December 19, 2017
The regular meeting of the West Haven Board of Police Commissioners was held
on 12/5/17 at the Police Headquarters, 200 Saw Mill Rd., West Haven.

After the Pledge of Allegiance, Chairperson, Raymond Collins III, called the
meeting to order at 7:00pm.
1.MINUTES:
A motion was made by Commissioner Wright to add item 5.1 to Old Business -
“Road Closure Around Haven Project”. Regarding road closure of Water Street at
the intersection of First Avenue and Richard Place in addition to the closure of
Richards Place at the intersection of Center Street (which was approved at the
September 5, 2017 Commissioner Meeting). The motion was seconded by
Commissioner Butler and unanimously approved.
A motion was made to accept the amended agenda by Commissioner Wright. The
motion was seconded by Commissioner Butler and unanimously approved.
A motion was made by Commissioner Butler to accept the minutes of 12/5/17 as
amended. Commissioner BonTempo seconded the motion and were unanimously
approved.
2. PUBLIC INPUT:. Councilman Robin Hamilton wanted to report her gratitude
regarding an act of kindness that she witnessed by a WH police officer toward a
civilian in need.

4. Chief of Police Report:
December 5-
Contacted CSP at the request of Mayor Rossi
Met with CSP UNIT Supervisor for Internet Crimes Against Children.
Sergeant Alexander conducted an onsite visit and reported to be very
pleased with the Task Force Operation.
December 6-
Attended the departments operational ATAC meeting.
December 7-
Completed paperwork for CSP request
Contacted by West Haven Fire Chief and asked to provide some
specifics on the hiring of an officer for the Fire Commissioner’s meeting
December 11-
Met with the Planning and Zoning at their request to discuss dumping
problem at the Havens site
December 18-
Met with the Mayor and her staff to discuss storm operations
December 19-
Met with members of the Traffic Division, the Support and
Operations Captains and PIO to develop a structured plan for storm operations and
subsequent reporting.
5. OLD BUSINESS:
5.1 Road Closure Around “Haven Project”—After discussion a motion was
made by Commissioner BonTempo to accept the proposal to close First Avenue at
the intersection of Center Street in addition to the closure of First Avenue at the
intersection of Richards Place. The motion was seconded by Commissioner Butler
and approved unanimously.
6. NEW BUSINESS:
6.1 Ordinance Hearing – Pierre Bien-Aime—253 Daytona St. – Blight
6.1a Litigation Execution Session
Litigant not present. Commissioners advised by Ofc. Frank Finelli that the property
was in compliance and recommended the fine be waived. A motion was made by
Commissioner Wright to waive the fine. The motion was seconded by
Commissioner Butler and approved unanimously.
6.2 Ordinance Hearing – Naro Lee—141 Norfolk St.– Blight
6.2a Litigation Execution Session
Motion was made by Commissioner Wright to table discussion on this property to
1/16/17. The motion was seconded by Commissioner BonTempo and approved
unanimously.
6.3 Ordinance Hearing –Cynthia Smalls—10 Miami St.--Blight
6.3a Litigation Execution Session
Litigant not present and per Ofc. Finelli there has been no improvement in the
property. He recommended the ticket stand. A motion was made by Commissioner
Wright to let the ticket stand. The motion was seconded by Commissioner
BonTempo and unanimously approved.
7. PENSION BOARD: Dave Moran reviewed the end of year the retirement
investment status.
8. REPORT OF COMMITTEES – PERSONNEL COMMITTEE: None
9. COMMISSIONER REPORTS: Commissioner Wright extended thanks to the
WHPD for the toys donated for Christmas and relayed there were many happy
children in West Haven as a result.
Commissioner BonTempo suggested the Pension Subcommittee arrange a meeting.
10. EXECUTIVE SESSION:
Commissioner BonTempo motioned to go into Executive Session, seconded by
Commissioner Wright, and approved unanimously at 7:38pm
