REGULAR MEETING WEST HAVEN BOARD OF POLICE COMMISSIONERS February 07, 2017 The regular meeting of the West Haven Board of Police Commissioner was held on Tuesday, February 7, 2017 at 7:00PM at the Police Headquarters, 200 Saw Mill Rd. West Haven Present were Commissioner Raymond Collins, Paul Butler, Jr., Deborah Wright, and Keith Sweeney. Also present were Chief John Karajanis, Jr. and Deputy Chief Joseph Perno. Absent were Commissioner Andrew Giaquinto and Dave Russell, City Liaison. After the Pledge of Allegiance, Chairperson Collins called the meeting to order at 7:00PM 1. Election of New Officers There was an election for the Chair and Vice Chair. There was a nomination by Commissioner Butler to select Commissioner Raymond Collins as the Chair. The nomination was seconded by Commissioner Sweeney and approved unanimously. There was a nomination on the floor from Commissioner Collins to select Commissioner Paul Butler as the Vice chair and the motion was seconded by Commissioner Sweeney and approved unanimously. 2. Minutes of January 17, 2017 A motion was presented by Commissioner Sweeney to accept the Minutes of January 17, 2017. The motion was seconded by Commissioner Wright and approved unanimously. 3. Public Input Since no one from the public came forth, public session was closed at 7:03. 4. Brian Reilly 5. Report of the Chief I had a meeting with the head of the New Haven school system security regarding the new ESUMS school up on the Post Road. ESUMS is opening in the next month or so. We did present the opportunity to them, if they will do the same thing that West Haven School systems does, if they pay the percentage of the Salary, we will provide resource officers. I had to attend a CHRO complaint in Waterbury. The budget had been forwarded and submitted on time. I had a meeting this past week regarding the body cameras. The captains, the armor, everybody that I thought that would play a critical part or would have questions or concern, were present at the meeting. The company, Axon is scheduled to be here tonight, and they will present under new business. 6. Old Business None 7. New Business 7.1 Presentation of Body Work Cameras (BWC) – Dave DeRosa Representative from the Axon company, Dave DeRosa, spoke with everyone about Body Cameras. He gave a presentation with information about the Body Cameras and answered any questions the commissioner had. Chief Karajanis – A large part of the country is moving towards body cameras. Everyone has concerns and issues about putting that in place. I have asked captains, armors, and the union to be here to address their concerns. I want to get out depth and scope of putting this together. We need to understand that this is a very large scale task, and that we would have to be committed to make this happen. I invited the Mayor and the Finance Director, Kevin McNabola, but neither can be here. Wanted them to here to ask questions and understand the financial burden that comes with this. If we are going to step into this, we are going to have be committed. This is not going to lessen in cost as time goes on. In the future, we must support this. If we start this, we must continue. If we can’t do it, then we should not commit. Dave DeRosa –If something happens in West Haven, it can get around the world before you can even create a response to it because everyone has cameras and videocameas right on their phone. Body cameras is a great opportunity to relate to the world and community. It is West Haven’s change to be transparent to their community. There are a ton of vendors out there. What makes Axon different? We have worked with police officer during the process of making and upgrading the body cameras and other tools that I will talk about in this presentation. We get feedback from police officers to upgrade our products. Our software behind the product, when it comes to hire, we have been hiring from tech company than the law enforcement and military. We have a great product and we now want them to make it smarter, which is why we hire from the tech company. 66% of a police officer’s day goes into reporting, so that gives very little time to be out in the field with the community. We are always working on tech that would do the reporting for the police officer, giving the police officer time to be in the field. We do that through the Body cameras. It is better evidence and instead of writing a report, there will be video and audio of the scene. Everything we make has law enforcement in mind. If I had a camera reporting, and chief raised a stapler. If I thought it was a firearm or something, the camera is going to pick that up. If you are going from lowlight to highlight. Our cameras will pick it up. There is also a full shift battery, we don’t want officers to be in middle of shift and the camera shuts down. Our buffer period on the cameras can capture two minutes prior to event meaning prior to pressing record on the camera. Sometimes before an event is more important than after. When you turn on the camera, the period two minutes before the camera was turned on will also be captured, just without the audio. We call this the buffer period. We have flexible mounting options since people come in all shapes and sizes. We can map cameras on a person so they get the best