July 15, 2025 8920 COUNCIL OF THE BOROUGH OF WEST MIFFLIN met in regular session in the Municipal Building Council Chambers on Tuesday, July 15, 2025 at 6:30 p.m. prevailing time with President Scott Stephenson presiding. ROLL CALL: Topolnak Present Davis Present Santoro Present Olaz Absent Kostelnik Present Moses Absent Stephenson Absent Four members present. Mayor Kelly present via telephone. CITIZEN COMMENTS ON AGENDA ITEMS: Jim Jasinski 4100 Home Street – Mr. Jasinski asked if council if there has been any discussion about giving Mr. Kamauf a 10-year contract as Borough Manager. Mr. Davis said he believes this is a new business, and not an unfinished business issue. Mr. Jasinski responded that it is unfinished business because he has mentioned it at prior meetings and it has not been addressed. APPROVAL OF MINUTES: Motion by Topolnak, seconded by Santoro that the minutes of the June 17, 2025 Council Meeting be approved. Roll Call: Seven ayes, no nays. Motion carried. AGENDA ITEMS:  July 15, 2025 8921 A. Motion to approve the decommission and send to auction Public Works Vehicle D2 – 1995 Mack Truck Vin# 1M2P288C0SM09077. Motion by Kostelnik, seconded by Topolnak. Roll Call: Four ayes, zero nays. Motion carried. B. Motion to approve the decommission and send to auction Public Works Vehicle D6 – 1005 Mack Truck Vin# 1M2p288CZSM019078. Motion by Kostelnik, seconded by Topolnak. Roll Call: Four ayes, zero nays. Motion to approve the advertising for a Public Hearing to be held for a Conditional Use for the Drive Thru on the New Construction of the Long John Silvers located at 2220 Lebanon Church Road. Motion by Santoro, seconded by Kostelnik Roll Call: Four ayes, zero nays. Motion carried. DEPARTMENTAL REPORTS: Community Development…………………………………………………...Walter B. Anthony Mr. Anthony read the Community Development Report for the Month of June 2025. Mr. Anthony said that two ordinances were sent to the Planning Commission, for Short Term Rentals and Solicitation. Ms. Santoro asked if citations have been issued for garbage and high grass on Commonwealth. Mr. Anthony replied that citations have been issued, but court dates are scheduled for August. Police…………………………………………………………….…...Chief Gregory McCulloch Chief McCulloch read the Police Report for the Month of June 2025. Chief McCulloch included in his report to council a suggested 12-hour hybrid schedule for the Police Department and would like it to be reviewed. Mr. Kostelnik asked if the Union Contract is up next year. Solicitor DiLucente stated that this matter should be discussed at a different time. .  July 15, 2025 8922 Public Works……………………………………………………………….…Richard Marecic Mr. Marecic read the Public Works Report for the Month of June 2025. Mr. Topolnak asked how the Tractor works after replacing the arm and how often is it used. Mr. Marecic replied that the tractor is used 2-3 days a week as long as it is not raining. Mr. Davis asked how the dumpsters at public works looked and if anyone was interested in the watchman position. Mr. Marecic said it was a big mess this week but it doesn’t take much time to clean up. Mr. Marecic added that we would need a fence around it to completely prevent it. Mayor Kelly asked how Mr. Marecic feels about adding more dumpsters. Mr. Kamauf responded that having more dumpsters would only encourage contractors dumping, when it should be for residents only. EMS……………………………………………………………………Deputy Chief McCaffrey Mr. McCaffery read the EMS Report for the month of June 2025. Mr. McCaffery stated there were no delays in responses during the nationwide 911 outage. REPORT OF THE MAYOR: Mayor Kelly passed on his report for the month of June 2025 due to being in the hospital. Mayor Kelly will have a report at next month’s meeting. REPORT OF THE SOLICITOR: Solicitor DiLucente had nothing to report for the month of June 2025. REPORT OF THE ENGINEER: Mr. Elyes read the Engineer’s report for June 2025.  July 15, 2025 8923 REPORT OF THE BOROUGH MANAGER: Mr. Kamauf read the Finance Report for the month of June 2025. PAYMENT OF BILLS: Motion by Santoro, seconded by Kostelnik that all bills properly approved by the Finance Committee be paid. Roll Call: Four ayes, no nays. Motion carried. NEW BUSINESS: No new business to be reported. CITIZENS COMMENTS: Christine Shark 1952 Parkside Drive – Ms. Shark came to the council meeting to ask for help regarding property taxes. Solicitor DiLucente said that they are unable to give legal advice, but to reach out to County Councilman Bob Masey. Jim Jasinski 4100 Home Street – Mr. Jasinski asked again if the council would consider a 10- year contract for the Borough Manager. Mr. Davis said that the budget meeting is coming up. Mr. Jasinski asked if someone from public works is able to clean up the intersection of Bellwood and Homestead Duquesne Road. Mr. Kamauf said that the street sweeper is done but he will have someone look at it. ADJOURNMENT: Motion by Olasz, seconded by Santoro that the Meeting be adjourned.
