JULY 19, 2022 8267 COUNCIL OF THE BOROUGH OF WEST MIFFLIN met in regular session in the Municipal Building Council Chambers on at 6:59 p.m. prevailing time with President Scott Stephenson presiding. ROLL CALL: Topolnak Present Davis Present Santoro Present Inglis Present Kostelnik Present Moses Present Stephenson Present Seven members present. Mayor Kelly absent. CITIZEN COMMENTS ON AGENDA ITEMS: No citizen comments. APPROVAL OF MINUTES: Motion by Moses, seconded by Santoro that the minutes of the June 21, 2022 Council Meeting be approved. Roll Call Seven ayes, no nays. Motion carried. AGENDA ITEMS: Solicitor DiLucente stated 7A needs some work on terminology for accuracy, it will be tabled for tonight. A. ORDINANCE OF THE BOROUGH OF WEST MIFFLIN, ALLEGHENY COUNTY, PENNSYLVANIA, PROVIDING FOR THE REPEAL AND REPLACEMENT OF THE WEST MIFFLIN BOROUGH ZONING ORDINANCE, CHAPTER 290 OF THE WEST MIFFLIN BOROUGH CODE. Motion by Kostelnik, seconded by Moses to table the Motion on Public Hearing on the Repeal and Adoption of Chapter 290 and to reschedule the Public Hearing for next month August 16, 2022 prior to the Legislative meeting. Moses Roll Call: Seven ayes, no nays. Motion carried. A2. Motion by Kostelnik, seconded by Moses to table the Repeal and Adoption of Chapter 290 Zoning Ordinance until the August 16, 2022 Legislative meeting. Roll Call: Seven ayes, no nays. Motion carried. JULY 19, 2022 8268 B. RESOLUTION OF THE BOROUGH OF WEST MIFFLIN, ALLEGHENY COUNTY, PENNSYLVANIA, ADOPTING AN AMENDMENT TO THE ARTICLES OF INCORPORATION OF THE WEST MIFFLIN SANITARY SEWER MUNICIPAL AUTHORITY, ALLEGHENY COUNTY, PENNSYLVANIA. Motion by Moses, seconded by Topolnak Roll Call: Seven ayes, no nays. Motion carried. C. Motion by Kostelnik, seconded by Davis to approve agreement between the Borough of West Mifflin and the Pennsylvania Turnpike Commission, Whereas the Borough agreed to accept ownership and future maintenance responsibilities for the Local Roadway Improvements after construction is complete, and subject to the agreement. Roll Call: Seven ayes, no nays Motion carried. D. Motion by Kostelnik, seconded by Inglis to approve 2 Lot Line Revision for Parcels 244-D-55 & 244-D-58, properties located on McElhinny Avenue. Roll Call: Seven ayes, no nays. Motion carried. E. Motion by Inglis, seconded by Kostelnik to approve a Two Thousand Dollar Salary increase for Joseph Hlasnik for successful completion of Commercial Building Inspector Certification and Accessibility Inspector/Plans Examiner Certification. Roll Call: Seven ayes, no nays. Motion carried. DEPARTMENTAL REPORTS: Community Development…………………………………………………...Walter B. Anthony Mr. Anthony read the Community Development Report for the Month of June 2022. Police……………………………………………………………..…...Chief Gregory McCulloch Chief McCulloch read the Police Report for the Month of June 2022. Mr. Davis commended the officers that attended the July 15, 2022 Movie Night. Mr. Stephenson commented also Thanked Chief McCulloch for the overwhelming compliments he got for the Officers attending and interacting with the kids at the Baseball parade. Ms. Santoro asked if The Borough and Police could do a National Night Out. Chief McCulloch replied there is not really a good place to have a Parade. Public Works……………………………………………………………….…Anthony DiCenzo Mr. DiCenzo read the Public Works Report for the Month of June 2022. JULY 19, 2022 8269 EMS…………………………………………………………………………Chief Todd Plunkett Chief Plunkett read the EMS Report for the month of June 2022. REPORT OF THE MAYOR: Mayor Kelly was absent. REPORT OF THE SOLICITOR: Solicitor DiLucente stated all matters were reserved for Executive Session. REPORT OF THE ENGINEER: Mr. Elyes reported the bids will be opened for the Duquesne Avenue Culvert Replacement on July 21, 2022. Mr. Elyes reported the bids will be opened for the 2022 Road Resurfacing Project on August 4, 2022. REPORT OF THE BOROUGH MANAGER: Mr. Kamauf read the Finance Report for the month of June 2022. PAYMENT OF BILLS: Motion by Kostelnik, seconded by Moses that all bills properly approved by the Finance Committee be paid. Roll Call: Seven ayes, no nays. Motion carried. NEW BUSINESS: Motion by, seconded by Roll Call: Seven ayes, no nays. Motion carried. Motion by, seconded by Roll Call: Seven ayes, no nays. Motion carried. CITIZENS COMMENTS: Ray Rost 211 West Avenue stated he is the President of the West Mifflin Community Foundation. Mr. Rost commented in September this year The Foundation is hosting their 3rd annual Art show at the CCAC South Campus. Mr. Rost is requesting Council to waive the fee for the crafters, to borrow booths and the stage as done in the past. Mr. Stephenson asked the date of the Art show. JULY 19, 2022 8270 Mr. Rost replied September 24th. Mr. Stephenson asked Council if anyone objected. Mr. Kostelnik asked how many people generally attend. Mr. Rost replied last year it was held at the Allegheny County Airport and with it also being their 90th Anniversary, about 500-600 people attended. Other years there were approximately 200 people. ADJOURNMENT: Motion by Moses, seconded by Topolnak that the Meeting be adjourned. Meeting adjourned at 7:38 pm prevailing time.
