The regular meeting of the West Haven Board of Police Commissioners was held
on 11/7/17 at the Police Headquarters, 200 Saw Mill Rd., West Haven.

After the Pledge of Allegiance, Chairperson, Raymond Collins III, called the
meeting to order at 7:03pm.
1.MINUTES: A motion was made by Commissioner BonTempo to accept the
minutes of 11/7/17 as read. Commissioner Butler seconded the motion.
PUBLIC INPUT:.
1. Ofc. Sean Faughnan suggested to the Board to petition the mayor elect to
discuss arranging for pensions for new officers followed by discussion
amongst the Board
2. Ofc. Sean Faughnan extended congratulation to Ofc. Scott Bloom on his
promotion to Sergeant
Public input session was closed at 7:09pm
3.COMMUNICATION:
3.1 Support Services Monthly Report – October 2017
3.2 Monthly Overtime Report – October 2017
3.3 Investigative Services Division Monthly Report – October 2017
3.4 Letter of Appreciation---WHPD – Ofc. Mike Novella
3.5 Letter of Appreciation --- Ofc. Standish – Marvin Wilson
4. Chief of Police Report:
October 18: Received correspondence regarding Absentee Ballots- all
materials were turned over immediately to States Attorney Kevin Lawlor
October 18: I called a meeting with Sergeant in charge of CRO/SRO
program
October 23: Met with Finance Director regarding hiring of new officers
October 23: Met with University of New Haven Chief, very pleased with the
relationship between our respective agencies and singled out our Crime Analysis
Unit and our liaison officer for all their assistance.
October 27: Attended a briefing at MPTC on CT’s Racial Profiling Report
October 30: I attended a special BOPC meeting
November 2: I was contacted by CSP Major over concerns that a WHPD
TFO may have had an exposure during an investigation. The officer was to be
contacted by CSP Major regarding the matter.
November 9: Met with ERS Director Colon to discuss Priority Dispatch and
in site visit to an agency in Connecticut where it is currently in use.
November 13: DOIT reported Telestaff was down and UNH’s CAD system
was down. I was able to contact Finance Director and rectify the matter.
November 14: Met with the Deputy Chief
November 15: Department Administrative ATAC meeting was conducted
November 1t6: Contacted by Support Services Captain and informed new
allegation had surfaced.
November 17: Directed an independent and separate Internal Investigation to
be opened.
November 20: Met with Support Services Captain – The officer was selected
to conduct he Internal Investigation. An internal review regarding a recent dog bite
incident is underway and a holiday DUI initiative is being developed.
5. OLD BUSINESS:
5.1 Ordinance Hearing – Vincent Ciarlegio 525 First Ave. – Blight
5.1a Litigation Execution Session
After discussion, Commissioner Sweeney made a motion to waive the ticket.
Motion was seconded by Commissioner Butler and unanimously approved.
5.2 Ordinance Hearing – M. Edwards and W. Lytle – 10 Fenwick St. -
Blight
5.2a Litigation Execution Session
After discussion a motion was made to Red Tag the vehicle partially on the
property and table for 2 weeks by Commissioner Sweeney. The motion was
seconded by Commissioner Butler and unanimously approved.
5.3 Ordinance Hearing – J. Kubicko – 57 Carlson Rd. – Blight
5.3a Litigation Execution Session
Mr. Kubicko was present at the hearing and discussed his concerns with the
BOPC. After discussion, a motion was made by Commissioner Collins that Mr.
Kubicko be given a specific list of what needed to be corrected and the
determination will be tabled for 2 weeks. Motion was seconded by Commissioner
Butler and was approved unanimously.
6. NEW BUSINESS:
6.1 Promotion to Sergeant – Ofc. Scott Bloom
After discussion, a motion was made by Commissioner Bontempo to
promote Ofc. Bloom to Sergeant with effective date of 11/24/17
6.2 Christmas Tree Lighting November 25, 2017
Motion was made by Commissioner Sweeney to hold the Christmas
Tree Lighting on Nov 25, 2017. Motion was seconded by Commissioner Butler
and was unanimously approved.
6.3 Ordinance Hearing – Violet Newton - 8 Acton St. – Blight
6.3a Litigation Execution Session
After discussion a motion was made by Commissioner Sweeney to table the
determination for 2 weeks. Motion was seconded by Commissioner Butler and
unanimously approved.
6.4 Ordinance Hearing – Carlos Medina – 118 Gilbert St. – Blight
6.4a Litigation Execution Session
After discussion, Motion was made for the ticket to stand by Commissioner
Sweeney. Motion was seconded by Commissioner Butler and unanimously
approved.
6.5 Ordinance Hearing – Norman Doss – 111Rangely St. – Blight
6.5a Litigation Execution Session
After discussion, a motion was made by Commissioner Sweeney to allow
the ticket to stand. Motion was seconded by Commissioner Butler and
unanimously approved.
7. PENSION BOARD: No reports
8. REPORT OF COMMITTEES – PERSONNEL COMMITTEE: No Report
9. COMMISSIONER REPORTS:
a. Commissioner Sweeney requested an injury report from Chief Karajanis
b. Commissioner BonTempo made suggestion to have the BOPC support the
union and recommended a sub-committee be formed to promote reinstating a
pension for officers. After discussion, it was determined that Commissioner
BonTempo and Commissioner Collins would lead the subcommittee and include
the union president, Sean Faughnan in discussions.
10. EXECUTIVE SESSION:
Commissioner Sweeney motioned to go into Executive Session, seconded by
Commissioner Butler, and approved unanimously at 7:59pm
