BOARD OF POLICE COMMISSIONER 200 SAW MILL ROAD WEST HAVEN, CT 06516 May 1, 2018 The regular meeting of the West Haven Board of Police Commissioners was held on 5/1/18 at the Police Headquarters, 200 Saw Mill Rd., West Haven. PRESENT/ ABSENT: Raymond Collins III Chairperson Present Paul E. Butler Vice Chairperson Present Keith Sweeney Present Peter BonTempo Secretary Present Deborah B. Wright Pension Board Present John Karajanis Chief of Police Present Joseph Perno Assistant Chief of Police Present Sean Ronan City Liaison Present After the Pledge of Allegiance, Chairperson, Raymond Collins III, called the meeting to order at 7:00pm. 1. MINUTES: A motion was made to accept the agenda by Commissioner Sweeney motion was seconded by Commissioner Butler and approved unanimously. Commissioner Butler made a motion to accept the amended minutes of 4/17/18. Commissioner Sweeney seconded the motion and was unanimously approved. 2. PUBLIC INPUT: Deputy Chief Joseph Perno voiced his support for the officer involved in the hearing to be held during Executive session Sean Faughnan advised a union meeting was held to discuss the request that every officer will need to give up a day. They will be looking at options and alternatives. Detective Brian Reilly read a letter of support for officer to have hearing during Executive session The following people expressed their support of the officer to have hearing during Executive session: Paul Butler III Thomas Marchitto Victor DeSimone Mark D’Amico Public input session was closed at 7:15pm A motion was made by Commissioner Collins to change hearings to discussions. The recommendation was made to go into Executive Session at 7:16 pm. The Commissioners returned to Public Session at 7:45pm and Commissioner Collins rescinded his prior motion. 3.COMMUNICATION: 3.1 Monthly Injury and Lost Time Reports – March 2018 3.2 Letter pf Appreciation—Sgt. Pimer, ACO Melin, Stancarone & Rose Sharon Molster 3.3 Letter pf Appreciation---Chief Karajanis & WHPD—Family of Salwa Kaoud 3.4 Letter pf Appreciation---Chief Karajanis & WHPD—Tom & Marilyn & Family 4.Chief of Police Report: April 18 Attended Department Administrative ATAC meeting April 19 Attended CCOP Police Expo April 20 Met w/ Fire Commissioner for Center District April 23 Meeting with Mayor to discuss the Budget/Staffing/Vehicles and Computer acquisitions April 23 Contacted by CSP RE: requested documents. The Chief contacted the Mayor’s office and requested the help facilitate. April 24 Went in front of City Council to discuss the budget April 25 Email to CSP Sergeant regarding requested materials April 26 Prepared documents for BOPC April 26 Pre-disciplinary hearing held April 26 Discussed review of I.A. investigation with Corporate Counsel April 27 Prepared documents for BOPC May 1 Meeting with Sergeant to discuss summer plans for CRO unit. 4.1 Report of the Deputy Chief Met with ERS Dir Colon regarding the drafting of a RFP for radio system maintenance agreement to be released by City. Attended City Council meeting regarding PD Budget with Chief Karajanis Spoke with and emailed both Finance Dept. and Mayor Rossi regarding budget and current vehicle lease as well as vehicles in FY2019 budget. PD with the proper notification to residents conducted Patrol Rifle qualifications at Helm St. This is a huge savings for the Dept. not having to utilize another range. We have anticipated 2 disability retirements coming. Officer Kim DeMayo gave birth to twins in April; a boy and a girl. 5. OLD BUSINESS: 5.1 Ordinance Hearing – Peter Anaclerio –37 Mix Ave. –-Blight 5.1a Litigation Execution Session After report delivered by City Counsel, the officers monitoring the property advised the property remains non-compliant and ticket will stand effective 4/17/18 6. NEW BUSINESS: 6.1 Heart Walk – Saturday, May 5,2018 A motion was made to accept plans for the event by Commissioner Sweeney. The motion was seconded by Commissioner Butler and unanimously approved. 6.2 Closer to Free Ride (bicycle ride), Saturday 9/8/18 A motion was made to accept plans for the event by Commissioner Sweeney. The motion was seconded by Commissioner Butler and unanimously approved. 7. PENSION BOARD: No report 8. REPORT OF COMMITTEES – PERSONNEL COMMITTEE: Commissioner Sweeney had questions for Chief Karajanis regarding the preparation of the packets prior to the meeting. Commissioner Sweeney questioned Deputy Chief Perno regarding his review of the I.A. report. 9. COMMISSIONER REPORTS: None 10. EXECUTIVE SESSION: 10.1 Personnel Matter 10.1a Ofc Gonce hearing 10.1b Ofc Riehl hearing Commissioner Butler motioned to go into Executive Session, seconded by Commissioner Wright, and approved unanimously at 7:46pm Minutes Recorded by: A.
