COUNCIL OF THE BOROUGH OF WEST MIFFLIN met in regular session in the
Municipal Building Council Chambers on Tuesday, September 17, 2024 at 6:30 p.m. prevailing
time with President Scott Stephenson presiding.

CITIZEN COMMENTS ON AGENDA ITEMS:
APPROVAL OF MINUTES:
Motion by Davis, seconded by Topolnak that the minutes of the August 20, 2024 Council
Meeting be approved. Roll Call Six ayes, no nays. Motion carried.
AGENDA ITEMS:
A. AN ORDINANCE OF THE BOROUGH OF WEST MIFFLIN, ALLEGHENY
COUNTY, PENNSYLVANIA, AMENDING ORDINANCE NO. 1174 AND CHAPTER
19, PART 4 OF THE CODE OF ORDINANCES OF THE BOROUGH OF WEST
MIFFLIN, ALLEGHENY COUNTY, PENNSYLVANIA, AMENDING THE NUMBER
OF DAYS FROM 30 TO 60 THAT POLITICAL SIGNS MAY BE EXHIBITIED
OUTSIDE OF THE RESTRICTED PUBLIC RIGHT-OF-WAY PRIOR TO THE
PRIMARY OR GENERAL. Motion by Davis, seconded by Moses. Roll Call: Six ayes,
no nays. Motion carried.
B. Motion to approve two lot consolidation plan at 1952 Michigan Avenue, parcels #240-S-
90 & 240-S-92. Motion by Moses, seconded by Topolnak. Roll Call: Six ayes, no nays.
Motion carried.
C. Motion to approve to approve advertising for Public Hearing for Conditional Use
Authorization , to allow a storefront at 1315 Hoffman Blvd, Suite 1806 to be used as
Educational Classroom. Motion by, seconded by . Roll Call: Six ayes, no nays Motion
carried.

D. Motion to approve advertising for Public Hearing for Conditional Use Authorization for
the erection of a 678 square foot Electronic Billboard to be located on the vacant parcel at
1308 Lebanon Church Road. Motion by Davis, seconded by Kostelnik Roll Call: Six
ayes, no nays. Motion carries.
E. Motion to purchase playground equipment and installation from Play & Park Structures
at a cost of Two Hundred Fourth Thousand One Hundred Forty-Six Dollars and Twenty-
Three Centers ($204,146.23), under COSTAR #014-E22-291.Motion by Davis, seconded
by Moses. Roll Call: Six ayes, no nays. Motion carried.
F. Motion to approve and certify the 2025 Minimum Municipal Obligation for Police and
Non-Uniformed Employees’ Pension Plans: Police - $1,328,950.00, Non-Uniformed -
$10,006.00. Motion by Moses, seconded by Kostelnik. Roll Call: Six ayes, no nays.
Motion carried.
G. Motion to approve the Bid for the Paving of the Pickleball Court ot Low Bidder Peter J.
Caruso & Sons, Inc., at cost of Forty-Two Thousand One Hundred Fifty-Six Dollars and
Sixty-Five Cents ($42,156.65). Motion by Kostelnik, seconded by Topolnak. Roll Call:
Six ayes, no nays. Motion carried.

PAYMENT OF BILLS:
Motion by Davis, seconded by Topolnak that all bills properly approved by the Finance
Committee be paid. Roll Call: Five ayes, no nays. Motion carried.
CITIZENS COMMENTS:
Caroline Vanay 219 Dundee Drive – Ms. Vanay stated she is still not understanding the
difference between the kennel that houses animals and a kennel that is a business.
Ms. Vanay asked Mr. Anthony if she could pick up a printed copy of the code.
Mr. Anthony replied yes.
Eileen Straub 200 Castle Drive – Ms. Straub asked if there was any new information of the lot
consolidation.
Mr. Kamauf said the consolidation is on the Agenda for next month.
Ms. Straub asked if the consolidation would be approved.
Mr. Moses stated that there must be reason to disprove this, and he doesn’t not believe there is a
reason.
Mr. Anthony stated that it has been reviewed and approved by Allegheny County.
