WEST HAVEN BOARD OF POLICE COMMISSIONERS
February 21, 2017
The regular meeting of the West Haven Board of Police Commissioner was held on
Tuesday, February 21, 2017 at 7:00PM at the Police Headquarters, 200 Saw Mill Rd.
West Haven
Present were Commissioner Raymond Collins, Paul Butler, Jr., Deborah Wright, and
Keith Sweeney. Also present were Chief John Karajanis, Jr. and Deputy Chief Joseph
Perno. Absent was Dave Russell, City Liaison.
After the Pledge of Allegiance, Chairperson Collins called the meeting to order at
7:00PM
1. Minutes of February 7, 2017
A motion was presented by Commissioner Sweeney to accept the Minutes of
February 7, 2017. The motion was seconded by Commissioner Wright and approved
unanimously.
2. Public Input
Since Commissioner Andrew Giaquinto retired from the West Haven Board of Police
Commissioner, he came to today’s meeting to give his farewell address:
It was an honor and a privilege to serve as the west Haven Police Commissioner. I
grew up in Allingtown. For 83 years, a little over, I was trying to move on, but I did a
lot of wonderful things in my life that I enjoyed and a lot of responsibilities and I had
some good times. But I have to say that this group always held a special meaning for
me. They are open, honest, and have everyone’s back, and that is unusual. So I leave
but I am going to miss you guys. Enjoy your cruise, don’t buy anything at the stops. It
has been a privilege and honor to serve, this fine police force, which I have the
ultimate respect for each and every one of them.
Commissioner Andrew Giaquinto was given a standing ovation as he left the
meeting after giving his speech.

4. Report of the Chief
Since the last meeting we held a department operational meeting. I contacted the
finance director and asked to sit down with him regarding the budget and we
discussed some of those issues. We had a meeting with another vendor, Vieview,
which is the name of the body-worn cameras. So we sat down with the vendor
today, we talked and looked at that product, and it does have some unique features
that are of interest to us, and we are going to compare and contrast that to the
previous vendor. And I’d like to inform the board, if the board is not already aware,
that Officer Marcus Tavares is receiving an award for the African American Citizen
of the year by the black heritage committee, tomorrow at 11:00 in the Harriet-north
Room.

6.1 The Savin Rock ½ & full Marathon – Saturday 4/1/17
A motion was presented by Commissioner Butler. The motion was seconded by
Commissioner Sweeney and approved unanimously.
6.2 Motorcycle Ride (Don’t Hat Rack) Sunday, 6/11/17
A motion was presented by Commissioner Butler. The motion was seconded by
Commissioner Sweeney and approved unanimously.
7. Pension Board
7.1 Dave Moran – Morgan Stanley
Dave Moran came in to talk about the return on the investments in terms of where
they are at this point. He said that in the last 12 months, we lost 14 percent or 4.6
million dollars, which is about our average. But, we did make about 14 million
dollars. We have taken out 24 million dollars in the last five years but made 28
million. Mr. Moran also wanted to point out that column on the MSCI on the
document is all just stocks. It has nothing to do with bonds. Then Mr. Moran has the
commissioner look at another document with a pie chart, pointing out the fact that it
is not just all stocks. We have about 21% in our portfolio in bonds, we have about
20% in alternatives. 45% in equities. Then he goes on to talk about how we get
about 50 to 60 to 70 percent of the global market with about half the risk. He says
that we throw out numbers like 14% a year, it makes that long-term number even
better. Mr. Moran says that we will continue with our allocations and will have more
good news to come. If anything, we will see a little bit of a stall here with everything
going on internationally, but I think we are in pretty good shape.

Just to reiterate what the chief brought up in his report, the black heritage
committee is honoring Officer Marcus Tavares, tomorrow, 11 am, city hall, Harriet
north room. If anyone can attend, please do.
10. Executive Session
Commissioner Butler motioned to go into executive session, seconded by
Commissioner Wright, and approved unanimously at 8:15PM.
