MAY 19, 2020 8138 COUNCIL OF THE BOROUGH OF WEST MIFFLIN met in regular session in the Municipal Building Council Chambers on May 19, 2020 at 6:30 p.m. prevailing time with Vice President Scott Stephenson presiding. ROLL CALL: Moses Present Kushner Present Santoro Present Inglis Present Kostelnik Present Stephenson Present Marone Absent Six members present. Mayor Kelly present. (Joyce Kushner was present, but vote was not included due to technical difficulties) PUBLIC HEARING Application from Buttermilk Hollow Enterprises LLC for inter municipal Liquor License transfer to Shop N Save. Barbara and Ron Algeri intend to use the liquor license so the residents of West Mifflin can stay safe and eliminate going to a second store to purchase wine and beer. Solicitor Evashavik questioned if their intensions were to sell beer and wine? Mrs. Algeri replied yes Mr. Evashavik questioned if the consumption of alcohol will be permitted on the premises? Mrs. Algeri replied no. She commented they are also going through the RAMP training, and will be certified. Mr. Evashavik asked if any Council members have any comments. No Council comments. Mr. Evashavik asked if there are any citizen comments. Mr. Kamauf replied no citizen comments. Mr. Evashavik closed the public hearing. Motion by Kostelnik, seconded by Inglis to transfer Liquor License number R-1208 into the Borough of West Mifflin. Roll Call: Five ayes, no nays. Motion carried MAY 19, 2020 8139 CITIZEN COMMENTS ON AGENDA ITEMS: No citizen comments APPROVAL OF MINUTES: Motion by Kostelnik, seconded by Inglis that the minutes of the April 21, 2020 Council Meeting be approved. Roll Call Five ayes, no nays. Motion carried. AGENDA ITEMS: A. Motion by Kostelnik, seconded by Inglis to Ratify Borough Resolution 1344: A RESOLUTION OF THE COUNCIL OF THE BOROUGH OF WEST MIFFLIN, ALLEGHENY COUNTY, PENNSYLVANIA, RATIFYING AND EXTENDING THE DECLARATION OF DISASTER EMERGENCY REGARDING THE WORLDWIDE OUTBREAK OF COVID-19, WHICH CREATES A SERIOUS THREAT TO THE HEALTH, SAFETY AND WELFARE OF THE RESIDENTS OF THE BOROUGH. Roll Call: Five ayes, no nays. Motion carried. B. Motion by Kostelnik, seconded by Inglis AN ORDINANCE OF THE BOROUGH OF WEST MIFFLIN RELATIVE TO THE ESTABLISHMENT AND MAINTENANCE OF BOROUGH NON-UNIFORMED PENSION, ANNUITY, INSURANCE AND BENEFIT FUND OR FUNDS; AMENDING CERTAIN PROVISIONS OF THE PENSION PLAN OR PROGRAM APPLICABLE TO NON-UNIFORMED EMPLOYEES INCLUDING ADMINISTRATIVE PERSONNEL BY OFFERING EARLY RETIREMENT UNDER CERTAIN CIRCUMSTANCES FOR A LIMITED PERIOD OF TIME; RESTATING IN ITS ENTIRETY THE EXISTING NON-UNIFORMED PENSION PLAN AS ORDAINED IN ORDINANCE NOS 516, 1077 AND 1191. Mr. Evashavik questioned if any citizens had comments regarding this ordinance. Mr. Kamauf replied no citizen comments. Mr. Evashavik questioned if the Union had consented to this ordinance. Mr. Kamauf replied yes, and there was a signed consent page attached. MAY 19, 2020 8140 Mr. Evashavik commented this is essentially an early retirement program, as long as working time has been completed. Roll Call: Five ayes, no nays. Motion carried. C. Motion by Kostelnik, seconded by Inglis to approve the Borough of West Mifflin participating in the 2020 SHACOG Joint Police Testing. Roll Call: Five ayes, no nays Motion carried. D. Motion by Kostelnik, seconded by Inglis to approve Four Year Lease/Purchase with First Nation Bank in the amount of One Hundred Eleven Thousand Six Hundred Twenty-Five Dollars ($111,625.00), at a rate of 3.99% for the purchase of New Caterpillar 420F2 IT Backhoe for the West Mifflin Public Works. Roll Call: Five ayes, no nays. Motion carried. E. Motion by Kostelnik, seconded by Inglis to approve the promotion of Sergeant Scott Priestley to Lieutenant on the West Mifflin Police Department. Roll Call: Five ayes, no nays. Motion carried. F. Motion by Kostelnik, seconded by Inglis to approve the promotion of Officer Brett Basic to Sergeant on the West Mifflin Police Department. Roll Call: Five ayes, no nays. Motion carried. G. Motion by Kostelnik, seconded by Inglis to approve the promotion of Officer Richard Marone to Sergeant on the West Mifflin Police Department. EMS…………………………………………………………………………Chief Todd Plunkett Chief Plunkett submitted the EMS Report for the month of April 2020. REPORT OF THE MAYOR: Mayor Kelly thanked all of the staff for doing an outstanding job during the covid-19. Mayor Kelly requested an update on how many people signed up for the text alert system the Borough now has in place. Mr. Kamauf replied there are around 2000 people currently signed up. Mayor Kelly requested for the program to be advertised again. REPORT OF THE SOLICITOR: Solicitor Evashavik reported due to the corona virus things have been moving slowly, but they are still moving forward with upcoming projects. REPORT OF THE ENGINEER: Ms. Bennett commented on the Livingston Rd project, the survey crew will be out, and a bid will be sent out. Ms. Bennett reported the Curry Hollow Rd project will be the cheaper fix, and some utilities may need to be moved. REPORT OF THE BOROUGH MANAGER: Mr. Kamauf read the Finance Report for the month of April 2020. PAYMENT OF BILLS: Motion by Kostelnik, seconded by Inglis that all bills properly approved by the Finance Committee be paid. Roll Call: Five ayes, no nays. Motion carried.
