The regular meeting of the West Haven Board of Police Commissioners was held
on 11/21/17 at the Police Headquarters, 200 Saw Mill Rd., West Haven.

After the Pledge of Allegiance, Chairperson, Raymond Collins III, called the
meeting to order at 7:03pm.
A motion was made by Commissioner Wright to add Agenda item 3.5 Monthly
Injury & Lost Time Report – November 2017 and item 6.4 Resignation of Ofc.
Andrew Collins effective 12/17/17 to the . The motion was seconded by
Commissioner Sweeney and unanimously approved.
1.MINUTES:
A motion was made by Commissioner Butler to accept the minutes of 11/21/17 as
read. Commissioner Wright seconded the motion and unanimously approved.
2. PUBLIC INPUT:.
a. Walter Casey addressed the Board with concerns regarding the multiple
resignations and the ramifications because of lack of pensions for the officers.
b. Mayor Nancy Rossi addressed the Board and agreed to work with the
Board to address the pension issue.
Public input session was closed at 7:09 pm

4. Chief of Police Report:
November 28: Meeting with Deputy Chief
Meeting with Finance Director RE:
Equipment Acquisition, a subsequent meeting followed involving Support Captain,
DOIT unit, and the IT Director from City Hall. At the meeting, a plan was
formulated to obtain the essential technology equipment needed to prevent any
shutdown in police operations and services.
December 1: Attended a function at City Hall meeting with the outgoing
Administration
Follow up meeting with the Director of ERS
Visited the Acting Police Chief of the VA Hospital where the
chief toured the grounds and Police Facility. The Chief of the VA expressed
appreciation for WHPD’s assistance in a recent investigation. We also discussed
several initiatives to establish closer relationship between agencies as well as
leveraging resources and training opportunities.
December 3: Attended inauguration of Mayor Rossi at West Haven High
School. The Chief also expressed thanks to the members of the West Haven Police
Honor Guard and all other West Haven Police Officers who represented our
agency at the ceremony
5. OLD BUSINESS:
5.1 Ordinance Hearing – Violet Newton – 8 Acton St. – Blight
5.1a Litigation Execution Session
Joyce Hyman of 150 Peabody St., West Haven, CT spoke on behalf of her mother,
Violet Newton. After discussion motion was made by Commissioner Wright to
table the session until January 16, 2018. The motion was seconded by
Commissioner Butler and unanimously approved.
5.2 Ordinance Hearing – M. Edwards and W. Lytle – 10 Fenwick St. -
Blight
5.2a Litigation Execution Session
Litigants were not present and after discussion by Ofc. Finneley requesting the fine
be waived a motion was made by Commissioner Sweeney to waive the fine. The
motion was seconded by Commissioner Butler and unanimously approved.
5.3 Ordinance Hearing – Jason Kubicko – 57 Carlson Rd. – Blight
5.3a Litigation Execution Session
Litigant was not present and after discussion by Ofc. Finneley to uphold the fine a
motion was made by Commissioner Sweeney to uphold the fine. The motion was
seconded by Commissioner Butler and unanimously approved.
6. NEW BUSINESS:
6.1 Ordinance Hearing – Corrine Landry – 245 Terrace Ave. – Blight
6.1a Litigation Execution Session
Renee Landry of 50 Harborview Rd., Guilford, CT spoke on behalf of her mother,
Corrine Landry. After discussion, a motion was made by Commissioner Sweeney
to table litigation until January 16, 2018. The motion was seconded by
Commissioner Butler and approved unanimously
6.2 Ordinance Hearing – Robert Moran – 14 Thill St. – Blight
6.2a Litigation Execution Session
Litigant was not present and after discussion a motion was made by Commissioner
Sweeney to uphold the fine. The motion was seconded by Commissioner Butler
and was unanimously approved.
6.3 Ordinance Hearing –Natallia Trastsisanka, 59 Sackett Point Rd., North
Haven, CT – Parking Ticket
6.3a Litigation Execution Session
After discussion and motion was made by Commissioner Wright to reduce the fine
to $25. The motion was seconded by Commissioner BonTempo and unanimously
approved.
6.4 Resignation of Ofc. Andrew Collins, effective December 17, 2017.
After discussion a motion was made by Commissioner Sweeney to accept Ofc.
Collins resignation. The motion was seconded by Commissioner Wright and
unanimously Approved
7. PENSION BOARD: No report
8. REPORT OF COMMITTEES – PERSONNEL COMMITTEE: No Report
9. COMMISSIONER REPORTS: Commissioner BonTempo discussed to
creation of the Pension Subcommittee involving Commissioners Collins and
BonTempo, Deputy Chief Perno and members of the union and the plan to present
findings to Mayor Nancy Rossi when completed.
Commissioner Sweeney thanked Mayor Rossi for attending the BOPC meeting.
10. EXECUTIVE SESSION:
Commissioner Sweeney motioned to go into Executive Session, seconded by
Commissioner Wright, and approved unanimously at 8:25pm
