BOARD OF POLICE COMMISSIONERS 200 SAW MILL ROAD WEST HAVEN, CT 06516 January 2, 2018 The regular meeting of the West Haven Board of Police Commissioners was held on 1/2/18 at the Police Headquarters, 200 Saw Mill Rd., West Haven. PRESENT/ ABSENT: Raymond Collins III Chairperson Present Paul E. Butler Vice Chairperson Present Keith Sweeney Present Peter BonTempo Secretary Absent Deborah B. Wright Pension Board Present John Karajanis Chief of Police Present Joseph Perno Assistant Chief of Police Present David Russell City Liaison Absent After the Pledge of Allegiance, Chairperson, Raymond Collins III, called the meeting to order at 7:02pm. 1.MINUTES: A motion was made to accept the agenda as presented by Commissioner Sweeney. The motion was seconded by Commissioner Butler and approved unanimously. A motion was made by Commissioner Sweeney to accept the minutes of 12/19/17 as written. Commissioner Butler seconded the motion and were unanimously approved. 2. PUBLIC INPUT: None Public input session was closed at 7:04 pm 3.COMMUNICATION: 3.1 Monthly Injury and Lost Time Reports----December 2017 4. Chief of Police Report: December 26, 2017: WHPD was involved in a motor vehicle stop that crossed into New Haven and ended in a motor vehicle accident. The CSP are investigating the crash. December 28, 2017: The Chief met with the Mayor’s Administrative Assistant to discuss this agency’s response to snow events. December 28, 2017: The Chief met with Corporation Counsel to discuss pending litigation and the agency’s Internal Review regarding a K9 adopted from the Animal Control Division. January 2, 2018: The Chief was informed that the first of two I.A, investigations is completed and will be forwarded to the Chief after the Captain’s review and approval. January 2, 2018: The Captain of Support Services, the Training Sergeant, and the Chief met and interviewed a retired officer who is still certified and interested in employment with the WHPD. January 2, 2017: The Chief spoke with and provided information to outside council representing this agency in civil litigation against the department. 5. OLD BUSINESS: 5.1 Road Closure Around “Haven Project”: Clarification made that the approved road closure will be temporary for a period of 6 months ending on July 2, 2018 with the option to extend the closure as needed. After discussion, a motion was made by Commissioner Sweeney to accept the temporary closure. The motion was seconded by Commissioner Butler and unanimously approved. 6. NEW BUSINESS: 6.1 Ordinance Hearing – Daniel Miller—157 Norfolk St. – Blight 6.1a Litigation Execution Session Litigant not present and after discussion a motion was made by Commissioner Sweeney to allow the fine to stand as written. The motion was seconded by Commissioner Butler and unanimously approved. 6.2 Ordinance Hearing – Dianil Torres—154 Bull Hill Lane.– Blight 6.2a Litigation Execution Session Litigant was present and after discussion a motion was made by Commissioner Sweeney to table the ruling for 2 weeks and determination to be made at January 16, 2018 meeting. The motion was seconded by Commissioner Butler and unanimously approved. 6.3 Ordinance Hearing –Elizabeth Day—681 Forest Rd.---Blight 6.3a Litigation Execution Session Litigant was present and after discussion the Commissioners went into Executive Session from 7:22p. Public Session resumed at 7:27p and a motion was made by Commissioner Sweeney to table the ruling for 2 weeks and determination to be made at January 16, 2018 meeting. The motion was seconded by Commissioner Wright and unanimously approved. 6.4 Ordinance Hearing –Kimberly Criscuolo—63 Richmond Ave. ---Blight 6.3a Litigation Execution Session Litigant not present and after discussion a motion was made by Commissioner Sweeney to allow the fine to stand as written. The motion was seconded by Commissioner Butler and unanimously approved. 7. PENSION BOARD: Commissioner Wright advised the Board of her discussion with Dave Moran regarding the increase in returns on pension fund during 2017. Commissioner Wright suggested kudos be given to Mr. Moran for his good work. 8. REPORT OF COMMITTEES – PERSONNEL COMMITTEE: None 9. COMMISSIONER REPORTS: No reports. Commissioner Sweeney had question for Chief Karajanis regarding a discrepancy with a commercial vehicle parked in a residential zone with discussion among the Board and determined that the vehicle can park legally based on current vehicle registration laws. 10. EXECUTIVE SESSION: Commissioner Sweeney motioned to go into Executive Session, seconded by Commissioner Butler, and approved unanimously at 7:40pm Minutes Recorded by: A. Murray
