JUNE 21, 2022 8264 COUNCIL OF THE BOROUGH OF WEST MIFFLIN met in regular session in the Municipal Building Council Chambers on at 6:31 p.m. prevailing time with President Scott Stephenson presiding. ROLL CALL: Topolnak Present Davis Present Santoro Present Inglis Absent Kostelnik Present Moses Present Stephenson Present Six members present. Mayor Kelly absent. CITIZEN COMMENTS ON AGENDA ITEMS: No citizen comments. APPROVAL OF MINUTES: Motion by, seconded by that the minutes of the Council Meeting be approved. Roll Call Six ayes, no nays. Motion carried. AGENDA ITEMS: A. RATIFY RESOLUTION OF THE BOROUGH OF WEST MIFFLIN AUTHORIZING THE FILING OF AN APPLICATION REQUESTING A GREENWAYS, TRAILS, AND RECREATION PROGRAM (GTRP) GRANT IN THE AMOUNT OF $243,185.00 FROM THE COMMONWEALTH FINANCING AUTHORITY TO BE USED FOR WEST MIFFLIN COMMUNITY CENTER PLANNING. Motion by Kostelnik, seconded by Santoro Roll Call: Six ayes, no nays. Motion carried. B. RESOLUTION OF THE BOROUGH OF WEST MIFFLIN APPROVING THAT THE ACQUISITION AND SUBSEQUENT DISPOSITION OF A PARCEL OF VACANT PROPERTY KNOWN AS LOT AND BLOCK NUMBER 181-S-265 (vacant property located on 7thAvenue) WOULD BE IN ACCORD WITH THE COMPREHENSIVE PLAN OF THE MUNICIPALITY, Motion by Kostelnik, seconded by Davis Roll Call: Six ayes, no nays. Motion carried.  JUNE 21, 2022 8265 C. Motion by Kostelnik, seconded by Topolnak to approve the PennDOT completed 2020 LCSIP (Low-Cost Safety Improvement Project). The traffic signal project was completed at the intersection of S.R. 885 and Noble Drive. Roll Call: Six ayes, no nays Motion carried. D. Motion by Kostelnik, seconded by Topolnak to approve the Moran Consolidation Plan and Lot revision, plan lots consist of Lot 243-R-140 & 243-R-145, located on Buchanan Avenue. Roll Call: Six ayes, no nays Motion carried. E. Motion by Kostelnik, seconded by Topolnak to approve the advertisement of Public Hearing for New Zoning Ordinance Amendments. Roll Call: Six ayes, no nays Motion carried. F. Motion by Kostelnik, seconded by Topolnak to approve the Easement agreement for the Haddad construction with exhibits. Roll Call: Six ayes, no nays Motion carried. G. Motion by Kostelnik, seconded by Topolnak to Re-approve the 2 parcel consolidation plan for parcels 243-P-300 &243-P-310 located at 4819 Buttermilk Hollow Road. Police…………………………………………………………….Assistant Chief Robert Husfelt Assistant Chief Husfelt read the Police Report for the Month of May 2022. Public Works……………………………………………………………….…Anthony DiCenzo Mr. Hess read the Public Works Report for the Month of May 2022. Mr. DiCenzo commented Public Works was officially awarded the bid for the Recycling bin Grant. Mr. Stephenson asked how long it has been since we had them. Mr. DiCenzo replied the last order was 2014, which lasted until approximately 2018. Mr. Inglis asked if Public Works still needed Summer Help. Mr. Stephenson replied yes and Park Watchmen.  JUNE 21, 2022 8266 EMS……………………………………………………………………Deputy Chief McCaffrey Deputy Chief McCaffrey read the EMS Report for the month of May 2022. Deputy Chief McCaffrey commented yesterday they received information from The American Heart Association. This is the 7 th year they have won the award Mission Heartline Award. REPORT OF THE MAYOR: Mayor Kelly was absent. REPORT OF THE SOLICITOR: Nicole Nino a partner of Solicitor DiLucente stated there is no business to report this evening. REPORT OF THE ENGINEER: Mr. Elyes reported PA American Water provided their proposed water main relocation for the Duquesne Avenue Culvert Replacement. The bid will go out before the end of the month. Mr. Elyes reported the Road Resurfacing Project for 2022 will be put out for bid before the end of the month. REPORT OF THE BOROUGH MANAGER: Mr. Kamauf read the Finance Report for the month of May 2022. Mr. Kamauf commented there was a follow up meeting with Duquesne Light regarding the charging stations. Mr. Kamauf will share the report with Council and commented an analysis was provided regarding switching vehicles to and EV Fleet. Once the analysis is completed, we will be eligible for grants. Mr. Kamauf commented we have a preliminary park design for the Community Park, once finalized he will put the project online. PAYMENT OF BILLS: Motion by Moses, seconded by Davis that all bills properly approved by the Finance Committee be paid. Roll Call: Six ayes, no nays. Motion carried. NEW BUSINESS: Mr. Davis commented the June Movie Night in the park was successful with approximately 70 people and the weather was good.  JUNE 21, 2022 8267 Mr. Stephenson commented it is in the early stages but on July 9, 2022, Mr. Stephenson would like to throw a parade for the High School Baseball team for winning with WPIAL Championship and to also have it be a mini–Community Day.
