and the mosque in orange received. The same letter was also received at 14 to 16 mosques throughout the country. They think it emanated out of Los Angeles. At a department head meeting on Friday and Saturday night, Chief Karajanis went to the mosque in Orange with the Orange Chief, FBI, and the U.S. attorney where they spoke to their congregation to help alleviate the fear regarding the letter that they received as well as other concerns they had post-election. Chief Karajanis also mentioned that a young gentleman from UNH contacted him and he is a journalism student there and he is doing a paper on opiate addiction. Chief Karajanis met with him the other day and sat down for an interview. Chief Karajanis also attended the Mayor’s Christmas party. 5. Old Business 5.1 Ordinance Hearing – Mrs. Sylvia Schell – 102 Seaview Ave – Blight 5.1 a. Litigation Executive Session Commissioner Sweeney inspected the property. He said that the trailers were removed and the unregistered truck is now registered. Since the homeowners addressed the Blight issues, Commissioner Sweeney motioned to waive the ticket. The motion was seconded by Commissioner Butler and unanimously approved. 6. New Business None 7. Pension Board 7.1 Dave Moran – Morgan Stanley David Moran came in to talk about the Pension Boards and the accounts and with him were the reports on the progress that has been made. He said the following: We look at the returns for our account, there are two things: there is risk. I manage how much risk we take. In West Haven, we turn down the risk. We at 6.2% return year to date. The 6 to 8% range is the sweet spot, and that is what we are trying to do. We always have a net withdraw. We only have about half our money in stock. And we are getting 6.2% of the returns. So we are getting 75% of the upside with only half of the risk, which is what we are trying to do. Last five years report – look at the returns, 6.25% return. We are averaging each year over five years so it is 6.25 percent and our sweet spot is between 6 and 8 percent in a good market. This year we are right on it, and that is the end of the game. Over the last five years, we have had a good run. We will have closer to 7% after today, so the machine is working the way we built it. And over a long period of time, with the appropriate amount of risk, we will get the appropriate amount of returns, which will sustain this fund. Commissioner Wright among other people at the meeting told the board amount the commendable work Dave Moran has done with the City. 8. Report of Committees – Personal Committee None 9.
