Page 1 of 3 The regular meeting of the Mayor and Council was held in the Council room of West Point City Hall May 14, 2018 at 5:30 P.M. with Mayor Steven M. Tramell presiding. Members Present: Members Absent: Mayor Pro-Tem Sandra Thornton Councilmember Joseph R. Downs III Councilmember Alanteo “Henry” Hutchinson Councilmember Gerald W. Ledbetter Councilmember Gloria R. Marshall Councilmember Benjamin F. Wilcox Mayor Tramell called Councilmember Gerald W. Ledbetter for opening prayer. Mayor Tramell led the Pledge of allegiance. Mayor Steven Tramell thanked Harris County Commissioner Jim Wood and Troup County Commissioner Lewis Davis for their continued support. Mayor Tramell called the meeting of the Council to order and welcomed everyone. MINUTES Mayor Tramell asked for a motion to approve the minutes from the April 9, 2018 regular meeting and the April 24, 2018 Special Called meeting. Councilmember Joseph R. Downs III made said motion and was seconded by Councilmember Sandra Thornton; the minutes were approved unanimously without change. FINANCIAL REPORT Councilmember Gerald W. Ledbetter presented the April financial report with the May cash position and forecast and made a motion to accept the report; motion seconded by Councilmember Gloria R. Marshall and passed unanimously. 1 Page 2 of 3 AGENDA Mayor Tramell asked for a motion to approve the agenda. Councilmember Gerald W. Ledbetter made said motion and seconded by Councilmember Sandra Thornton and passed unanimously. Downs III and passed unanimously. DRIVER SAFETY POLICY Councilmember Gloria R. Marshall made a motion to approve a driver safety policy that will meet insurance requirements and provide guidelines to limit property loss and injury. Councilmember Sandra Thornton seconded the motion; passed unanimously. TREE & SIDE WALK ORDINANCES Councilmember Sandra Thornton made a motion to approve two ordinances amending Chapter 17 of the City Code. The first will make certain changes to the streets and sidewalks chapter of the code and the second will add article 3 public trees. Councilmember Gloria R. Marshall seconded the motion; passed unanimously. BOARD & COMMITTEE APPOINTMENT Councilmember Benjamin W. Wilcox made a motion to appoint Monica Barber to the Hawkes Library Board. Councilmember Gerald W. Ledbetter seconded the motion; passed unanimously. Councilmember Benjamin W. Wilcox made a motion to appoint Shelia Slavich to the Hawkes Library Board. Councilmember Gerald W. Ledbetter seconded the motion; passed unanimously. 2 Page 3 of 3 Councilmember Benjamin W. Wilcox made a motion to appoint Aaron Lewis III to the Municipal Planning Board. Councilmember Gerald W. Ledbetter seconded the motion; passed unanimously. Intergovernmental Agreement for Providing Law Enforcement Services Councilmember Joseph R. Downs III made a motion to approve an Intergovernmental Agreement between the City of West Point, Troup County Sheriffs Office and the Troup County Board of Commissioners that will provide the City assistance with staffing patrol officers on two shifts. Councilmember Gloria R. Marshall seconded the motion; passed unanimously. OTHER No other business. ADJOURN Mayor Tramell asked for a motion to adjourn. Councilmember Gerald W. Ledbetter made said motion and seconded by Councilmember Gloria R. Marshall; passed unanimously.
