CALL TO ORDER Chairman Curry called the meeting to order at 6:00 p.m. 2. PLEDGE OF ALLEGIANCE AND ROLL CALL Chairman Curry led in the Pledge of Allegiance. Members present: Amy Murphy Donahue Benet, Sandy Carbon, Linda Smura, Linda Palardy, Gail Jackson, Kimberly McGibany, Chairman Curry advised Diliana Polanco will not be at the meeting. Also present: Assistant City Manager Tom Bradford, Parks & Recreation Director Richard Boprey, and Special Projects Coordinator Sandi Wood. 3. INTRODUCTION OF GUESTS Chairman Curry acknowledged Bill Johnson. 4. APPROVAL OF MINUTES FROM MAY 11, 2022 Chairman Curry asked if there were any questions or comments about the May 11, 2022 minutes, there were none. Member Carbon made a motion to accept the May 11, 2022 minutes, seconded by Member Smura. Motion carried 7-0 5. NEW BUSINESS Chairman Curry informed new members the purpose of the Parks and Recreation Board is a central point of communication for the parks and recreation interests of the City and as an advisory board to the City Council. They also review proposed park acquisitions and improvements and to make recommendations to the Recreation Director and City Manager and where appropriate, the City Council. Furthermore, the board serves in an advisory capacity to the Planning Department for the location, construction, maintenance and funding of parks and recreation facilities. The City Council has final say over recommendations this board presents to the City Council. A. Selection of Board Co-Chair Linda Palardy was nominated and accepted the position as Parks and Recreation Board Co-Chair. 5-1  B. Consider Implementation of FL HB 105 The Parks and Recreation Advisory Board reviewed FLHB 105 for possible implementation within the City’s parks. Chairman Curry led the discussion by noting that Florida House Bill HB 105 authorizes cities and counties to restrict smoking within the boundaries of any public beach or park they own. The bill specifies that municipalities can restrict smoking within the boundaries of a beach or park that is owned by the county but located within the city, as long as it does not conflict with any county ordinance. West Melbourne Resolution No 2010-15 (18 May 2010) states that the City “Specifically discourages the use of any tobacco products”, in or at any of the parks and/or recreational facilities. Director Boprey reported that the parks currently have no smoking signs that states the City prohibits smoking in the parks. Chairman Curry pointed out that since the no smoking in City Parks is by Resolution and not Ordinance it appears to not be enforceable and it has no penalties associated with it. The City of Indian Harbour Beach recently passed Ordinance No. 2022-06 prohibiting smoking in municipal parks and municipally control beach and beach parks, then they passed Ordinance No. 2022-07 establishing fines for violations. After discussion by the Board members this item was tabled for further observation and reviewed at the Advisory Board’s January 2023 meeting. C. Facility Rental Fees Review The Parks and Recreation Advisory Board reviewed Resolution No 2011-06 and Resolution No. 2011- 31 to consider the current fees for use of the City’s rental facilities. Chairman Curry led off the discussion by noting Resolution No. 2011-31 totally amended Resolution No. 2011-06 and that the fees set by Resolution no. 2011-31 have not been reviewed since the Resolution was adopted on the 18th of October 2011. After discussion by the Board members, a motion was made by and seconded by requesting that the West Melbourne Parks and Recreation Department conduct a study and comparison of the West Melbourne Facility Fee structure to the Recreation Fee Structure of other Brevard County municipalities. A motion was made by Member Benet that the Recreation Department bring back information from other local rental facilities and present the findings and recommendations at the Advisory Board’s January 2023 meeting. Seconded by Member Palardy. Motion carried 7-0 7. PARKS AND RECREATION UPDATES A. Receive update on Parks Master Plan Status Assistant City Manager Bradford advised that the City Council has approved $125,000 in this budget year to solicit bids (RFQ) to provide input into the Master Plan for the city’s parks. The Community Park will not be part of this request as it has already been Master Planned. The City will schedule community and staff meetings to identify amenities that the community and staff would like to see in the parks. The staff will review the amenities and determine feasibility for each and make recommendations for the inclusion in the Master Plan. B. Receive update on Westbrooke Bathroom Refurbishment MGM is in the process of refurbishing of the Westbrooke bathrooms. The bathroom facilities are in the process of being upgraded to all stainless-steel equipment. There will also be cameras installed to monitor the facility. 5-2  C. Receive update on splash pad The capital project for shade/canopy cover and new flooring was completed by Bliss Products and Services, Inc. The Vortex master controller and technical components damaged from a direct lightning strike have been replaced. The Department of Health conducted a thorough inspection and approved the re-opening of the facility. D. Receive update on Clements Wood Playground The total cost of removal and disposal of old playground equipment and installation of new playground equipment (GameTime-Lake Tansi Prime Time Package) at Clements Wood Park was $77,331.24. The amount allocated in the 2021-2022 budget for this playground equipment was $80,000. The project was completed on September 30, 2022. iMulch installed 200 cubic yards of playground friendly mulch. E. Receive update on New Classes/Upcoming Events Director Boprey provided an update on the past weekend events to include a Trunk or Treat event, a Seiser Sensory special needs trick or treat event and a no candy event and the Parker Foundation 5k race. There were over 700 people that attended these events. Sandra Wood provided flyers for the concert series, the class/course trifold and a spreadsheet of upcoming events in the park. 6. PUBLIC COMMENTS There were no public comments. Member Smura commented on the requirement to serve on a City Board before you can run for City Council was not good for the Parks and Recreation Board as 2 members only served for a couple of months before they were voted onto the Council. They want to get clarification on the requirement and want people assigned to this board to serve at least a year and would hope the new members will stay on the Board for their 2 year term. 7. ADJOURNMENT There being no further business, Member Carbon made a motion to adjourn the meeting. Seconded by Chairman Curry. Motion carried 7-0. FISCAL IMPACT None 6A - 1 January 11, 2023 DISCUSSION As of the last Parks & Recreation Board Meeting held on November 16, 2022, the board recommended tabling this item to be further reviewed at the Advisory Boards January 2023 meeting. Director Boprey and staff have not had issues with the policy in its current format. It is the Staff’s opinion that the current no smoking signs installed at all the parks are sufficient. FISCAL IMPACT None 6B - 1 January 11, 2023 DISCUSSION During the November 16, 2022 meeting of the Parks and Recreation Advisory Board, the Board approved a motion for the Recreation Department to bring back information from other local rental facilities and present the findings and recommendations at the Advisory Board’s January 2023 meeting. The department staff conducted a survey and attached a summary of the findings. The department staff requires more time to analyze the findings and in some cases make further inquiries. Therefore, we recommend tabling this item to the next meeting of the Board at which time we would be in a better position to make an informed recommendation. FISCAL IMPACT None 7A - 1 January 11, 2023 DISCUSSION Home Depot approached Director Boprey about the project. Home Depot, at no cost to the City, will install bleachers with cover at the end of the tennis courts and some benches inside for players to use. The old bleachers and covering have been removed. We are currently waiting for engineering drawings and the Building Permit for the new bleachers, benches and shade covering. Also an enclosure, concrete pad and a move to a different location for the dumpsters is being discussed. The Florida Recreation and Park Association are offering the course on behalf of the National Recreation and Park Association. The CPSI course and exam are February 15-17, 2023.