footage possible. We provide you with guaranteed upgrades. We future proof you, as we create new technology, we send it to you every 2 1/2 years. We always give you the latest and greatest. We future proof you in our contract. Axon Body 2 is what we have today, when we get the axon body three, you will automatically get it. We make new technology into our camera through upgrades, which you don’t have to wait two years to get. Warranty is included. All-inclusive insurance. Our signal technology will activate your cameras for you with the right trigger. It takes thinking out of activating camera. We would hook into your cruisers, little boxes that send out Bluetooth signal to camera and automatically activate your cameras. Same with your Tasers. As soon as your safety is off your Taser, the camera will start recording. You don’t have to worry about activating your camera. Very important part of this, because the officer does not have to think about turning it on in certain situations. At the end of the shift, the officer does not have to wait until the videos and audios upload to a computer. The officer comes in at the end of the shift, jams camera into the black box and that box automatically uploads all the data onto our site, evidence.com. In addition, the black box will update the software, and recharge the camera. CAD-RMS – When we create additional evidence CAD-RMS is going to automatically affiliate certain events with the data. For example, two colleagues get called out to a case, both have operating cameras, and have footage from a crime that is being charged at the court office. The system is going to create a workflow where all those footages can easily be sent to the prosecutor’s office. We also have three different servers in the country, so there are backups. Data is available 99.9% of time. We make it very easy to send videos to prosecuting offices because they have the same system. We also have a professional security team along with the three different servers. So, your data is protected. We can redact and transcribe videos. Based into Evidence.com, In events there is minors or sensitive information, you can redact it. There is also Unlimited Storage So far, we have not had any problem with our storage capacity. If something happens to one server, you have the two backup servers, since we have three servers. It is important to understand that all your digital evidence will be under one site evidence.com. We have more space than Netflix in term so of storage. One important part about this is the fact that the agency owns the data, no one has any access to it. If West Haven was to create an account with this, they would own their data, not Axon, not anyone else. If you tell us that you don’t want us anymore, then we let you out. And you get to keep your data. We take all your data out of the cloud, we put it in cold storage, and you have 90  days to get take it back. You just upload it to your own servers. In the event, you can’t upload into your servers after 90 days. We work with you. We are not going to keep the data from you because we know that it is evidence. So, we will work with you to get you that evidence. We also provide you training and professional services. This is to make sure everyone is using the technology properly. In Meriden, CT, there were two groups a day, three hours for each group. Training went for two days. Meriden and West Haven are comparable in size, so that is what you are looking at in terms of training. There is no hidden cost. When we provide you with a quote, every line item is written out. We already have major police stations in our network, Louisiana State police, Baton Rouge, Connecticut State police, Boston, Providence, Rhode Island, and many more. There are agencies that have worked with us and have vetted the quality of our products. Chief Karajanis - Throw out elephant in the room –Chief – To make this happen, let’s say 5 years, 8 hundred-thousand-dollar change, 2 change initially to get everything up and running, CAT/RMS – 18 thousand a year, boxes that upload will be 2 change a piece, Hamden got 20, so 40 change. Every year 25,000 dollars just to qualify our officer. Cost does not end after 5 years. We must continue paying that payment for foreseeable future. Even if you do that OM grant, which covers cost of first year expenses, the city must come up with that grant money firsts. It will be 6 to 8 months before they get that money. I went to the IACP conference for the Chief of polices. I went to a three body camera seminars. A lot of them were saying not to go to grant money because you must meet by the grant conditions. A lot of places could not adhere by the grant condition so they had to give up the money or give up the cameras. The suggestion was, if you can do it alone, then do it alone. If you can’t and you got no choice, then you got no choice. Once you get into this, you can’t leave it because the evidence is in the storage, you must to find a place to put it. 8. Pension Board 8.1 Dave Moran – Morgan Stanley Meeting with Dave Moran is rescheduled. Commissioner Wright did mention the official number which was $111980976.57. So, they are about $10,000 short of $12 million. 9. Report of Committees – Personal Committee None 10. Commissioner Reports None 11.
