COUNCIL OF THE BOROUGH OF WEST MIFFLIN met in regular session in the
Municipal Building Council Chambers on February 16, 2021 at 6:30 p.m. prevailing time with
President Steve Marone presiding.
ROLL CALL: Moses Present Kushner Present

Seven members present. Mayor Kelly present.
CITIZEN COMMENTS ON AGENDA ITEMS:

APPROVAL OF MINUTES:
Motion by Stephenson, seconded by Santoro that the minutes of the January 19, 2021 Council
Meeting be approved. Roll Call Seven ayes, no nays. Motion carried.
AGENDA ITEMS:
A. Motion by Kostelnik, seconded by Stephenson to approve the purchase of 2021 Mack
Garbage Truck with 31 yard Excel S packer, at a total cost of Two Hundred Fifteen
Thousand Dollars ($215,789.00), under CO-STARTS Contract # 025-033. Roll Call:
Seven ayes, no nays. Motion carried.
B. Motion by Stephenson, seconded by Kostelnik to approve the lease agreement between
The Borough of West Mifflin and PA Renegades Softball for use of Kenny Field. Roll
Call: Seven ayes, no nays. Motion carried.
C. Motion by Stephenson, seconded by Kostelnik to approve advertising sale of Borough
Property, pending completion of title searches conducted by the Borough Solicitor. Roll
Call: Seven ayes, no nays Motion carried.
Mayor Kelly asked if there is a list of the properties.
Mr. Kamauf replied there are only 2 new properties the other were already supplied to
Council. Before advertised the list will be given to Council.

Mayor Kelly asked if the resignation spot would be filled.
Mr. Hess commented he is not aware of a resignation.
Mayor Kelly asked if the position would be advertised for.
Mr. Marone commented that will be addressed when the time comes.
Ms. Santoro thanked Mr. Hess for taking care of a dumpster situation by Homeville being taken
care of.
Mr. Marone asked Mr. Hess to tell Public Works to please stand the garbage cans up after
emptying them. With the extreme cold temperatures the cans are getting cracked and broken.
Mr. Marone also thanked Mr. Hess and the Public Works department for doing a great job taking
care of the roads.

Chief Plunkett read the EMS Report for the Month of January 2021.
REPORT OF THE MAYOR:
Mayor Kelly reported he reached out to the Health Department to try and set up a vaccination
center set up. Unfortunately we were denied. Last Friday a site in Castle Shannon Volunteer Fire
Department was opened. Mayor Kelly commented the roll out has been disastrous. Mayor Kelly
sent an email a few weeks ago regarding additional funding for the Borough. Mayor Kelly saw
news release of amounts the City, and County have received. Mayor Kelly reported other
communities didn’t do any extra steps to receive this funding. Mayor Kelly asked for assistance
from Council to stand up and ask for additional funding.
Mr. Marone replied he’s not sure why we get left out, including road fixes.
Mayor Kelly reminded Council about fixing the disparity between wages of employee.
REPORT OF THE SOLICITOR:
Solicitor DiLucente commented most items were reserved for executive session. Solicitor
DiLucente reported on the Willock Road landslide. After several discussions, Pennsylvania
American Water Company has caused the landslide, and the continuing slide. Solicitor
DiLucente reported they are waiting for Pennsylvania American Water Company’s response.
REPORT OF THE ENGINEER:
Mrs. Mowry reported the Livingston Road project can be advertised. Mrs. Mowry will work with
Solicitor DiLucente to get an agreement for a right of way.
Mrs. Mowry reported the Curry Hollow landslide repair is lacking access. The road will be
closed for a significant amount of time. Other access routes are being explored.
Mrs. Mowry reported the Duquesne Avenue culvert replacement is at the permitting process
right now, then can be started.
Mrs. Mowry reported she has a draft report for Council of the park study for the DCNR grant.
Mrs. Mowry explained the layout of the report. Mrs. Mowry asked for Council to review and
comment on the draft.
REPORT OF THE BOROUGH MANAGER:
Mr. Kamauf read the Finance Report for the month of January 2021. Mr. Kamauf apologized for
Internet and Phone issues the past couple days.

PAYMENT OF BILLS:
Motion by Inglis, seconded by Moses that all bills properly approved by the Finance Committee
be paid. Roll Call: Seven ayes, no nays. Motion carried.
NEW BUSINESS:
Motion by Inglis, seconded by Kostelnik for the re-approval of a 2 lot consolidation plan on 5th
Avenue belonging to Russell & Kelly Kolesar located at 225 5th Avenue. The original approval
in September has expired before it could be recorded. Roll Call: Seven ayes, no nays. Motion
carried.

ADJOURNMENT:
Motion by Kostelnik, seconded by Santoro that the Meeting be adjourned. Meeting adjourned at
7:41 pm prevailing time.
