CITIZEN COMMENTS ON AGENDA ITEMS: There were no Citizen Comments on Agenda Items. APPROVAL OF MINUTES: Motion by Davis, seconded by Olasz that the minutes of the April 15, 2025 Council Meeting be approved. Roll Call Seven ayes, no nays. Motion carried. AGENDA ITEMS: A. RESOLUTION OF THE BOROUGH OF WEST MIFFLIN HEREBY REQUESTING A GREENWAYS, TRAILS AND RECREATION PROGRAM (GTRP) GRANT IN THE AMOUNT OF $250,000.00 FROM THE COMMONWEALTH FINANCING AUTHORITY TO BE USED FOR THE WEST MIFFLIN COMMUNITY & RECREATION CENTER PROJECT. Motion by Topolnak, seconded by Santoro. Roll Call: Seven ayes, zero nays. Motion carried. B. Motion to approve awarding the 2025 Road Resurfacing Project Contract. Motion by Moses, seconded by Kostelnik. Roll Call: Seven ayes, zero nays. Motion carried. Bid awarded to Independent Enterprises, Inc. for contract No, 2025-01 at a total cost of $374,967.00, as recommended by Borough Engineer. C. Motion to approve advertising a Public Hearing for Conditional for the construction of a 129-foot telecommunication monopole at the Clairton Sportsman Club on Coal Valley Road. Motion to approve advertising a Public Hearing for proposed Text Amendments to the Zoning Ordinance under the Use Table to allow Child Care as a Conditional Use in an I-1 District. Also, a text change to clarify the typographical error in front yard setback in commercial and industrial districts. Motion by Kostelnik, seconded by Moses. Roll Call: Seven ayes, zero nays. Motion carried. E. Motion for reapproval of the Halbleib Consolidation Plan due to the plan not being recorded by the surveyor in the required timeframe. Motion by Davis, seconded by Olasz. Roll Call: Seven ayes, zero nays. Motion carried. F. Motion to approve Motion authorizing the Borough Manager to hire summer help in the Public Works Department, selected summer help will work no more than a collective 5000 ours, and the rate of pay will be Twelve Dollars ($12.00) per hour. Motion by Moses, seconded by Topolnak. Roll Call: Seven ayes, zero nays. Motion carried. G. Motion to approve price change for purchase of two (2) 2025 Mack GR42F Chassis from Trans Edge Truck Center, original motion was approved at the February 21, 2023 Legislative Meeting, (Motion to approve the purchase of two (2) 2025 Mack GR42F single axle cab/chassis at a cost of $137,719.00 per vehicle, total cost of $275,438.00, under Co-Star Contract #025-E22-405.) Updated costs are $145,262.00 per vehicle, total cost of $290,524.00. Motion by Kostelnik, seconded by Davis. Roll Call: Seven ayes, zero nays. Motion carried. DEPARTMENTAL REPORTS: Community Development…………………………………………………...Walter B. Anthony Mr. Anthony read the Community Development Report for the Month of April 2025. Mr. Anthony said that the Demolition for Allegheny County under Act 52 was awarded, but the contractor chosen could not obtain bonding, so the project is being re-bid. Police…………………………………………………………….…...Chief Gregory McCulloch Chief McCulloch read the Police Report for the Month of April 2025. Chief McCulloch included in his report that there were no dog-related calls. Public Works……………………………………………………………….…Ed Moody  May 21, 2025 8910 Mr. Moody read the Public Works Report for the Month of April 2025. Mr. Kostelnik asked if the paver was up and ready to run. Mr. Moody directed the question to Mr. Kamauf. Mr. Kamauf was under the impression that it was completed. Mr. Moody stated they need new tracks on the paver. EMS……………………………………………………………………Deputy Chief McCaffery Deputy Chief McCaffery read the EMS Report for the month of April 2025. A new ambulance has been inspected and placed into service. REPORT OF THE MAYOR: Mayor Kelly read the report for the month of April 2025. Mayor Kelly asked if anyone has any thoughts about looking into the new software for our roads. Mr. Kamauf responded that the Borough has looked into similar software before, however it doesn’t change the fact that someone has to go out and physically inspect the roads. Mayor Kelly stated that it costs nothing to preview the software. Mr. Kamauf replied that the Borough would be billed for the engineer’s time. REPORT OF THE SOLICITOR: Solicitor DiLucente read the report for the Month of April 2025. Solicitor DiLucente stated that West Mifflin Borough Council members have instructed him to initiate drafting a new Animal Ordinance, in particular cats and dogs. Solicitor DiLucente will then distribute the Ordinance to Council members before it is advertised and voted on. REPORT OF THE ENGINEER: Mr. Creagh read the Engineer’s report for April 2025.  May 21, 2025 8911 Mr. Creagh reported that the acrylic tinting on the Pickleball Court has been completed. REPORT OF THE BOROUGH MANAGER: Mr. Kamauf read the Finance Report for the month of April 2025. Mr. Kamauf reported grants that were closed out and refunded. PAYMENT OF BILLS: Motion by Davis, seconded by Olasz that all bills properly approved by the Finance Committee be paid. Roll Call: Seven ayes, no nays. Motion carried. NEW BUSINESS: Mr. Davis stated that West Mifflin Borough was the host of this month’s SHACOG meeting. Ms. Santoro asked Mayor Kelly where Lowe’s donated the grill that was used for the Monview cookout. Mayor Kelly replied that there were no stipulations, and that he did not leave the grill at Monview. Mayor Kelly asked Ms. Santoro if she wanted the grill. Ms. Santoro replied, no thank you. CITIZENS COMMENTS: Caroline Vanay 219 Dundee Drive – Ms. Vanay let council know that she appreciates them reconsidering the Animal Ordinance. Ms. Vanay asked if the council would consider citizen comments or suggestions regarding the animal ordinance. Solicitor DiLucente stated that once the Ordinance is advertised, the council will bring it to the meeting to vote on, and this is typically the time that citizens are able to speak.  May 21, 2025 8912 Ms. Vanay asked if there would be a list of dangerous dogs. Solicitor DiLucente responded no. Elieen Straub 200 Castle Drive – Ms. Straub said she really appreciates the Council trying to put a new Animal Ordinance in place. Ms. Straub asked Mr. Anthony asked if he was able to measure the kennels on Castle Drive. Mr. Anthony responded yes, and the building meets the code. Ms. Straub asked Chief McCulloch if she should call the police every time the dogs are barking for 5 minutes at 1 or 2 in the morning when she must be up at 6am. Chief McCulloch asked if they were barking because he let them out. Ms. Vanay replied that they aren’t being let out, they are outside all the time. Chief McCulloch said the barking would have to be for a long, consistent time. Caroline Vanay 219 Dundee Drive - Ms. Vanay works at Rite Aid and hears every day how citizens are worried about what will happen to the building once Rite Aid closes.
