The regular meeting of the West Haven Board of Police Commissioners was held
on 4/3/18 at the Police Headquarters, 200 Saw Mill Rd., West Haven.
PRESENT/ ABSENT:

After the Pledge of Allegiance, Chairperson, Paul E. Butler, called the meeting to
order at 7:00pm.
1. MINUTES:
A motion was made to accept the amended agenda by Commissioner Wright
motion was seconded by Commissioner Bon Tempo and approved unanimously.
Commissioner Sweeney made a motion to accept the minutes of 3/20/17.
Commissioner Wright seconded the motion and was unanimously approved.
2. PUBLIC INPUT: Public input session was closed at 7:01 pm
3.COMMUNICATION:
3.1 Monthly Injury & Lost Time Report – February 2018
3.1 K-9 Monthly Report – March 2018
4.Chief of Police Report:
• March 19th met with Support Captain RE: Recruitment
• March 20thmet with Support/Operations Captain RE: current issues
• March 21st met with Support Captain update on potential
certified officers
• March 21_spoke with Corporation Counsel
• March 21 met with ERS Director
• March 22 spoke with Detective assigned investigate lost/Stolen
property for City
• March 22nd contacted City Attorney upcoming contract
negotiations
• March 23 received I.A. 2018-01
• March 27th attended Special Meeting BOPC
• March 27th_meeting with Support Captain and Lieutenant
assigned to unit
• March 29th meeting with ERS Director/Fire Chiefs RE: Radio failure
4.1 Report of the Deputy Chief :
a. Working with Finance regarding fixed income
b. Honor Guard to attend funeral for Ofc. Miller
5. OLD BUSINESS:
5.1 Ordinance Hearing –Chrystyna Dawid Murphy – 626 Savin Ave.- Blight
5.1a Litigation Execution Session
Per motion made and approved at 3/20/18 BOPC meeting, property was found to
be very near to compliance,
After review and discussion, Commissioner Sweeney made a motion to table the
decision until the next BOPC meeting 4/17/18. Motion was seconded by
Commissioner Bon Tempo and unanimously approved.
5.2 Ordinance Hearing – Peter Anaclerio –45 Mix Ave. –-Blight
5.1a Litigation Execution Session
Per motion made and approved at 3/20/18 BOPC meeting, property was found to
be very near to compliance,
After review and discussion, Commissioner Sweeney made a motion to table the
decision until the next BOPC meeting 4/17/18. Motion was seconded by
Commissioner Bon Tempo and unanimously approved.
5.3 Ordinance Hearing - Jose Hernandez – 25-27 Myrtle St. –-Blight
5.1a Litigation Execution Session
Per motion made and approved at 3/20/18 BOPC meeting, property was found to
be in compliance and a motion was made by Commissioner Sweeney to waive the
ticket. Motion was seconded by Commissioner Wright and unanimously approved
6. NEW BUSINESS:
6.1 Karli Mae Foundation Motorcycle Ride – Sunday, 7/8/18
Motion made to approve event by Commissioner Wright. Motion seconded by
Commissioner Sweeney and unanimously approved.
6.2 Multiple Sclerosis Walk – 4/29/18
Motion made to approve event by Commissioner Sweeney. Motion seconded by
Commissioner Wright and unanimously approved.
6.3 Ordinance Hearing –Edward Kulenski – 166 Leete St.– Blight
6.1a Litigation Execution Session
Litigant present and after discussion Commissioner Sweeney made a motion to
waive ticket. Motion seconded by Commissioner Wright and unanimously
approved
6.4 Ordinance Hearing –Deutshe Bank National Trust – 163 David St.–
Blight

Litigant present and after discussion Commissioner Sweeney made a motion to
waive ticket. Motion seconded by Commissioner Wright and unanimously
approved

waive ticket. Motion seconded by Commissioner Wright and unanimously

Litigant not present and after discussion Commissioner Sweeney made a motion to
uphold fine. Motion seconded by Commissioner Wright and unanimously
approved

Commissioner Bon Tempo motioned to go into Executive Session, seconded by
Commissioner Wright, and approved unanimously at 7:26pm
