BOARD OF POLICE COMMISSIONERS 200 SAW MILL ROAD WEST HAVEN, CT 06516 October 3, 2017 The regular meeting of the West Haven Board of Police Commissioners was held on 10/3/17 at the Police Headquarters, 200 Saw Mill Rd., West Haven. PRESENT/ ABSENT: Raymond Collins III Chairperson Present Paul E. Butler Vice Chairperson Present Keith Sweeney Present Peter BonTempo Secretary Present Deborah B. Wright Pension Board Present John Karajanis Chief of Police Present Joseph Perno Assistant Chief of Police Present David Russell City Liaison Absent After the Pledge of Allegiance, Chairperson, Raymond Collins III, called the meeting to order at 7:03pm. 1.MINUTES: A motion was presented by Commissioner Butler to accept the minutes of 9/19/17. The motion was seconded by Commissioner and approved unanimously. A motion was made by Commissioner Sweeney to add item 6.2 to the agenda. The motion was seconded by Commissioner Butler. 2. PUBLIC INPUT: Ofc. Sean Faughnan, Union President voiced a complaint on behalf of his fellow officers regarding the loss of staff due to there not being any pension fund and asked the BOPC to petition the Mayor to address the issue before losing more officers. Ofc. Faughnan also presented a grievance submitted to him by an officer that he felt needed to be addressed by the BOPC due to the nature of said grievance. Commissioner Collins advised the issue would be tabled and would be discussed at the Executive Session. Walter Casey, retired Union President voiced his concerns over the lack of a pension and the number of grievances leading to loss of staff and the additional costs incurred for the department. Chief of Police Report: September 20 Attended the Department’s Administrative ATAC meeting September 26 Contacted by States Atty. Kevin Lawlor and informed as to the courts concerns regarding Ofc. Gonce September 26 Ofc. Gonce was suspended with pay pending departmental Internal Affairs Investigation.  September 27: Attended a meeting with New Haven School System’s Security Chief and Sgt. Tammaro to discuss concerns regarding ESUMS school September 27 Contacted by States Atty. Kevin Lawlor to confirm that his letter concerning Ofc. Gonce was received September 28 Scheduled to go to Hartford for a CHRO generated by Ofc. Gonce but was informed the officer requested the hearing be rescheduled. September 28 The aforementioned I. A. was officially opened to be overseen by Captain Proto 5. OLD BUSINESS: None 6. NEW BUSINESS: 6.1 Resignation of Ofc Kyle Savo effective 10/16/17. A motion was made by Commissioner Paul Butler to accept the resignation. The motion was seconded by Commissioner BonTempo. 6.2 Columbus Day Parade October 8, 2017. A motion was made to accept the recommendation for traffic management for the parade by Commissioner Butler. The motion was seconded by Commissioner Sweeney. 7. PENSION BOARD: None 8.
