COUNCIL OF THE BOROUGH OF WEST MIFFLIN met in regular session in the
Municipal Building Council Chambers on at 6:30 p.m. prevailing time with Vice President Scott
Stephenson presiding.
ROLL CALL: Moses Present Kushner Present
Santoro Present Inglis Absent

Seven members present. Mayor Kelly present.
CITIZEN COMMENTS ON AGENDA ITEMS:

APPROVAL OF MINUTES:
Motion by Kostelnik, seconded by Moses that the minutes of the May 19, 2020 Council Meeting
be approved. Roll Call Six ayes, no nays. Motion carried.
AGENDA ITEMS:
A. Motion by Kostelnik, seconded by Moses to approve and accept a Temporary Easement
Offer from the Pennsylvania Turnpike Commission in the amount of $1,600.00 for
property Lot & Block 239-B-260, located on Commonwealth Avenue. Roll Call: Six
ayes, no nays. Motion carried.
B. Motion by Kostelnik, seconded by Moses to approve lease agreement between the
Borough of West Mifflin and West Mifflin Youth Softball Association, for lease of
Softball Complex located at Helena Street. Roll Call: Six ayes, no nays. Motion carried.
C. Motion by Kostelnik, seconded by Moses to approve lease agreement between the
Borough of West Mifflin and West Mifflin Youth Softball Association, for lease of West
Mifflin Baseball League Complex located at St. Agnes Lane. Roll Call: Six ayes, no nays
Motion carried.
D. Motion by Kostelnik, seconded by Moses to authorize the Borough Manager to hire three
(3) Park Watch Persons for the Community Park, pay rate will be Eleven Dollars ($11.00)
per hour. Roll Call: Six ayes, no nays. Motion carried.
E. Motion by Kostelnik, seconded by Moses to approve advertisement of Revised Animal
Ordinance. Roll Call: Six ayes, no nays. Motion carried.
DEPARTMENTAL REPORTS:

Mayor Kelly requested a copy of the monthly report.

REPORT OF THE MAYOR:
Mayor Kelly requested an update for the grant application for the amphitheater at the West
Mifflin Community Park.
Mr. Kamauf replied the preliminary steps were done, and they are working on finalizing the
design. The application is not due until the end of May, but it will be completed by then.
Mayor Kelly requested updates as it progresses.
Mayor Kelly asked Solicitor DiLucente to summarize the bankruptcy with Century III Mall.
REPORT OF THE SOLICITOR:
Solicitor DiLucente reported Mayor Kelly had requested to contact Moonbeam. Due to the
Borough being a party on the Bankruptcy proceeding.
Solicitor DiLucente commented he spoke with the Bankruptcy attorneys, they will report back to
him tomorrow to confirm if the Mayor could contact them. Solicitor DiLucente commented
reaching out to the court is not allowed, but it is acceptable to reach out to the party.
REPORT OF THE ENGINEER:
Ms. Veronica Bennett was having technical difficulties.
REPORT OF THE BOROUGH MANAGER:
Mr. Kamauf read the Finance Report for the month of May 2020.
Mr. Kamauf commented new signage, and guidelines have been completed for the parks to open
safely.
PAYMENT OF BILLS:
Motion by Kostelnik, seconded by Moses that all bills properly approved by the Finance
Committee be paid. Roll Call: Six ayes, no nays. Motion carried.
NEW BUSINESS:
No new business.
