Page 1 of 3 The regular meeting of the Mayor and Council was held in the Council room of West Point City Hall February 13, 2017 at 6:00 P.M. with Pro-Tem Steven M. Tramell presiding. Members Present: Members Absent: Councilmember Joseph R. Downs III Councilmember Gerald W. Ledbetter Councilmember Gloria R. Marshall Councilmember Sandra Thornton Councilmember Benjamin F. Wilcox Mayor Pro-Tem Tramell called Councilmember Gerald W. Ledbetter for opening prayer. Mayor Pro-Tem Tramell led the Pledge of allegiance. Mayor Pro-Tem Steven Tramell thanked Harris County Commissioner Jim Wood for his continue support and interest in the City by attending the council meetings. Mayor Pro-Tem Tramell called the meeting of the Mayor and City Council to order and welcomed everyone. MINUTES Mayor Pro-Tem Tramell asked for a motion to approve the minutes from the January 9, 2017 regular meeting. Councilmember Benjamin F. Wilcox made said motion and was seconded by Councilmember Sandra Thornton; the minutes were approved unanimously without change. FINANCIAL REPORT Councilmember Gerald W. Ledbetter presented the January financial report with the February cash position and forecast and made a motion to accept the report; motion seconded by Councilmember Sandra Thornton and passed unanimously. 1 Page 2 of 3 AGENDA Mayor Pro-Tem asked for a motion to approve the agenda. Councilmember Joseph R. Downs made said motion and seconded by Councilmember Gloria R. Marshall and passed unanimously.  GDOT OPTION FOR RIGHT OF WAY Mayor Pro-Tem Steven Tramell asked for a motion to sell 0.810 acre to the Georgia Department of Transportation for the purpose of constructing a passing lane along State Route 103. The City will receive $2,272.00 for the property. Councilmember Gloria R. Marshall made said motion. The motion was seconded by Councilmember Gerald W. Ledbetter; passed unanimously.  KMMG VEHICLE GRANT AGREEMENT Councilmember Joseph R. Downs III made a motion to approve a grant agreement between the City of West Point and KIA Motors Manufacturing Georgia. The grant will provide the City of West Point Fire Depart $30,0000.00 for the purchase of a 2017 Kia Sorrento EX, V6 engine, all-wheel drive, red exterior with black interior. KMMG reserves the right to service, inspect and test the vehicle. The motion was seconded by Councilmember Gerald W. Ledbetter; passed unanimously.  CONTRACT FOR ELECTION SERVICES Councilmember Sandra Thornton made a motion to contract with the Board of Elections and Registration of Troup County to provide the City of West Point with services imposed by OCGA Section 21-2-45 to include all municipal elections for the citizens of the city. Councilmember Gerald W. Ledbetter seconded the motion; passed unanimously.  AMEND DAESOL PROJECT AGREEMENT Mayor Pro-Tem Tramell asked for a motion to amend the Daesol Project Agreement between the City of West Point, Harris County, Development Authority of Harris County, Harris County School District, Harris County Board of Tax Assessors, and Daesol Material Georgia, LLC. The amendment will allow changing the start date on the original tax abate phase 1 from January 1, 2017 to January 1, 2018 and Phase 2 from January 1, 2023 to January 1, 2014. The Company commitment dates changes from December 31, 2017 and March 31, 2018, to December 31, 2018, and March 31, 2019. The company commitment amended to change the date specified from December 31, 2022, to December 31. 2022. Councilmember Benjamin F. Wilcox made said motion; seconded by Councilmember Joseph R. Downs III; passed unanimously. 2 Page 3 of 3 OTHER Councilmember Sandra Thornton asked everyone to support the Black History Programs scheduled for this month. There will be one taking place at the Senior Citizens Center on Wednesday February 15th at 10:30 am. Ms. Tamika Davis will be the speaker and on January 23rd at 6:00 Nigel Walker from LaGrange will be the speaker at the program taking place at the West Point Gym. ADJOURN Mayor Pro-Tem Steve M. Tramell asked for a motion to adjourn. Councilmember Benjamin F. Wilcox made said motion, seconded by Councilmember Gloria R. Marshall; passed unanimously.
