June 17, 2025 8913 COUNCIL OF THE BOROUGH OF WEST MIFFLIN met in regular session in the Municipal Building Council Chambers on Tuesday, June 17, 2025 at 6:30 p.m. prevailing time with Vice President Michael Moses presiding. The Borough of West Mifflin recognized Mr. Earl J. Birdy for his contribution to the Borough and his service to others. CITIZEN COMMENTS ON AGENDA ITEMS: Jim Jasinski 4100 Home Street – Mr Jasinski asked if machine that was purchased for Public Works is a “sealer” or a “sealant.” Mr. Kamauf replied that it is a crack sealer. Mr. Jasinski asked what model it is. Mr. Kamauf replied SealMaster TR125-D. APPROVAL OF MINUTES: Motion by Olasz seconded by Topolnak that the minutes of the May 21, 2025 and the Amended minutes from February 18, 2025. Council Meeting be approved. Motion: Olasz, seconded Topolnak. Roll Call: Seven ayes, no nays. Motion carried. PUBLIC HEARINGS: 1. Conditional Use Authorization request from SBA Communications Corporation for a conditional use authorization to allow the construction of a 195’ monopole communications tower on property address 412 Coal Valley Road, West Mifflin, PA  June 17, 2025 8914 15122. Text Amendment request from South Hills Interfaith Ministries, for a text amendment to the Zonin Ordinance under the Use Table to allow childcare as conditional use in an I-1 zone. Motion by Davis, seconded by Olasz. Roll Call: Five Ayes, zero nays. Motion Carried. 3. Text Amendment request to correct typographical error to provide a 25-foot front yard setback in commercial and industrial districts. Motion by Olasz, seconded by Davis. Roll Call: Five Ayes, zero nays. Motion Carried. AGENDA ITEMS: A. RESOLUTION OF THE BOROUGH OF WEST MIFFLIN HEREBY REQUESTING A MULTIMODAL TRANSPORTATION GRANT OF $1,065,183.74 FROM THE COMMONWEALTH FINANCING AUTHORITY TO BE USED FOR THE NOBLE DRIVE IMPROVEMENT PROJECT. Motion to approve the 12-month contract agreement between the Borough of West Mifflin and Novus Strategies for grant consulting services beginning July 1, 2025, and ending on June 30, 2026. Motion to approve rescind Motion F. from the February 18, 2025, Legislative Meeting; “Motion to approve purchase of Two (2) 2023 Ford Police Interceptor Utility Vehicles for the West Mifflin Police Department at a total cost of Eighty-Eight Thousand Dollars ($88.000.00) from Kinly Automotive Group, under COSTAR Contract #03-E22-272” Motion by Topolnak, seconded by Olasz. Motion to approve the purchase of Two (2) 2025 For Police Interceptor Utility Vehicles for the West Mifflin Police Department at a total cost of Ninety Thousand One Hundred Twenty-Eight Dollars ($90,128.00) from Tri Star Motors, under COSTAR Contract #013-E22-272. Anthony Mr. Anthony read the Community Development Report for the Month of May 2025. Mr. Anthony sent out a memo to Council with information for upcoming Planning Commission Cases. Mayor Kelly asked Mr. Anthony where we stand with the updated Fireworks Laws that were passed in 2022. Mr. Anthony replied that we follow the current laws. Police…………………………………………………………….…...Chief Gregory McCulloch Chief McCulloch read the Police Report for the Month of May 2025. Chief McCullloch thanked Council for their consideration on the two new vehicles. Mr. Olasz asked if the State has given any guidance on how to handle the new Cell Phone Law that was just passed. Chief McCulloch replied that for the first year they are only handing out warnings. Mayor Kelly stated that Chief McCulloch and the West Mifflin Police Department should be commended for their role in hosting President Trump during his visit to Irving Works.  June 17, 2025 8916 Chief McCulloch responded that the whole police department rallied together and came in to work the detail. Public Works……………………………………………………………….…Anthony DiCenzo Mr. DiCenzo read the Public Works Report for the Month of May 2025. Mr. DiCenzo added that Public Works has been working hard on the new playground, and it will be ready for the official grand opening. Mr. DiCenzo said that they are taking a lot of calls for falling trees during the recent storms. EMS…………………………………………………………………………Chief Todd Plunkett Chief Plunkett read the EMS Report for the month of May 2025. Chief Plunkett announced that Baldwin EMS received recognition from the American Heart Association and Mission Life Line, for the 10th year in a row. REPORT OF THE MAYOR: Mayor Kelly congratulated Mr. Birdy on the recognition received by the Borough. Mayor Kelly expressed his condolences to Mr. Kostelnik