COUNCIL OF THE BOROUGH OF WEST MIFFLIN met in regular session in the
Municipal Building Council Chambers on April 16, 2024 at 6:30 p.m. prevailing time with
President Scott Stephenson presiding.
ROLL CALL: Topolnak Present Davis Present

Seven members present. Mayor Kelly present via telephone.
CITIZEN COMMENTS ON AGENDA ITEMS:
Jim Jasinski 4100 Home Street - Mr. Jasinski asked if the cameras in Item H will be used to
deter illegal dumping after hours.
Mr. Kamauf replied that they will be operating around the clock.
Elieen Straub 200 Castle Drive – Ms. Straub asked if the Ordinance for Pets is allowing five
dogs.
Solicitor DiLucente replied yes that is correct.
Sandra Sandusky 522 Amblers Lane - Where is the Verizon Tower going to placed, as they
already have bad drainage down in the hallow. Ms. Sandusky asked where the water will drain
to.
Mr. Anthony replied the tower is going to be placed in the far right side of the ball field, so there
will be very minimal land disturbance.
Jackie Juruso 711 Glencairn Street – Ms. Juruso feels that the residential area near the school is
not the place for a mental health facility.
Mr. Anthony stated there is going to be a public hearing tonight for this.
Beverly Dewalt 714 St. Agnes Lane – Ms. Dewalt has concerns about the school going in to the
St. Agnes School Lane.
Solicitor DiLucente recommended that all questions be moved to after the public hearing for the
St. Agnes School
Caroline Vernay 219 Dundee Drive – Ms. Vernay stated she is not happy with the five dog limit
in the animal ordinance, as no other surrounding community allows five dogs.
Ms. Vernay is also concerned about how this would be tracked.
APPROVAL OF MINUTES:
Motion by Davis, seconded by Topolnak that the minutes of the March 19, 2024 Council
Meeting be approved. Roll Call Seven ayes, no nays. Motion carried.

PUBLIC HEARINGS
Conditional Use application from CHG Tenant Holdings, LLC c/o Capital Healthcare Group,
LLC. to allow for the internal use of the property located at 4043 Irene Street (Locust Grove) to
provide psychiatric treatment and crisis support for mental health issues to seniors. As
Recommended by the Planning Commission.
Motion by Davis, seconded by Kostelnik. Motion with conditions. Roll Call: Five ayes, two nays
Motion carried with conditions to service the fence.
Conditional Use application from Mon Valley Boys Academy (a Private School) to reopen the
former St. Agness School building at 635 St. Agnes Lane to Provide educational services to high
school age boys. As Recommended by the Planning Commission
Motion TO TABLE by Davis, seconded by Topolnak. Five ayes, two abstained.
Conditional Use application from Pittsburgh SMSA Limited Partnership dba Verizon Wireless to
allow for construction of a 125’ telecommunication monopole at 507 Denison Drive (Winklevoss
Field). As Recommended by the Planning Commission.
Motion by Kostelnik, seconded by Moses. Seven ayes, no nays. Motion carries.

A. ORDINANCE OF THE BOROUGH OF WEST MIFFLIN, ALLEGHENY COUNTY,
PENNSYLVANIA, AMENDING CHAPTER 82 REGULATING AMINALS AND
PETS. Motion by Inglis, seconded by Davis. Roll Call: Seven nays. Motion does not
pass.
B. Motion to approve advertisement of Chicken Ordinance.
C. Motion to approve advertisement of 2024 Paving bid.
D. Motion to approve the Borough Manager to hire summer help in the Public Works
Department, selected summer help will work no more than a collective 5000 hours and
the rate of pay will be Twelve ($12.00) per hour.
E. Motion to approve the Borough Manager to hire 3 Park Watchpersons for the Community
Park, the rate pay will be Thirteen ($13.00) per hour.
F. Motion to approve agreement between the Borough of West Mifflin and Campbell,
Durrant, P.C., for legal work pertaining to updating the West Mifflin Non-Uniformed
Pension Plan.
G. Motion to approve the agreement between the Borough of West Mifflin and HRG to
Create Master Planning for Property located at Lot and Block 311-P-220 (Camp Hollow)
H. Motion to approve proposal from DES the camera update project for the Public Works
Garage at a cost of $29,390.00.

nays. Motion carried.

PAYMENT OF BILLS:
Motion by Inglis, seconded by Santoro that all bills properly approved by the Finance
Committee be paid. Roll Call: Seven ayes, no nays. Motion carried.
NEW BUSINESS:
Mr. Davis would like to remind everyone that the Father Daughter Dance will be held April 20th,
for two sessions. Mr. Davis also thanked West Mifflin Borough for the Solar Eclipse Viewing
Party.
CITIZENS COMMENTS:
Anna Cotter 416 Toro Drive – Ms. Cotter asked who is responsible for inspecting new water
holding areas in new development areas.
Mr. Anthony replied that Allegheny County Conservation District is responsible for inspecting
and permitting those areas.
Ms. Cotter asked who is responsible for making sure Permit Holders are following codes when
there are grading permits being issued.
Solicitor DiLucente replied that ordinances vary, if someone complains the police may go
investigate, or Mr. Anthony will go out, depending on the issue at hand.

Paul Thomas 5125 Skylark Drive – Mr. Thomas said he put a proposal together for a list of
businesses in the Borough to be listed on the Borough Website that was to be discussed at the
last meeting and would like to know what has come of it.
Mr. Stephenson replied that it was not discussed and that it was addressed at the last meeting.
Solicitor DiLucente stated that we would not be listing businesses on the website, as it would act
as promotion and we cannot use public money for that.
ADJOURNMENT:
Motion by Inglis, seconded by Moses that the Meeting be adjourned. Meeting adjourned at 9:41
pm prevailing time.
