The regular meeting of the Mayor and Council was held in the Council room of West
Point City Hall November 12, 2018 at 5:30 P.M. with Mayor Steven M. Tramell
presiding.

Mayor Tramell called Councilmember Gerald W. Ledbetter for opening prayer, Rev.
Ledbetter gave a special prayer on this Veteran Day for all the Veteran of our Country.
Boy Scout 1st Class Eli Allen of Troop 9003 led the Pledge of allegiance.
Mayor Steven Tramell thanked Commissioner Jim Wood for attending the council
meetings.
Mayor Tramell called the meeting of the Council to order and welcomed everyone.
MINUTES
Mayor Tramell asked for a motion to approve the minutes from the October 8, 2018
regular meeting. Councilmember Sandra Thornton made said motion and was seconded
by Councilmember Benjamin F. Wilcox; the minutes were approved unanimously
without change.
FINANCIAL REPORT
Councilmember Gerald W. Ledbetter presented the October financial report with the
November cash position and forecast and made a motion to accept the report; motion
seconded by Councilmember Gloria R. Marshall and passed unanimously.

AGENDA
Mayor Tramell asked for a motion to approve the agenda. Councilmember Benjamin F.
Wilcox made said motion and seconded by Councilmember Gloria R. Marshall and
passed unanimously.
NUISANCE ABATEMENT ORDINANCE
Councilmember Sandra Thornton made a motion to amend the City Code of Ordinance to
revise and replace Article II of Chapter 5 of the code for unfit structures to meet the
requirements of State of Georgia Law. Councilmember Benjamin F. Wilcox seconded the
motion; passed unanimously.
RESOLUTION 9-1-1 CHARGE ON PREPAID WILELESS TELEPHONE
SERVICE WITHIN THE CITY OF WEST POINT
Councilmember Sandra made a motion to approve a resolution that will bring the E-9-1-1
Prepaid Wireless Telephone Service fees into compliance the House Bill 751 which was
signed into law on May 7, 2018. The motion was seconded by Councilmember Benjamin
F. Wilcox; passed unanimously.
RESOLUTION 9-1-1 CHARGE ON POSTPAID WIRELINE, WIRELESS, AND
VOICE OVER INTERNET PROTOCOL (“V.O.I.P.” TELEPHONE SERVICE
WITH THE CITY OF WEST POINT
Councilmember Benjamin F. Wilcox made a motion to approve a resolution that will
bring the E-9-1-1 Postpaid Wireline, Wireless, and Voice over Internet Protocol
(‘V.O.I.P.”) Telephone Service fees into compliance with House Bill 751 which was
signed into law on May 7, 2018. The motion was seconded by Councilmember Gerald W.
Ledbetter; passed unanimously.
PERSONNEL REVIEW BOARD
Councilmember Henry Hutchinson made a motion to fill three positions on the personnel
review board by appointing Trudye Johnson, Andy Andrews, and Karen Cagle to each
serve a 2-year term. The motion was seconded by Councilmember Sandra Thornton;
passed unanimously.
RETIREMENT PROCLAMATION FOR YVONNE MCCLELLAN
Mayor Tramell read a proclamation and presented it to Yvonne McClellan thanking her
for eleven years of service. Yvonne McClellan is retiring December 1, 2018. Yvonne was
hired on May 7, 2007 as a Communication Officer.

RECOGNIZE CITY EMPLOYEE SERVICE AWARD RECIPIENTS
Mayor Tramell recognized the following employees for their years of service Tomarcus
“Tony” Gilliam for 25 years in the Public Works Department, Bradley Walker 15 years
in the Fire Department, Wanda “Dodie” Thompson and Paulette Huguley for 5 years as a
Communication Officers, Roman Chris Ramseur for 5 years as a Police Officer, Joshua
Kirby and Brandon Ashford for 5 years in the Fire Department. The Mayor and Council
thanked the employees for their service to the City and the Community.
OTHER
Councilmember Sandra Thornton asked for someone to adopt the last two Angels for the
Salvation Army Christmas Drive. The sponsor will provide Christmas toys and other
presents for children at Christmas. The event is hosted by the Salvation Army.
Councilmember Thornton offered congratulations to Councilmember Gerald W.
Ledbetter. His son will be married on Saturday.
Mayor Tramell stated the Downtown Merchants will host a Thanksgiving Dinner on
Thursday November 22, 2018 (Thanksgiving Day) for needy families on the corner of
10th Street and MLK beginning at 10:30.

Mayor Tramell asked for a motion to adjourn. Councilmember Gerald W. Ledbetter made
said motion and seconded by Councilmember Gloria R. Marshall; passed unanimously.
There being no further business, the meeting was adjourned.
