COUNCIL OF THE BOROUGH OF WEST MIFFLIN met in regular session in the
Municipal Building Council Chambers on at 6:42 p.m. prevailing time with Vice President Mike
Moses presiding.
ROLL CALL: Topolnak Present Davis Present
Santoro Present Inglis Present
Kostelnik Present Moses Present
Stephenson Absent
Seven members present. Mayor Kelly present.
CITIZEN COMMENTS ON AGENDA ITEMS:
No citizen comments.
APPROVAL OF MINUTES:
Motion by Santoro, seconded by Inglis that the minutes of the December 20, 2022 Council
Meeting be approved. Roll Call Six ayes, no nays. Motion carried.
AGENDA ITEMS:
A. Motion by Kostelnik, seconded by Topolnak to approve Lot Consolidation Plan located
at 2908 New England Road, consisting of Parcels 386-K-230, 386-K-250, 386-K-252,
386-K-300, 386-P-300. Pending the Borough Engineers final approval of the revised
plan. Roll Call: Six ayes, no nays. Motion carried.
B. Motion by Kostelnik, seconded by Davis to reapprove 2 lot consolidation at 2210
Vermont Avenue, Lot and Blocks 241-M-65 & 241-M-67. Roll Call: Six ayes, no nays.
Motion carried.
DEPARTMENTAL REPORTS:
Community Development…………………………………………………...Walter B. Anthony
Mr. Anthony read the Community Development Summary for the year of 2022.
Mr. Kostelnik stated he spoke to Mr. Anthony regarding dumpsters being put on the street and
wanted to bring it up to Council.

Mr. Anthony commented this was talked about last year, but nothing was ever decided. Mr.
Anthony commented if the dumpsters were to be placed on the street he thinks they should
require a permit.
Council agreed something needs to be done and requiring a permit sounds like something that
needs to be done.
Mr. Anthony commented he will get together with the Solicitor and come up with something and
come up with a fee schedule also.
Solicitor DiLucente asked how long a dumpster typically stays.
Mr. Anthony stated the time frame is different for everyone.
Mr. Topolnak asked about the Pod storage.
Mr. Anthony replied there is a section in the zoning ordinance for Pods and they are allowed on
residents properties.

Chief McCulloch read the Police Report for the Month of December 2022.
Chief McCulloch state all officer’s have now received their new tasers and have properly been
trained.
Chief McCulloch stated the 4 new officers started this month. The other officer decided to stay
with the City.

Mr. Moody read the Public Works Report for the Month of December 2022.

Chief Plunkett read the EMS Report for the month of December 2022.
REPORT OF THE MAYOR:
Mayor Kelly commented Mon View Heights is in the process of being sold. Mayor Kelly had to
reschedule the meeting and will pass information along when he receives it.
REPORT OF THE SOLICITOR:
Solicitor DiLucente stated all matters were reserved for Executive Session.

REPORT OF THE ENGINEER:
Mr. Elyes stated there is nothing new to report.
Mr. Elyes stated he looked at West Mifflin Community Park per Mr. Davis’s request. Mr. Elyes
took pictures and commented replacing some wood and paint would work.
Mr. Davis commented after replacing wood and painting to possibly do a rededication to the
Hacke family.
Mr. Moses asked the timeframe and if Mr. Davis recalled the original date the park was opened.
Mr. Elyes replied in the spring when the weather breaks.
Mr. Davis replied around September if he remembers correctly.
Mr. Moses stated possibly waiting until late summer to complete the park, since a portion will be
closed for repairs.
REPORT OF THE BOROUGH MANAGER:
Mr. Kamauf read the Finance Report for the month of December 2022.
Mr. Kamauf stated 2 of the 3 charging stations are done and the other will be completed this
week. Mr. Kamauf commented for the short period of time the charging stations were open, we
have offset 600 pounds of gas which is equivalent to planting 7 trees for 10 years.
Mr. Kamauf commented there is a grant with Duquesne Light coming up that will cover
Duquesne Light paying 90% of the cost for new heavy vehicle purchase.
Council agreed with the vehicle purchase plan.
PAYMENT OF BILLS:
Motion by Davis, seconded by Kostelnik that all bills properly approved by the Finance
Committee be paid. Roll Call: Six ayes, no nays. Motion carried.
NEW BUSINESS:
No new business.

Motion by Topolnak, seconded by Inglis that the Meeting be adjourned. Meeting adjourned at
7:09 pm prevailing time.
