Special Call meeting of the Mayor and Council was held in the Council room of West
Point City Hall July 25, 2017 at 5:30 P.M. with Pro-Tem Steven M. Tramell presiding.

Special Call Meeting
Mayor Pro-Tem Steve Tramell called the meeting to order and proceeded with the
agenda. Mayor Pro-Tem stated the purpose of the meeting was to consider SPLOST
MOU and Point University Bond Issue.
Councilmember Joseph R. Downs III made a motion to approve the SPLOST
Memorandum of Understanding. The motion was seconded by Councilmember Benjamin
F. Wilcox; passed unanimously
Councilmember Joseph R. Downs III made a motion to approve the issuance of
$26,000,000 Industrial Development revenue bonds. Point University is requesting the
bonds for financing the cost of acquisition, construction, installation and equipping of a
student housing facility to be located at 301 W 10th Street in the City of West Point. The
motion was seconded by Councilmember Gerald W. Ledbetter; passed unanimously.
Councilmember Joseph R. Downs III made a motion to enter into Executive Session to
discuss the acquisition of land. The motion was seconded by Councilmember Gerald W.
Ledbetter; passed unanimously
Mayor Pro-Tem asked for a motion for the City of West Point to purchase property
located 1102 Avenue D, parcel number 0943D006003 to be used for recreation purposes.
Councilmember Joseph R. Downs made said motion; seconded by Councilmember
Sandra Thornton; passed unanimously

Other
Councilmember Sandra Thornton asked Commissioner Lewis Davis to look into the
reassessment of some properties in West Point. He stated if some properties were
reassessed and the property owner doesn’t agree with the assessment, he has a right to
appeal.

Mayor Pro-Tem Steve M. Tramell asked for a motion to adjourn. Councilmember Gerald
W. Ledbetter made said motion, seconded by Councilmember Benjamin F. Wilcox;
passed unanimously.
There being no further business, the meeting was adjourned.
