January 16, 2018
The regular meeting of the West Haven Board of Police Commissioners was held
on 1/16/18 at the Police Headquarters, 200 Saw Mill Rd., West Haven.

After the Pledge of Allegiance, Chairperson, Raymond Collins III, called the
meeting to order at 7:00pm.
1.MINUTES:
A motion was made to amend the minutes to reflect the name of the City Liaison to
Sean Ronan by Commissioner BonTempo. The motion was seconded by
Commissioner Butler and unanimously approved.
A motion was made by Commissioner BonTempo to add item 10.3 Personnel
Matters to the Executive Session Agenda. The motion was seconded by
Commissioner Butler and unanimously approved.
A motion was made to accept the agenda as amended by Commissioner Sweeney.
The motion was seconded by Commissioner BonTempo and approved
unanimously.
A motion was made by Commissioner Butler to accept the amended minutes of
1/2/17. Commissioner BonTempo seconded the motion and was unanimously
approved.

3.COMMUNICATION:

Commissioner Wright requested that the report format to be set up the
same as the OT report.
3.7 Investigative Services Division Monthly Reports---December 2017
3.8 Training Division Monthly Reports---December 2017
Commissioner Wright questioned how many computers were needed
for the new computer based training.
4. Chief of Police Report:
January 3: Attended meeting at City Hall for the impending storm
January 8: Responded to the Mayor’s request for information regarding
U.I. project
January 9: Met with Union Executive Board
January 10: Meeting with PIO (duties/documentation/ accountability)
Worked on Pre-disciplinary letters
January 12: Held two Pre-Disciplinary Hearings
January 13/14: Worked on budget and began review of completed I.A.
investigation
January 16: Met with Lieutenant regarding disciplinary matter
Attended Departments Head meeting with Finance
WHPD assisted Guilford PD in an operation called “Not In My
Town” Regional Multi-Jurisdictional operation to identify and arrest potential sex
offenders that arranged sexual liaisons with children through social media and over
the internet.

5. OLD BUSINESS:
5.1 Ordinance Hearing – Corrine Landry – 245 Terrace Ave. – Blight
5.1a Litigation Execution Session
After discussion and direction from Corporate Counsel a motion was made by
Commissioner Sweeney to uphold the fine with a formal review and vote to be
held at the February 6, 2018 BOPC meeting. If the property is deemed as being in
compliance the fine will be waived. The motion was seconded by Commissioner
Butler and unanimously approved
5.2 Ordinance Hearing – Violet Newton – 8 Acton St. – Blight
5.2a Litigation Execution Session
After discussion a motion was made by Commissioner Sweeney to uphold the
ticket as it stands. The motion was seconded by Commissioner Butler and
unanimously approved.
5.3 Ordinance Hearing – Naro Lee – 141 Norfolk St. – Blight
5.3a Litigation Execution Session
After discussion a motion was made by Commissioner Sweeney to uphold the fine
with a formal review and vote to be held at the February 6, 2018 BOPC meeting. If
the property is deemed as in compliance the fine will be waived. The motion was
seconded by Commissioner Butler and unanimously approved.
5.4 Ordinance Hearing – Elizabeth Day – 681 Forest Rd.– Blight
5.4a Litigation Execution Session
After discussion a motion was made by Commissioner Sweeney to table the
decision until April 17th meeting of the BOPC. The motion was seconded by
Commissioner BonTempo and unanimously approved.
5.5 Ordinance Hearing – Dianil Torres – 154 Bull Hill Ln. – Blight
5.5a Litigation Execution Session
A motion was made by Commissioner Sweeney to waive the fine. The motion was
seconded by Commissioner BonTempo and unanimously approved.
6. NEW BUSINESS:
6.1 Ordinance Hearing –Mike Jennings – 176 Elm St. – Blight
6.1a Litigation Execution Session
After discussion, a motion was made by Commissioner Sweeney to uphold the fine
with a formal review and vote to be held at the February 20, 2018 BOPC meeting.
If the property is deemed as in compliance the fine will be waived. The motion was
seconded by Commissioner BonTempo and unanimously approved.
6.2 Ordinance Hearing – Anthony Lanci – 168 Highland St.– Blight
6.2a Litigation Execution Session
After discussion, a motion was made by Commissioner Butler to uphold the ticket
as it stands. The motion was seconded by Commissioner Sweeney and
unanimously approved.
7. PENSION BOARD: No report
8. REPORT OF COMMITTEES – PERSONNEL COMMITTEE:
No report
9. COMMISSIONER REPORTS: Commissioner BonTempo reported on the
Pension Sub-Committee and advised they are awaiting an actuary report to present
to the Commission and Chiefs.
10. EXECUTIVE SESSION:
Commissioner BonTempo motioned to go into Executive Session, seconded by
Commissioner Butler, and approved unanimously at 7:55pm
