The regular meeting of the Mayor and Council was held in the Council room of West
Point City Hall January 9, 2017 at 6:00 P.M. with Pro-Tem Steven M. Tramell presiding.

Mayor Pro-Tem Tramell called Captain Guy Nickum Jr. with the Salvation Army for
opening prayer.
Boy Scout, Joel Fanning led the Pledge of allegiance.
Mayor Pro-Tem Steven Tramell thanked Harris County Commissioner Jim Wood and
Troup County Commissioner Lewis Davis for their continue support and for their interest
in attending the City of West Point council meetings.
Mayor Pro-Tem Tramell called the meeting of the Mayor and City Council to order and
welcomed everyone.
MINUTES
Mayor Pro-Tem Tramell asked for a motion to approve the minutes from the December
12, 2016 regular meeting. Councilmember Gloria R. Marshall made said motion and was
seconded by Councilmember Sandra Thornton; the minutes were approved
unanimously without change.
FINANCIAL REPORT
Councilmember Gerald W. Ledbetter presented the December financial report with the
January cash position and forecast and made a motion to accept the report; motion
seconded by Councilmember Joseph R. Downs III and passed unanimously.

AGENDA
Mayor Pro-Tem asked for a motion to approve the agenda. Councilmember Gerald W.
Ledbetter made said motion and seconded by Councilmember Joseph R. Downs and
passed unanimously.
RECOGNIZE CAPTAIN GUY NICKUM AND CAPTAIN MONICA NICKUM
WITH THE SALVATION ARMY
Mayor Pro-Tem Steven Tramell and Councilmember Sandra Thornton presented Captain
Monica Nickum and Captain Guy Nickum, Jr. Corps Officers with the Salvation Army
with a plaque expressing sincere appreciation for their leadership, dedication and support
of our citizens and community. Councilmember Sandra Thornton also thanked them for
the work and support they gave toward the youth the City of West Point Youth Program.
APPOINTMENT CITY OFFICERS
Councilmember Gloria R. Marshall made a motion to appoint Wesley Leonard as
Municipal Court Judge. The motion was seconded by Councilmember Benjamin F.
Wilcox; passed unanimously.
Councilmember Sandra Thornton made a motion to appoint Kenneth S. Rearden as City
Recorder Pro-Tem. The motion was seconded by Councilmember Gerald W. Ledbetter;
passed unanimously.
Councilmember Gerald W. Ledbetter made a motion to appoint a Mark Carlton as
Prosecuting Attorney. The motion was seconded by Councilmember Joseph R. Downs
III; passed unanimously.
Councilmember Gerald W. Ledbetter made a motion to appoint Jeffery M. Todd as
Assistant Prosecuting Attorney. The motion was seconded by Councilmember Sandra
Thornton; passed unanimously.
Councilmember Joseph R. Downs III made a motion to appoint Jeffery M. Todd as City
Attorney. The motion was seconded by Councilmember Gloria R. Marshall; passed
unanimously.
Councilmember Benjamin F. Wilcox made a motion to appoint Luther Jones as Public
Defender. The motion was seconded by Councilmember Gloria R. Marshall; passed
unanimously.

SWEARING IN OF ELECTED OF ELECTED CITY OFFICERS
Mayor Pro-Tem Steven Tramell administered the oath of office to City Attorney and
Assistant prosecuting Attorney Jeffery M. Todd.
City Attorney Jeffery M. Todd administered the oath of office to Municipal Court Judge
Wesley Leonard, City Recorder Pro-Tem Kenneth S. Rearden, and Prosecuting Attorney
Mark Carlton.
2016 BUDGET AMENDMENT
Mayor Pro-Tem Tramell asked for a motion to pass a resolution to amend the City of
West Point 2016 Budget to reflect the actual total revenues and expenditures at the end of
fiscal year 2016. Councilmember Sandra Thornton made said motion and the motion was
seconded by Councilmember Gerald W. Ledbetter; passed unanimously.
Election Superintendent
Mayor Pro-Tem Tramell asked for a motion to appoint Troup County Board of
Election as the Election Superintendent for the 2017 City of West Point Municipal
Election. Councilmember Gerald W. Ledbetter made said motion; seconded by
Councilmember Sandra Thornton; passed unanimously.
Qualifying Fees for 2017 Municipal Election
Councilmember Benjamin F. Wilcox read a resolution in a form of a motion to set
the qualifying fees for the 2017 Municipal Election. State Law O.C.G.A. Sec. 21-2-131
requires election fees to be three percent of the total gross salary of the office paid in the
proceeding calendar year. The qualifying fee for the office of Mayor will be $153.00 and
$90.00 for Council. The motion was seconded by Councilmember Joseph R. Downs III;
passed unanimously.
Council Meeting Dates and Times
Councilmember Sandra Thornton made a motion to change the meeting time of
the City of West Point Tuesday and Thursday work session from 8:15 a.m. to 5:15 p.m.
The motion was seconded by Councilmember Gloria R. Marshall; passed unanimously.
Appointment to the West Point Development Authority Board
Councilmember Joseph R. Downs III made a motion to appoint Wiky Gladden to
a five (5) year term that will expire December 31, 2021 to the West Point Development
Authority Board. The motion was seconded by Councilmember Gerald W. Ledbetter;
passed on a 3 to 2 vote Council members Joseph R. Downs III, Gerald W. Ledbetter,

and Benjamin F. Wilcox voted Yes and Councilmember Gloria R. Marshall and
Sandra Thornton voted no.

There being no further business, the meeting was adjourned.
