The regular meeting of the Mayor and Council was held in the Council room of West
Point City Hall April 9, 2018 at 5:30 P.M. with Mayor Steven M. Tramell presiding.

Mayor Tramell called Rev. Leonard Autry, Pilgrim Baptist Church, Lanett AL for
opening prayer.
Rev. Autry led the Pledge of allegiance.
Mayor Steven Tramell thanked Harris County Commissioner Jim Wood and Asst.
County Manager Eric Mosley for their continued support.
Mayor Tramell called the meeting of the Council to order and welcomed everyone.
MINUTES
Mayor Tramell asked for a motion to approve the minutes from the February 12, 2018
regular meeting. Councilmember Gloria R. Marshall made said motion and was seconded
by Councilmember Gerald W. Ledbetter; the minutes were approved unanimously
without change.
FINANCIAL REPORT
Councilmember Gerald W. Ledbetter presented the March financial report with the April
cash position and forecast and made a motion to accept the report; motion seconded by
Councilmember Joseph R. Downs III and passed unanimously.

AGENDA
Mayor Tramell asked for a motion to approve the agenda. Councilmember Joseph R.
Downs III made said motion and seconded by Councilmember Gloria R. Marshall and
passed unanimously.
PROCLAMATION FOR MR. CECIL RAMSEY
Mayor Tramell read a proclamation and presented it to Mr. Cecil Ramsey for his devoted
time, energy, talents and resources supporting the Chattahoochee Fuller Center and his
overall contributions to the Valley area.
PROCLAMATION FOR VALLEY HAVEN SCHOOL
Mayor Tramell read a proclamation naming the week of April 29th through May 5th,
2018 as Hike/Bike/Run Week in the City of West Point. Mayor Tramell presented the
proclamation to Donald Cleveland. He thanked the Mayor and Council for their support.
BOARD & COMMITTEE APPOINTMENT
Councilmember Henry Hutchinson made a motion to appoint Debra Robertson to a third
term on the West Point Historic Preservation Commission. Councilmember Gerald W.
Ledbetter seconded the motion; passed unanimously.
ELECTRIC CITIES OF GEORGIA POLE ATTACHMENT AGREEMENT
Councilmember Benjamin F. Wilcox made a motion to amend the Electric cities of
Georgia (ECG) Inter-Participant Contract. The amendment will change the cost
allocation method for the Pole Attachment Services that are provided to the City by ECG.
The current method ‘non-time based” will be phased out over a 5-year period
transitioning to an “actual hourly” method that is projected to save the city $700.00 per
year. The motion was seconded by Councilmember Joseph R. Downs III; passed
unanimously.
HARRIS COUNTY ANIMAL CONTROL AGREEMENT
Councilmember Gloria R. Marshall made a motion to approve an Intergovernmental
Agreement (IGA) between the City of West Point and Harris County. The agreement
defines the use of the Animal Control Shelter by the City including the cost for each dog,
cat, puppy or kitten, veterinarian cost, ownership, and care of animals. The motion was
seconded by Councilmember Sandra Thornton; passed unanimously.

FORWARD FUND APPLICATION
Councilmember Sandra Thornton made a motion to approve a Forward Fund Grant
Application submitted by the West Point Development Authority. The project is located
on 10th Street and will provide grading and stabilization at two locations. The projected
cost of the project is $520,000. The Council agrees to pay the total cost of the project
based on bids received for the project and actual cost. The motion was seconded by
Councilmember Gloria R. Marshall; passed unanimously.
HARRIS COUNTY SERVICE DELIVERY
Councilmember Joseph R. Downs III made a motion to approve an amendment to the
Harris County Service Delivery Strategy to allow the City of Shiloh to extend its water
lines into unincorporated Harris County. The motion was seconded by Councilmember
Benjamin F. Wilcox; passed unanimously.
OTHER
Councilmember Sandra Thornton stated the winner of the West Point Elementary School
essay contest for If I Were Mayor will be announced on April 24, 2018. Point University
English Department students will be the judges.
ADJOURN
Mayor Tramell asked for a motion to adjourn. Councilmember Gerald W. Ledbetter made
said motion and seconded by Councilmember Gloria R. Marshall; passed unanimously.
There being no further business, the meeting was adjourned.