on the loss of his father. May Kelly expressed his condolences for Chief Plunkett on the loss of his father. Mayor Kelly extended his gratitude to the West Mifflin Borough Emergency Management Coordinator, Mr. Jeff Youkers. Mayor Kelly stated that he called on Mr. Youkers regarding a woman and her seven children that were living in dangerous conditions at Monview Heights, and Mr. Youkers assisted in moving them to a safer and more suitable environment. Mayor Kelly requested that the hours of Community Development and Public works should be addressed during the summer to better serve the community. Mayor Kelly said the Public Works dumpsters are an embarrassment, and something should be done about them. Mayor Kelly suggested having Public Works employees alternate working watch of them dumpster area. Mr. Moses replied that there is a job opening posted for a Watchperson, and that the Council has discussed locking the gates at a reasonable time.  June 17, 2025 8917 REPORT OF THE SOLICITOR: Solicitor DiLucente read the report for May 2025. Solicitor DiLucente expressed his deepest sympathies to Chief Plunkett for the loss of his father. Solicitor DiLucente stated that his firm will be giving Baldwin EMS a donation in his father’s honor. REPORT OF THE ENGINEER: Mr. Elyes read the Engineer’s report for May 2025. SHACOG is rebidding the contract from the ACT152 Demolition 2023 and the bids will be opening next week. REPORT OF THE BOROUGH MANAGER: Mr. Kamauf read the Finance Report for the month of May 2025. PAYMENT OF BILLS: Motion by Davis, seconded by Santoro that all bills properly approved by the Finance Committee be paid. Roll Call: Five ayes, no nays. Motion carried. NEW BUSINESS: Mr. Davis announced that the first Movie Night will be June 27 th, and the second will be July 12th. Mr. Davis said the suggested date for Ribbon Cutting for the new playground is June 24 th at Noon. CITIZENS COMMENTS: James Toth 4311 Home Street – Mr. Toth has an issue with parking on Home Street, between 4th and High Street, and would like to know if it can be posted “No Parking” on that side on the street. Chief McCulloch said there is a process that needs to be followed before putting up a sign, including a traffic study.  June 17, 2025 8918 Jim Jasinski 4100 Home Street – Mr. Jasinski told Mr. Moses that he is doing a great job. Mr. Moses thanked Mr. Jasinski. Mr. Jasinski asked Mayor Kelly if anyone has applied for a Permit to light off Fireworks for the upcoming holiday. Mr. Jasinski added that in recent years they have had an issue with fireworks going off at all hours of the night. Mayor Kelly replied that the law states that you cannot light fireworks between the hours of 10pm and 10am except on July 2nd, 3rd, 4th and December 31st which is until 1am. Mr. Jasinski asked if anyone applied for a permit to sell the fireworks. Mr. Anthony replied yes. Mr. Jasinski asked if the Borough limits what these companies or individuals can sell. Chief McCulloch added that we follow Pennsylvania State Law as directed. Mr. Jasinski asked Mr. Kamauf asked if he could investigate the sewer at the bottom of Duquesne Avenue near the intersection of Homestead Duquesne Road that backs up every time it rains and in the winter it freezes over. Mr. Kamauf said that the Borough is looking into it and that the sewer in question is on Private Property. Mr. Jasinski asked if Outlook Drive is going to be paved. Mr. Kamauf replied that it is not on our current list as there is a water problem that is being addressed due to a natural spring underneath. Mr. Jasinksi asked if there is an update on the Locust Grove project. Mr. Anthony replied that they pulled their permits. Mr. Jasinski asked if there was any word on the Rite Aid building. Mayor Kelly said he has had preliminary conversations with Giant Eagle about putting GetGo with no gas in that location and also talks with Sheetz for a full-service station. Mr. Jasinksi asked if the electric garbage truck is in service. Mr. Kamauf answered that the Borough is still waiting for the truck to be finished.  June 17, 2025 8919 Mr. Jasinski asked if Mr. Davis heard about the issues that the City of Pittsburgh is having with their electric trucks, where they purchased six and have not used three of them due to issues with the trucks. Mr. Kamauf replied that we are only getting one to see if it works for the Borough. ADJOURNMENT: Motion by, seconded by that the Meeting be adjourned. Meeting adjourned at 7:41 pm prevailing time.
