MARCH 16, 2021 8179 COUNCIL OF THE BOROUGH OF WEST MIFFLIN met in regular session in the Municipal Building Council Chambers on March 16, 2021 at 6:30 p.m. prevailing time with President Steve Marone presiding. CITIZEN COMMENTS ON AGENDA ITEMS: No citizen comments. APPROVAL OF MINUTES: Motion by Kostelnik, seconded by Moses that the minutes of the February 16, 2021 Council Meeting be approved. Roll Call Six ayes, no nays. Motion carried. AGENDA ITEMS: A. A RESOLUTION OF THE BOROUGH OF WEST MIFFLIN, ALLEGHENY COUNTY, PENNSYLVANIA, AUTHORIZING THE PROPER DISPOSAL OF CERTAIN RECORDS IN COMPLIANCE WITH THE REQUIREMENTS OF THE RETENTION AND DISPOSITION SCHEDULE FOR RECORDS OF PENNSYLVANIA MUNICIPAL GOVERMENTS. Motion by Kostelnik, seconded by Inglis Roll Call: Seven ayes, no nays. Motion carried. B. Motion by Kostelnik, seconded by Inglis to approve cost and installation of 16 new Sloan ADA compliant touchless, restroom faucets, 17 toilets and 6 urinals Sloan touchless flushometers, at a cost of $11,392.94, installation to be done by Metz Plumbing & Sewer Lining. Roll Call: Seven ayes, no nays. Motion carried. C. Motion by Kostelnik, seconded by Inglis to approve 5 year service and maintenance agreement with Cummins for Backup Generators located at the West Mifflin Borough Building and Back up Police Antenna at a total cost of $9,372.20. Motion by Kostelnik, seconded by Moses to approve purchase of upgraded user interface and server for HVAC systems at the West Mifflin Borough Building, through Building Control Systems Inc. at a cost of $5,394.00. Roll Call: Seven ayes, no nays. Motion carried. E. Motion by Kostelnik, seconded by Kushner to approve lease agreement between the Borough of West Mifflin and West Mifflin Youth Softball, for use of the West Mifflin Softball Complex located at Helena Street. Roll Call: Seven ayes, no nays. Motion carried. F. Motion by Inglis, seconded by Santoro to approve lease agreement between the Borough of West Mifflin and West Mifflin Baseball League, for use of the West Mifflin Baseball League Complex. Roll Call: Seven ayes, no nays. Motion carried. G. Motion by Kostelnik, seconded by Moses to approve the termination of Borough Employee #651. Roll Call: Seven ayes, no nays. Anthony Mr. Anthony read the Community Development Report for the Month of February 2021. Ms. Kushner reported she got complaints regarding the hillside by Big Lots. Mr. Marone commented usually in the spring we contact them and they take care of cleaning the hillside. Mayor Kelly commented he called them 2 days ago and today a work crew was there cleaning. Mr. Inglis commented the High School Key Club will be looking for cleaning projects. Police………………………………………………………………...…Chief Anthony Topolnak Chief Anthony Topolnak read the Police Report for the Month of February 2021. Chief Topolnak commented if any residents are a victim of Identity Theft, please report it to the Police station. Public Works…………………………………………………………………………James Hess Mr. Hess read the Public Works Report for the Month of February 2021. Mayor Kelly asked if hot asphalt is available and open. Mr. Hess commented yes they are open. EMS…………………………………………………………………………Chief Todd Plunkett Chief Plunkett read the EMS Report for the month of February 2021. REPORT OF THE MAYOR: Mayor Kelly reported he has been in contact with the owners of the mall Moonbeam. They said the delay of fixing the road was that the asphalt plant was not open. Mayor Kelly will report back to them that asphalt is available. Mayor Kelly reported Oasis has been distributing food boxes weekly. Mayor Kelly and his wife have also been helping to distribute the food. Mayor Kelly reported he has been in contact regarding having a vaccination sight. Mayor Kelly strongly urges Council to consider it. REPORT OF THE SOLICITOR: Due to a death in the family Nicole Nino will be filling in. Ms. Nino reported discussion was reserved for the work session, and she had nothing further to add.  MARCH 16, 2021 8181 REPORT OF THE ENGINEER: Mrs. Mowry reported drilling for core samples for the Willock Road landslide will start tomorrow. Then the CEC can proceed with repair design. Mrs. Mowry reported she has not received any comments on the Park & Recreation draft plan. She will submit the plan for the DCNR grant. Mrs. Mowry reported on the Duquesne Culvert replacement project. The survey work was completed and will be submitted. The design can then be finalized. Mrs. Mowry reported the Curry Hollow landslide still needs addressed for how to have access. REPORT OF THE BOROUGH MANAGER: Mr. Kamauf will have the report at the next meeting due to auditors being present for the last week. Mr. Kamauf reported he has had several meetings with the Turnpike and work should be started this summer. Mr. Kamauf reported a grant opportunity that came out recently for blight properties. Mr. Kamauf asked Council to pass a resolution. PAYMENT OF BILLS: Motion by Inglis, seconded by Kostelnik that all bills properly approved by the Finance Committee be paid. Roll Call: Seven ayes, no nays. Motion carried. NEW BUSINESS: Motion by Stephenson, seconded by Kostelnik for a bid advertisement of the Livingston storm water improvement project. Roll Call: Seven ayes, no nays. Motion carried. Motion by Stephenson, seconded by Moses for a resolution of the Borough of West Mifflin requesting Act 152 funds from the Allegheny County Economical Development in the amount of $50,000.00 (Fifty Thousand Dollars) Roll Call: Seven ayes, no nays.
