COUNCIL OF THE BOROUGH OF WEST MIFFLIN met in regular session in the
Municipal Building Council Chambers on at 6:30 p.m. prevailing time with President Steve
Marone presiding.
ROLL CALL: Moses Present Kushner Present
Santoro Present Inglis Present

Seven members present. Mayor Kelly present.
CITIZEN COMMENTS ON AGENDA ITEMS:

APPROVAL OF MINUTES:
Motion by Stephenson, seconded by Kostelnik that the minutes of the March Council Meeting
be approved. Roll Call Seven ayes, no nays. Motion carried.
AGENDA ITEMS:
A. RESOLUTION OF THE COUNCIL OF THE BOROUGH OF WEST MIFFLIN,
ALLEGHENY COUNTY, PENNSYLVANIA, RATIFYING AND EXTENDING THE
DECLARATION OF DISASTER EMERGENCY REGARDING THE WORLDWIDE
OUTBREAK OF COVID-19, WHICH CREATES A SERIOUS THREAT TO THE
HEALTH, SAFETY AND WELFARE OF THE RESIDENTS OF THE BOROUGH.
Motion by Kostelnik, seconded by Kushner Roll Call: Seven ayes, no nays. Motion
carried.
B. RESOLUTION OF THE COUNCIL OF THE BOROUGH OF WEST MIFFLIN,
ALLEGHENY COUNTY, PENNSYLVANIA, AMENDING ORDINANCE 1219,
ALLOWING FOR THE CHANGE OF REAL ESTATE COLLECTION DISCOUNT
PERIOD TO BE EXTENDED FROM APRIL 30, 2020 TO MAY 31, 2020.
Motion by Kostelnik, seconded by Santoro Roll Call: Seven ayes, no nays. Motion
carried.
C. Motion by Inglis, seconded by Kostelnik to approve the Borough of West Mifflin
Families First Coronavirus Response Act Policy. Roll Call: Seven ayes, no nays Motion
carried.
D. Motion by Kostelnik, seconded by Kushner to approve the Borough of West Mifflin
exercising to extend its contract with Cargill, Inc., for an additional one (1) year term
commencing July 1, 2020 for the purchase of rock salt. Roll Call: Seven ayes, no nays.
Motion carried.
REPORT OF THE MAYOR:
Mayor Kelly was very proud of residents, and how they have helped each other.
REPORT OF THE SOLICITOR:
Solicitor DiLucente had researched, prepared, and spoke with Brian frequently regarding the
Coronavirus. He thanked everyone for making the process go as smooth as it did.

REPORT OF THE ENGINEER:
REPORT OF THE BOROUGH MANAGER:
Mr. Kamauf reported on a new phone notification system the Borough will be implementing,
hoping for it to be up and running in the next week. Mr. Kamauf commented the Borough is still
operating on a daily basis and is available to all residents.
PAYMENT OF BILLS:
Motion by Kushner, seconded by Inglis that all bills properly approved by the Finance
Committee be paid. Roll Call: Seven ayes, no nays. Motion carried.
CITIZENS COMMENTS:

ADJOURNMENT:
Motion by Stephenson, seconded by Santoro that the Meeting be adjourned. Meeting adjourned
at 6:50 pm prevailing time.
