BOARD OF POLICE COMMISSIONERS 200 SAW MILL ROAD WEST HAVEN, CT 06516 March 20, 2018 The regular meeting of the West Haven Board of Police Commissioners was held on 3/20/18 at the Police Headquarters, 200 Saw Mill Rd., West Haven. PRESENT/ ABSENT: Raymond Collins III Chairperson Present Paul E. Butler Vice Chairperson Present Keith Sweeney Present Peter BonTempo Secretary Present Deborah B. Wright Pension Board Present John Karajanis Chief of Police Present Joseph Perno Assistant Chief of Police Present Sean Ronan City Liaison Absent After the Pledge of Allegiance, Chairperson, Raymond Collins III, called the meeting to order at 7:00pm. 1. MINUTES: A motion was made to accept the amended agenda by Commissioner Butler. The motion was seconded by Commissioner Sweeney and approved unanimously. Commissioner Sweeney made a motion to accept the minutes of 3/6/17. Commissioner Wright seconded the motion and was unanimously approved. 2. PUBLIC INPUT: Public input session was closed at 7:03pm 3.COMMUNICATION: 3.1 K-9 Monthly Report – February 2018 3.2 Support Services Monthly Report – February 2018 3.3 Monthly Attendance Report - February 2018 3.4 Monthly Overtime Report - February 2018 3.5 Training Division Monthly Report - February 2018 3.6 Investigative Services Division Monthly Report - February 2018 3.7 Letter of Appreciation – WHPD – the William Bozelko Family 3.8 Letter of Appreciation – Chief Karajanis – Retires Fire Capt. Bill Gambardella-Robert Raucci 3.9 Letter of Appreciation – Chief Karajanis & WHPD – the Conlon Family 4.Chief of Police Report:  March 7th Spoke W/ Animal Control Supervisor RE: impending arrest  March 7th Coordinated communications between PIO and Animal Control Supervisor RE: Impending arrest  March 7th I spoke W/ERS Director regarding the above and subsequently contacted Human Resources Director and left pertinent information on same  March 8th I met for a question and answer session with a University student conducting research for a PHD  March 8th I spoke with Corporation Counsel regarding I.A. investigation  March 8th I spoke with the individual in charge of Accreditation at POST RE: States Attorney’s Letter  March 9th I did complete a Pre-Disciplinary notification letter and same were forwarded  March 9th C2 did notify me of a problem with a recruit at the academy the officer was suspended with pay and Training Sergeant and Captain were sent to the academy to handle the matter  March 12th met with Traffic Sergeant  March 12th met with Training Sergeant and Captain RE: Recruit  March 12th met with DOIT RE: modems for vehicles  March 12th spoke with Detective regarding acquisition of MRAP  March 12th conferred with Sergeant regarding school threat  March 13th Officer completed/submitted letter of resignation  March 14th Operations Captain informed me of WHHS walkout, and preparations in place for same. I went to the school officers had area secured event went off W/incident  March15th I contacted New Haven Head of Security for School System to raise concerns regarding ESUMS (late reporting of incidents, lock down drills and obtaining access cards for building)  March 16th a Pre-disciplinary hearing was held in my office, subsequent letter for same completed and distributed 4.1 Report of the Deputy Chief – No report 5. OLD BUSINESS: 5.1 Ordinance Hearing –Guo Family, LLC, Lani Liu Helsch (Family Dollar Store) 1055 Boston Post Rd.-Blight 5.1a Litigation Execution Session Per motion made and approved at 3/6/18 BOPC meeting, property not in compliance and ticket stands. 5.2 Ordinance Hearing – Jim Dunlap – 25 Railroad Ave, –-Blight 5.1a Litigation Execution Session Per motion made and approved at 3/6/18 BOPC meeting property is in compliance and ticket is waived. 5.3 Ordinance Hearing - Joseph Handel – 426 Platt Ave. –-Blight 5.1a Litigation Execution Session Per motion made and approved at 3/6/18 BOPC meeting, property not in compliance and ticket stands. 5.4 Ordinance Hearing – Chrystyna Dawid-Murphy –-Blight 5.1a Litigation Execution Session Per motion made and approved at 3/6/18 BOPC meeting property not in compliance. Litigant present and after discussion Commissioner Collins made a motion to table final determination until BOPC meeting 4/3/18. Motion was seconded by Commissioner Sweeney and unanimously approved. 6. NEW BUSINESS: 6.1 Motorcycle Ride ( Don’s Hat Rack) – Sunday 6/10/18 Motion made to approve event by Commissioner Butler. Motion seconded by Commissioner Wright and unanimously approved. 6.2 Resignation of Ofc. Joshua Buissereth Motion made by Commissioner Sweeney to accept resignation of Ofc. Buissereth effective 3/13/18. Motion seconded by Commissioner Butler and unanimously approved. 6.3 Ordinance Hearing –James Zabawar – 86 Ocean Ave.– Blight 6.1a Litigation Execution Session Litigant present and after discussion a motion was made by Commissioner Sweeney to waive the fine. Motion seconded by Commissioner Butler and unanimously approved 6.4 Ordinance Hearing –Peter Anaclerino – 45 Mix Ave.– Blight 6.1a Litigation Execution Session Litigant present and after discussion a motion was made by Commissioner Sweeney to uphold the ticket and property status will be revisited at 4/3/18 BOPC meeting. If in compliance, ticket will be waived, if not, ticket will stand from today’s effective date. Motion was seconded by Commissioner Wright and unanimously approved. 6.5 Ordinance Hearing –Peter Anaclerino 37 Mix Ave.– Blight 6.1a Litigation Execution Session Litigant present and after discussion and due to the unique zoning status of the property a motion was made by Commissioner Sweeney to refrain from serving a fine at this time to allow the litigant and the correct parties and City Departments make determinations along with City Counsel. A determination will be made at the 4/17/18 BOPC meetings. The motion was seconded by Commissioner Wright and unanimously approved. 6.6 Ordinance Hearing –Jose Hernandez – 25-27 Myrtle Ave.– Blight 6.1a Litigation Execution Session Litigant present and after discussion a motion was made by Commissioner Sweeney to uphold the ticket and property status will be revisited at 4/3/18 BOPC meeting. If in compliance, ticket will be waived, if not, ticket will stand from today’s effective date. Motion was seconded by Commissioner Butler and unanimously approved. 7. PENSION BOARD: 7.1 Dave Moran – Absent 8. REPORT OF COMMITTEES – PERSONNEL COMMITTEE: No reports 9. COMMISSIONER REPORTS: No Reports 10. EXECUTIVE SESSION: Commissioner Butler motioned to go into Executive Session, seconded by Commissioner Sweeney, and approved unanimously at 7:48pm Minutes Recorded by: A. Murray
