BOARD OF POLICE COMMISSIONERS 200 SAW MILL ROAD WEST HAVEN, CT 06516 September 19, 2017 The regular meeting of the West Haven Board of Police Commissioners was held on 9/17/17 at the Police Headquarters, 200 Saw Mill Rd., West Haven. Wright Pension Board Present John Karajanis Chief of Police Present Joseph Perno Assistant Chief of Police Present David Russell City Liaison Absent After the Pledge of Allegiance, Chairperson, Raymond Collins III, called the meeting to order at 7:06pm. 1.MINUTES: A motion was presented by Commissioner Sweeney to accept the minutes of 9/5/17. The motion was seconded by Commissioner Butler and approved unanimously. 2.PUBLIC INPUT:. Mr. Walter Casey extended belated congratulations to retiring officers William Cole and Mary Canfield and to newly appointed Sgt. Eric Dlugolenski. Mr. Casey also commented on the fact that Sgt. Dlugolenski is the first new sergeant to not have a retirement fund available to him. Public input session was closed at 7:08pm 3.COMMUNICATION: 3.1 Animal Control Division Monthly Reports - August 2017 3.2 Support Services Monthly Report – August 2017 3.3 Monthly Attendance Report - August 2017 3.4 Monthly Overtime Report – August 2017 3.5 Letter of Appreciation – Det/Sgt Reilly – Lovell’s 3.6 Letter of Appreciation – Det Fazzino, Ofc. Thompson and Carboni – Denise Paladino 4. Chief of Police Report: September 6: Attended Operational ATAC meeting September 11: Attended 911 ceremony at Bradley Point Park September 14: Spoke with Lisa Secondo from Policy Management regarding Jag. Grant….Contacted Lisa Smith from City Finance regarding above and the two did confer on the above matter. Also met with the Deputy Chief. September 15: Meeting with Finance Director. Direction: No promotions, no hiring until matter with State Budget is resolved. September 19: Meeting with the Deputy Chief 5. OLD BUSINESS: None 6. NEW BUSINESS: 6.1 Ordinance Hearing – Alejandro DeFrutos – 155 Church – Barking Dog Alejendro DeFurutos was not in attendance. Shannon Rose from Animal control reported there have been at least two warnings issues without resolution of the problem. Motion to uphold ticket by Commissioner Sweeney and seconded by Commissioner Butler 6.2 Ordinance Hearing – Ms Marlene Priess – 99 Fourth Ave. – Blight 6.2a. Litigation Execution Session Ms. Marlene Priess unable to attend session due to disability and was represented by her daughter-in-law, Lisa Priess who advised that she was the only able bodied adult in the house and requested additional time to resolve the blight complaint. After discussion a motion was made by Commissioner Sweeney to allow additional time to remove care from property and complete cleanup of property and the charges will be revisited at the 10/17/17 session. Motion was seconded by Commissioner Wright. 6.3 Ordinance Hearing – Ms. Alfreda Adams – 86 Rockdale Rd. – Blight 6.3a. Litigation Execution Session Ms. Adams not present for the hearing. Reports made by Ofc. Chris Cinque, Sean Faughnan and Frank Finelli regarding finding on the property and measures taken to obtain compliance with ordinance. After discussion a motion was made by Commissioner Sweeney to uphold the ticket and motion seconded by Commissioner Butler. 7. PENSION BOARD: No report 8. REPORT OF COMMITTEES – PERSONNEL COMMITTEE: None 9. COMMISSIONER REPORTS: None 10. EXECUTIVE SESSION: Commissioner Sweeney motioned to go into Executive Session , seconded by Commissioner Butler, and approved unanimously at 7:30pm Minutes Recorded by: A. Murray
