BOARD OF POLICE COMMISSIONER 200 SAW MILL ROAD WEST HAVEN, CT 06516 May 15, 2018 The regular meeting of the West Haven Board of Police Commissioners was held on 5/15/18 at the Police Headquarters, 200 Saw Mill Rd., West Haven. Wright Pension Board Present John Karajanis Chief of Police Present Joseph Perno Assistant Chief of Police Absent Sean Ronan City Liaison Absent After the Pledge of Allegiance, Chairperson, Raymond Collins III, called the meeting to order at 7:00pm. 1. MINUTES: A motion was made to accept the amended agenda by Commissioner Sweeney motion was seconded by Commissioner Bon Tempo and approved unanimously. Commissioner Wright made a motion to accept the amended minutes of 5/1/18. Commissioner Bon Tempo seconded the motion and was unanimously approved.  2. PUBLIC INPUT: A. The Chief received responses to their inquiry. 4.1 Report of the Deputy Chief No Report, Deputy Chief absent 5. OLD BUSINESS: 5.1 Ordinance Hearing – Lawrence Langello – 80 Jones Hill Rd. –-Blight 5.1a Litigation Execution Session After discussion property found to be in compliance. Commissioner Sweeney motioned to waive the fine . The motion was seconded by Commissioner Wright and unanimously approved. 5.2 Ordinance Hearing – Tonya McClain – 53 Washington Manor –-Blight  5.1a Litigation Execution Session After discussion property found to be in compliance. Commissioner Sweeney motioned to waive the fine. The motion was seconded by Commissioner Bon Tempo and unanimously approved. 5.3 Ordinance Hearing – Francis Rogers – 8Maple Ave.. –-Blight 5.1a Litigation Execution Session After discussion property found to be in compliance. Commissioner Sweeney motioned to waive the fine. The motion was seconded by Commissioner Wright and unanimously approved. 6. NEW BUSINESS: 6.1 Resignation of ACO Shannon Rose After discussion, a motion was made by Commissioner Wright to accept the resignation. The motion was seconded by Commissioner Sweeney and unanimously approved. 6.2 Motorcycle Blessing – Sunday 5/27/18 After discussion, a motion was made by Commissioner Sweeney to accept the resignation. The motion was seconded by Commissioner Bon Tempo and unanimously approved. 6.3 Memorial Day Parade – Monday 5/28/18 After discussion, a motion was made by Commissioner Sweeney to accept the resignation. The motion was seconded by Commissioner Bon Tempo and unanimously approved. 6.4 Ordinance Hearing – Frank & Jared Mastej – 36 Center St. – Blight 6.4a Litigation Execution Session After discussion, property was found to be non- compliant. After discussion, Commissioner Sweeney motioned to pend a decision to June 5 th. If property found to be in compliance ticket can be waived. If not in compliance by June 5 th the ticket will stand with fines dating back to May 15th. Motion seconded by Commissioner Wright and unanimously approved.  6.5 Ordinance Hearing – U.S. Bank National Assoc. – 17 Great Circle Rd.. – Blight 6.4a Litigation Execution Session Doug Ledowiz present as Bank representative. After brief discussion Commissioner Sweeney found property to be in compliance and motioned to waive the fine. Motion seconded by Commissioner Bon Tempo and was unanimously approved 6.6 Ordinance Hearing – Tower D.B.W. – 67 Anderson Ave.. – Blight 6.4a Litigation Execution Session Commissioner Sweeney found property to remain non-compliant and was advised the property is currently bank owned. Commissioner Sweeney motioned for fine to stand. Motion was seconded by Commissioner Bon Tempo and unanimously approved. 67 Ordinance Hearing – Daid Stainbeck – 90 Everett St.. – Blight 6.4a Litigation Execution Session After discussion, property was found to be non- compliant. After discussion, Commissioner Sweeney motioned to pend a decision to June 5 th. If property found to be in compliance ticket can be waived. If not in compliance by June 5 th the ticket will stand with fines dating back to May 15th. Motion seconded by Commissioner Bon Tempo and unanimously approved. 7. PENSION BOARD: Commissioner Wright reported advised Dave Moran will present information the 2nd meeting in June. He did provide Commissioner Wright with a Flash report which shows all is well. 8. REPORT OF COMMITTEES – PERSONNEL COMMITTEE: Commissioner Sweeney questioned Chief Karajanis about current status of open I.A. investigation. Chief Karajanis advised there is 1 open I.A. investigation and is currently working on finishing up with interviews. 9. COMMISSIONER REPORTS: None 10.
