The regular meeting of the Mayor and Council was held in the Council room of West
Point City Hall March 13, 2017 at 6:00 P.M. with Pro-Tem Steven M. Tramell presiding.
Members Present: Members Absent:

Mayor Pro-Tem Tramell called Councilmember Gerald W. Ledbetter for opening prayer.
Mayor Pro-Tem Tramell led the Pledge of allegiance.
Mayor Pro-Tem Steven Tramell thanked Harris County Commissioner Jim Wood for his
continue support and interest in the City by attending the council meetings.
Mayor Pro-Tem Tramell called the meeting of the Mayor and City Council to order and
welcomed everyone.
MINUTES
Mayor Pro-Tem Tramell asked for a motion to approve the minutes from the February
13, 2017 regular meeting. Councilmember Gloria R. Marshall made said motion and was
seconded by Councilmember Gerald W. Ledbetter; the minutes were approved
unanimously without change.
FINANCIAL REPORT
Councilmember Gerald W. Ledbetter presented the February financial report with the
March cash position and forecast and made a motion to accept the report; motion
seconded by Councilmember Gloria R. Marshall and passed unanimously.

AGENDA
Mayor Pro-Tem asked for a motion to approve the agenda. Councilmember Joseph R.
Downs III made said motion and seconded by Councilmember Gloria R. Marshall and
passed unanimously.
BOARD AND COMMITTEE APPOINTMENTS
Councilmember Joseph R. Downs III made a motion to appoint Dianne Davidson and
Donald Cleveland to 3- year terms on the Board of Adjustments. The motion was
seconded by Councilmember Gloria R. Marshall; passed unanimously.
Councilmember Gloria R. Marshall made a motion to appoint Marshall Sapp to a 4-year
term on the Hawkes Library Board. The motion was seconded by Councilmember Joseph
R. Downs III; passed unanimously.
Councilmember Benjamin F. Wilcox made a motion to appoint Bill Gladden to a 4-year
term on the Municipal Planning Board. The motion was seconded by Councilmember
Gerald W. Ledbetter and passed unanimously.

Councilmember Gerald W. Ledbetter made a motion to surplus

Councilmember Gloria R. Marshall seconded the motion; passed unanimously.
VILLAGES AT HARRIS CREEK
Councilmember Joseph R. Downs III made a motion to approve an intergovernmental
Agreement between Harris County, the City of West Point, and other municipalities
within Harris County for the use and distribution of proceeds from the 2014 Special
Purpose Local Option Sales Tax for capital outlay projects. The motion was seconded by
Councilmember Gerald W. Ledbetter and passed unanimously.
BUSINESS MEETING TIME
Councilmember Benjamin F. Wilcox made a motion to change all future city council
meetings from 6:00 p.m. to 5:30 p.m. The motion was seconded by Councilmember
Gloria R. Marshall and passed unanimously.
RECOGNITIONS AND PROCLAMATIONS

Mayor Pro-Tem Steven M. Tramell on behalf of the Mayor and Council read plaques and
presented them to Howard and Barbara Ruddick for their dedication, commitment and
service to the citizens of West Point. Howard and Barbara served many years as the
Chairperson for the Booker Hills Neighborhood Watch.
Police Chief Tony Bailey also presented Howard and Barbara Ruddick plaques from the
Police Department thanking them for their devoted service to the health and welfare of
the citizens of West Point.
Mayor Pro-Tem Steven M. Tramell read proclamations and presented them to Richard
Lee Chapman and George Mark Spears thanking them for their dedicated service to our
citizens and the City of West Point. Richard Chapman retired after 30 years of service in
the Water Department. George Mark Spears retired after 40 years of service in the
Electric Department. Their retirement date was March 1, 2017.
OTHER
Councilmember Gloria R. Marshall asked the Mayor and Council to keep
Councilmember Sandra Thornton in their prayers. Councilmember Thornton has recently
been hospitalized. Mayor Pro-Tem Tramell echoed the sentiments made by
Councilmember Marshall.
ADJOURN
Mayor Pro-Tem Steve M. Tramell asked for a motion to adjourn. Councilmember Joseph
R. Downs III made said motion, seconded by Councilmember Gloria R. Marshall; passed
unanimously. There being no further business, the meeting was adjourned.
