COUNCIL OF THE BOROUGH OF WEST MIFFLIN met in regular session in the
Municipal Building Council Chambers on Tuesday, April 15, 2025 at 6:30 p.m. prevailing time
with President Scott Stephenson presiding.
ROLL CALL: Topolnak Present Davis Present

Six members present. Mayor Kelly present.
Chief McCullouch and Assistant Chief Husfelt had Commendations for Dispatcher Cheslock and
Officer Scruggs for their work and successful arrest of a known wanted violent sexual offender.
Jennifer Cheslock and Tyler Scruggs received their Commendations on this 15th day of April,
2025. Awarded by Chief McCulloch, Asst. Chief Husfelt, Mayor Kelly and Borough Council.
Public Hearing for Inter-Municipal Liquor License
Transfer request from APVP, LLC.
Motion by Topolnak, seconded by Moses. Roll Call: Six Ayes, zero nays. Motion carried.

APPROVAL OF MINUTES:
Motion to TABLE the minutes of February 12, 2025 Council Meeting. Motion by Davis,
seconded by Olasz. Roll Call: Six Ayes, zero nays.
Motion by Davis, seconded by Olasz that the minutes of the March 18, 2025 Council Meeting be
approved. Roll Call Six ayes, zero nays. Motion carried.

AGENDA ITEMS:
A. ORDINANCE OF THE BOROUGH OF WEST MIFFLIN, ALLEGHENY COUNTY,
PENNSYLVANIA, RELATIVE TO THE ADMINISTRATION OF ITS
RETRIREMENT SYSTEM FOR NON-UNIFORMED EMPLOYEES, TO ADOPT A
SEPARATE PLAN DOCUMENT FOR UNREPRESENTED EMPLOYESS
FORMERLY PARTICIPATING IN THE BOROUGH’S EXISTING NON-
UNIFORMED DEFIND BENEFIT PLAN. Motion by Moses, seconded by Davis. Roll
Call: Six ayes, zero nays. Motion carried.
B. Motion to approve purchase of Computers and Hosting real estate for the Tax Office;
purchase includes Three (3) DakTech Discovery Windows 11 computers at a cost of
$4,497.00 and Remote hosting of real estate software from Harris Solutions at a cost of
$4,590.00. The cost of the computers and Hosting software will be shared with the West
Mifflin Area School District; the Borough share of the cost will total $2,580.71. Motion
by Topolnak, seconded by Olasz. Roll Call: Six ayes, zero nays. Motion carried.
C. Motion to approve the renewal of the Borough’s Cyber Insurance with Travelers Casualty
and Surety Company of American at an annual cost of $11,220.00 Motion by Topolnak,
seconded by Olasz. Roll Call: Six ayes, zero nays. Motion carried.
D. Motion to approve Social Media police for Borough of West Mifflin Employees. Motion
by Topolnak, seconded by Olasz. Roll Call: Six ayes, zero nays. Motion carried.
E. Motion to approve the Change Order for 2025 FordF550, approved in Motion G at the
March Legislative Meeting, original approval amount was $126,659.00, the new
amended approval cost will be $128,249, under COSTAR Contract #25-E22-458.
Motion by Topolnak, seconded by Olasz. Roll Call: Six ayes, zero nays. Motion carried.
F. Motion to approve the Change Order for 2025 Ford F550, approved in Motion H at the
March Legislative Meeting, original approval amount was $130,044.00, the new
amended approval cost will be $131,634.00, under COSTAR Contract #25-E22-458.

G. Motion to approve the Borough Manager to hire up to 3 Park Watch persons for the
Community Park at a rate of $13.00 per hour. Motion by Topolnak, seconded by Olasz.
