Page 1 of 3 The regular meeting of the Mayor and Council was held in the Council room of West Point City Hall April 10, 2017 at 5:30 P.M. with Pro-Tem Steven M. Tramell presiding. Members Present: Members Absent: Councilmember Joseph R. Downs III Councilmember Gloria R. Marshall Councilmember Sandra Thornton Councilmember Gerald W. Ledbetter Councilmember Benjamin F. Wilcox Mayor Pro-Tem Tramell called Rev. Leonard Autry, Pilgrim Baptist Church for opening prayer. Mayor Pro-Tem Tramell led the Pledge of allegiance. Ms. Melinda Powers and citizens of the Roper Avenue neighborhood came before the Council to thanked Mark Lott for developing the land that faces 3rd Avenue to the East and Roper Avenue to the West. She stated they lived in the Historic District but not the land Mr. Lott is developing. Ms. Powers stated the area was called Cherokee Hill because of the Cherokee Roses that grew there. Mark Lott will develop the property for housing. He will leave a lot of the trees and the natural slop. Ms. Powers stated Mr. Lott will re- plant Cherokee roses on the property. Mr. Lott and his wife Linda was in attendance. Mayor Pro-Tem Steven Tramell thanked Commissioner Lewis Davis for his continue support and interest in the City by attending the council meetings. Ms. Deedee Williams addressed the Council concerning the State Election Board’s Consent Order. After making allegations of conspiracy, and voter fraud during the November 3, 2015 election she asked the board to not accept the consent order. Mayor Pro-Tem Tramell called the meeting of the Mayor and City Council to order and welcomed everyone. 1 Page 2 of 3 MINUTES Mayor Pro-Tem Tramell asked for a motion to approve the minutes from the March 13, 2017 regular meeting. Councilmember Joseph R. Downs III made said motion and was seconded by Councilmember Sandra Thornton; the minutes were approved unanimously without change. FINANCIAL REPORT Councilmember Gerald W. Ledbetter presented the March financial report with the April cash position and forecast and made a motion to accept the report; motion seconded by Councilmember Benjamin F. Wilcox and passed unanimously. AGENDA Mayor Pro-Tem asked for a motion to approve the agenda. Councilmember Gerald W. Ledbetter made said motion and seconded by Councilmember Joseph R. Downs III and passed unanimously. STATE ELECTIONS BOARD CASES Councilmember Benjamin F. Wilcox made a motion to approve a consent order finding the City of West point $250.00 for the May, 2014 General Primary Election related to the City failure to notify Troup County Board of Elections that property was de-annexed from the City of West Point resulting in an elector placed in the wrong polling precinct and $800.00 for the November, 2015 City of West Point General election related to not all DRE results were properly placed at the front door of the polling station immediately after polls closed; failure to send explanatory letters to two individuals who completed provisional ballots but whose ballots were not counted due to not being registered in the City of West Point and DRE units placed in the end election status before the close of polls. None of the findings impacted the outcome of the election. The motion was seconded by Councilmember Joseph R. Downs III; passed on a 4 to 1 vote Councilmember Sandra Thornton voted no. CONSTRUCTION SPECIFICATIONS FOR WATER SYSTEM Councilmember Joseph R. Downs III made a motion to Amend the Construction Specifications for Water System that require contractors to submit drawing in paper format, CAD format, and GPS shape file format and also include Meuller EX-Meter Setter boxes. The motion was seconded by Councilmember Sandra Thornton; passed unanimously. 2 Page 3 of 3 PROCLAMATION FOR VALLEY HAVEN SCHOOL/HBR Mayor Pro-Tem Tramell read a proclamation naming the week of April 30th through May 6th, 2017 as Hike/Bike/Run Week in the City of West Point. Mayor Pro Tem Tramell presented the proclamation to Donald Cleveland. He thanked the Mayor and Council for their support. OTHER No other business. ADJOURN Mayor Pro-Tem Steve M. Tramell asked for a motion to adjourn. Councilmember Joseph R. Downs III made said motion, seconded by Councilmember Sandra Thornton; passed unanimously.
