AUGUST 18, 2020 8152 COUNCIL OF THE BOROUGH OF WEST MIFFLIN met in regular session in the Municipal Building Council Chambers on August 18, 2020 at 6:30 p.m. prevailing time with President Steve Marone presiding. ROLL CALL: Moses Present Kushner Present Santoro Present Inglis Present Kostelnik Present Stephenson Present Marone Present Seven members present. Mayor Kelly present. CITIZEN COMMENTS ON AGENDA ITEMS: No citizen comments. APPROVAL OF MINUTES: Motion by Kostelnik, seconded by Moses that the minutes of the Council Meeting be approved. Roll Call Seven ayes, no nays. Motion carried. AGENDA ITEMS: A. Motion by Kostelnik, seconded by Inglis to approve the site plan for Charter Oaks Mobile Home Park, located at 100 Pleasant Hills Boulevard. Roll Call: Seven ayes, no nays. Motion carried. B. Motion by Kostelnik, seconded by Moses to approve the creation of part-time Auto Body bid position in the Public Works Department, at a wage of $26.05 per hour. Roll Call: Seven ayes, no nays. Recreation………………………………………………………………….……..Stephon Keron Mr. Marone stated there is not a Recreation Report, due to no recreation activities going on due to Covid. EMS…………………………………………………………………………Chief Todd Plunkett Chief Plunkett read the EMS Report for the month of July 2020. AUGUST 18, 2020 8153 REPORT OF THE MAYOR: Mayor Kelly thanked Matthew Lutz the Eagle Scout that made a little library and benches for the West Mifflin Dog Park. Mayor Kelly questioned Council considering a monetary donation to the Salvation Army. REPORT OF THE SOLICITOR: Solicitor DiLucente reported the Sheetz location is conditionally approved, but won’t be fully approved until they own the land. REPORT OF THE ENGINEER: Ms. Bennett reported The Borough was rewarded a grant for Pa small water and sewer for the Duquesne Avenue culvert project. Ms. Bennett reported the Livingston grant design is being finalized, then will be submitted to the County for approval. Ms. Bennett reported the Curry Hollow grant is almost finished. She is working with a Geotech to iron out utility relocation, and access. REPORT OF THE BOROUGH MANAGER: Mr. Kamauf read the Finance Report for the month of July 2020. Mr. Kamauf replied the Allegheny County vacant property recovery program is now open to apply. PAYMENT OF BILLS: Motion by Inglis, seconded by Kostelnik that all bills properly approved by the Finance Committee be paid. Roll Call: Seven ayes, no nays. Motion carried. NEW BUSINESS: Motion by Inglis, seconded by Moses to authorize the Borough Manager to sign electric and natural gas procurement contracts on behalf of The Borough of West Mifflin at a fixed rate for 36 months. Roll Call: Seven ayes, no nays. Motion carried. Motion by Inglis, seconded by Moses to approve a donation from The Borough of West Mifflin in the amount of $500.00 to the Homestead Salvation Army. Roll Call: Seven ayes, no nays. Motion carried. CITIZENS COMMENTS: No citizen comments. ADJOURNMENT: Motion by Kostelnik, seconded by Inglis that the Meeting be adjourned. Meeting adjourned at 6:56 pm prevailing time.
