The regular meeting of the West Haven Board of Police Commissioners was held
on 2/6/18 at the Police Headquarters, 200 Saw Mill Rd., West Haven.
PRESENT/ ABSENT:

After the Pledge of Allegiance, Chairperson, Raymond Collins III, called the
meeting to order at 7:03pm.
1. ELECTION OF NEW OFFICERS
1.1 Motion was made by Commissioner Butler to re-elect Commissioner
Raymond Collins III as 1st Chair. The motion was seconded by
Commissioner Sweeney and unanimously approved.
1.2 Commissioner Sweeney made motion to re-elect Commissioner Paul E.
Butler as 2nd Chair. The motion was seconded by BonTempo and
unanimously approved
1.3 Commissioner Peter BonTemo will remain as Secretary
1.4 Commissioner Keith Sweeney is Personnel Commissioner
1.5 Commissioner Deborah Wright is Commissioner for Pension Board
2. MINUTES:
2.1 Commissioner Butler made motion to add item 7.4: Retirement of
Captain Robert Proto to agenda. Motion was seconded by Commissioner
Wright and unanimously approved.
2.2 Motion was made by Commissioner Sweeney to add item 8.1:
Retirement of Captain Robert Proto to agenda. Motion was seconded by
Commissioner Butler and unanimously approved.
2.3 Commissioner Butler made motion to add item 8.2: Report from David
Moran to agenda. Motion was seconded by Commissioner Sweeney and
unanimously approved.
A motion was made to accept the amended agenda by Commissioner Wright. The
motion was seconded by Commissioner Sweeney and approved unanimously.
Commissioner Sweeney made a motion to accept the minutes of 2/6/17.
Commissioner Wright seconded the motion and was unanimously approved.
3. PUBLIC INPUT: Roberta Hamilton, 92 Bedford St., West Haven, CT
addressed the Board to complain about the blight in the dumpster area behind the
Family Dollar store at 1055 Boston Post Road which abuts her property.
Public input session was closed at 7:05pm
4.COMMUNICATION:

Commissioner Sweeney advised Chief Karajanis he found a possible
typo on one of the officer’s lost time information. He requested a cumulative report
on the officer’s lost time.

4.7 Investigative Services Division Monthly Reports--- January 2018
5. Chief of Police Report:
February 12 - Met with Support Captain acquisition of 40 MM/G.O. on Use
of Force/Lateral transfer and open I.A. investigations
February 12 - Received a civil lawsuit and forwarded same to Corporation
Counsel’s Office and the Law Office of Ryan & Ryan
February 13 - Spoke with Corporate Counsel regarding I.A. investigation
February 13 - Spoke with police commissioner then had Administrative
Assistant forward a copy of the budget and request a current report of this budget
from finance to be forwarded to the commissioner
February 13 - Spoke with BOPC Chairman regarding several internal
investigations
February 14 - Completed and forwarded a letter to a unit supervisor
answering an issue brought to the Chief’s attention
February 14 – Met with two supervisors and the union president
February 15 – Met with Director of ERS
February 16 – Met with K9 Sergeant regarding assessment of new K9 for the
agency
February 16 - Met with Traffic Supervisor in preparation for anticipated
weather event
February 19 - Met with the Deputy Chief regarding an internal matter under
review
February 20 - Follow up meeting with the Deputy Chief and Sergeant
regarding process for the internal review
5.1 Report of the Deputy Chief
Discussed repairs to Car 43 and Fleet Motorcycle with Interim
Traffic Director
6. OLD BUSINESS:
6.1 Ordinance Hearing –Michael Jennings – 176 Elm St.– Blight
6.1a Litigation Execution Session
Frank Fanelli reported that property still not in compliance. Ticket stands. No vote
required.
7. NEW BUSINESS:
7.1 Ordinance Hearing – Mauricio Cejas – 14 Lamson St. – Blight
7.1a Litigation Execution Session
Litigant present and after discussion Commissioner Sweeney made a motion to
uphold the ticket. The motion was seconded by Commissioner Butler and
unanimously approved.
7.2 Ordinance Hearing – Guo Family LLC, Lani Liu-Helsch (Family Dollar
Store) - 1055 Boston Post Rd.– Blight
7.2 a Litigation Execution Session
Litigant, Owner of property, Seine Sei Guo present but unable to effectively
communicate due to language barrier. He had his son, Henry Guo on speaker
phone. After discussion a motion was made by Commissioner Sweeney to uphold
the ticket with a review at the March 20th BOPC meeting. If, in compliance ticket
can be waived. Motion seconded by Commissioner Wright and unanimously
approved
7.3 Ordinance Hearing – Mabel Grafales – 90 Stevens Ave. – Blight
7.3a Litigation Execution Session
Litigant not present. After discussion a motion was made by Commissioner
Sweeney to uphold ticket. Motion was seconded by Commissioner Butler and
unanimously approved.
7.4 A motion was made by Commissioner Sweeney to approve the
retirement of Captain Robert Porto Effective February 28, 2018. Motion was
seconded by Commissioner Wright and unanimously approved.
8. PENSION BOARD:
8.1 A motion was made by Commissioner Sweeney to approve the
retirement of Captain Robert Porto Effective February 28, 2018. Motion was
seconded by Commissioner Wright and unanimously approved.
8.2 Investment report by David Moran
9. REPORT OF COMMITTEES – PERSONNEL COMMITTEE: No Report
10. COMMISSIONER REPORTS:
10.1 Commissioner BonTempo updated the Board that he is reviewing
studies and is awaiting the actuary report to present to the Board and Chiefs.
11. EXECUTIVE SESSION:
Commissioner Sweeney motioned to go into Executive Session, seconded by
Commissioner Butler, and approved unanimously at 7:48pm
