The regular meeting of the West Haven Board of Police Commissioners was held
on 2/6/18 at the Police Headquarters, 200 Saw Mill Rd., West Haven.

After the Pledge of Allegiance, Chairperson, Raymond Collins III, called the
meeting to order at 7:03pm.
1.MINUTES:
A motion was made to accept the agenda by Commissioner Sweeney. The motion
was seconded by Commissioner Wright and approved unanimously.
Commissioner Sweeney made a motion to accept the minutes of 1/16/17.
Commissioner Wright seconded the motion and was unanimously approved.
2. PUBLIC INPUT: Congratulations were extended to Ofc. Mark D’Amico on his
promotion by Walter Casey and Sean Flaughnan, union representative
Public input session was closed at 7:05pm
3.COMMUNICATION:
3.1 Animal Control Division Monthly Reports---January 2018
3.2 Traffic Division Monthly Reports---January 2018
3.3 Letter of Appreciation – WHPD Patrol Units – Lucille Camera
3.4 Letter of Appreciation – Sgt. Robert O’Neill – Jeffrey Hutchinson Chief
of Police – Guilford PD
3.5 Letter of Appreciation – ACO Nikki Stancarone - Sandie
4. Chief of Police Report:
January 18: Met with a lieutenant and an Officer regarding a disciplinary
matter.
January 18: Forwarded an affidavit to Attorney Dolan regarding a civil case
January 22: Met with UNH Chief
January 22: Conferred with Attorney Tiernan from Corporate Counsel’s Ofc.
January 23: Delivered I.A. documents to Corporate Counsel’s office
January 23: Spoke with Finance regarding Mobile Data Terminals &
Software needed for front line vehicles
January 23: Met with Grant Coordinator for the city
January 26: Met with Union President
January 29: Received completed I.A. investigation (2017-03)
January 29: Met with Union President
January 30: Disciplinary letters completed for two separate matters.
January 31: Completed budget package and face letters for same.
February 1: Budget delivered to Finance Director
February 6: Completed my review of I.A. (2017-03)
February 6: Issued a suspension letter and opened I.A. (2018-01)
Commissioner Sweeney questioned the Chief as to why the Board did not receive a
copy of the budget. Chief Karajanis advised he would send a copy of the Budget to
the Commissioners.
4.1 Report of the Deputy Chief
a. Ofc. Involved in on-duty MVA on Rt. 34 is back to work. Vehicle
is to be appraised 2/6/18. No info on this
b. The State of Connecticut is placing responsibility regarding several
activities such as Bingo, Raffles and Bazaars into the hands of the municipalities.
This will impact the Record Room of the WHPD. This will also include Barber
Shops, Hair Salons and Nail Salons. The Deputy Chief has been meeting with
appropriate City Departments regarding this.
c. The Deputy Chief reported he was unable to coach the WHPD
hockey team but they were nonetheless victorious over the WHFD in the annual
First Responder game.
5. OLD BUSINESS:
5.1 Promotion to Detective – Ofc. Mark D’Amico
Commissioner Sweeney made a motion to accept the request to promote Ofc
D’Amico. The motion was seconded by Commissioner Wright and was
unanimously approved.
Detective D’Amico was sworn in by Chief Karajanis
The meeting was put in 5-minute recess to clear the room after the ceremony by
Commissioner Collins.
The meeting resumed at 7:22p
5.2 Ordinance Hearing – Renee Landry – 245 Terrace Ave. – Blight
5.2a Litigation Execution Session
The litigant was not present for the hearing. After brief discussion, it was
determined the property was not in compliance. Commissioner Sweeney motioned
for the ticket to stand, the motion was seconded by Commissioner Wright and
unanimously approved.
5.3 Ordinance Hearing – Naro Lee – 141 Norfolk St. – Blight
5.3a Litigation Execution Session
Litigant was not present. After brief discussion, it was determined the property is
in compliance. Commissioner Sweeney motioned to waive the fine. Commissioner
Wright seconded the motion
6. NEW BUSINESS:
6.1 Ordinance Hearing –Joann Spragg – 22 Collis St – Blight
6.1a Litigation Execution Session
Litigant was not present. After a brief discussion, it was determined the property is
not in compliance. Commissioner Sweeney motioned to uphold the ticket as it
stands. The motion was seconded by Commissioner Wright and unanimously
approved.
6.2 Ordinance Hearing – Leanna Manic & Chris Parissi – 70 Bassett St.–
Blight
6.2a Litigation Execution Session
Litigant Leanne Manic was present and after brief discussion it was determined the
property is in compliance. A motion was made by Commissioner Sweeney to
waive the ticket. The motion was seconded by Commissioner Wright and
unanimously approved.
6.3 Ordinance Hearing – James Pero – 18-20 Helm St.– Blight
6.3a Litigation Execution Session
Litigant was present and after discussion a motion was made to have the ticket
stand with a review of property status at March 6th meeting of the BOPC. If in
compliance by that date the ticket can be waived. Motion was seconded by
Commissioner Wright and unanimously approved.

10. EXECUTIVE SESSION:
Commissioner Sweeney motioned to go into Executive Session, seconded by
Commissioner Wright, and approved unanimously at 7:34pm
