Page 1 of 3 The regular meeting of the Mayor and Council was held in the Council room of West Point City Hall February 11, 2019 at 5:30 P.M. with Mayor Steven M. Tramell presiding. Members Present: Members Absent: Mayor Pro-Tempore Joseph R. Downs III Councilmember Alanteo “Henry” Hutchinson Councilmember Gerald W. Ledbetter Councilmember Gloria R. Marshall Councilmember Sandra Thornton Mayor Tramell called Rev. Terry Hill, West Side Baptist Church Lanett AL for opening prayer. Fire Chief Milton Smith led the Pledge of allegiance. County Commissioner Lewis Davis announced the Troup County Commissioners will have the State of the County Address on Thursday February 21st at the Gray Hill Community Center. He asked the Mayor and Council to attend. Mayor Tramell thanked Commissioner Davis for the invitation and for his continued support. Mayor Tramell called the meeting of the Council to order and welcomed everyone. MINUTES Mayor Tramell asked for a motion to approve the minutes from the January 14, 2018 regular meeting. Councilmember Sandra Thornton made said motion and was seconded by Councilmember Joseph R. Downs III; the minutes were approved unanimously without change. FINANCIAL REPORT Mayor Pro-Tempore Joseph R. Downs III presented the January financial report with the February cash position and forecast and made a motion to accept the report; motion seconded by Councilmember Gloria R. Marshall and passed unanimously. 1 Page 2 of 3 AGENDA Mayor Tramell asked for a motion to approve the agenda. Councilmember Sandra Thornton made said motion and seconded by Councilmember Gloria R. Marshall and passed unanimously.  Avenue E Lending Library Councilmember Gloria R. Marshall made a motion to approve the Lending Library/Pantry to be located on the city right of way at 804 Avenue E. Mrs. Amanda James will assume the cost to build, install, and maintain the structure. The structure will be used as a community project that will benefit West Point residents. The motion was seconded by Councilmember Gerald W. Ledbetter; passed unanimously  Amendments to Personnel Policy Councilmember Sandra Thornton made a motion to approve the amendments to the personnel policy which include Sections 4.3 Demotions, 4.4 Promotions, 5.9 Vehicles, 9.0, Grievance and 9.1 Appeals as recommended by staff. The aments to the City Personnel Policy will allow employees to transfer or be promoted after six (6) months instead of the current 12 months from date of hire. Remove the limit on mileage to home with the approval of the City Manager, Under the Grievance 9.04 the days for submission of documents or meeting schedules will be changed from five (5) business days to fifteen (15). Under Appeals 9.1.6 All days for submission of documents or meeting schedules will be changed from five (5) days to fifteen (15). Remove and Replace 9.1.10 with hearing officer. The motion was seconded by Councilmember Gloria R. Marshall; passed unanimously  Electric Cities of Georgia (ECG) Participant Agreement Amendment Councilmember Gerald W. Ledbetter made a motion to approve the amendment to the City of West Point and Electric Cities of Georgia contract. The agreement will allow Electric Cities to pass the individual cost including PAS Annual cost that primarily benefit only one PAS participant, the cost of permit review, inspections, make ready engineering, inventories or other similar work which costs cannot be passed through the requesting attacher per the terms of the applicable Joint Use or Pole Attachment Agreement. Councilmember Sandra Thornton seconded the motion; passed unanimously Purchase of Property Councilmember Henry Hutchinson made a motion to approve the purchase of property between David Edward James and the City of West Point. 0.049 acres located at 1508 US Hwy 29 in the City of West Point, Troup County, Georgia. The purchase Price is Eighty- five Thousand Dollars (85,000.00). The motion was seconded by Councilmember Joseph R. Downs III; passed unanimously 2 Page 3 of 3 OTHER Councilmember Sandra Thornton asked everyone to attend the Black History Program on February 26, 2019 that will be held at the West Point Gym. Councilmember Sandra Thornton. Also, K.J.N.G., Inc will have a Mother-Son Banquet on February 16, 2019 at the Virginia Cook Center beginning at 4:00 p.m. The event is free and Dr. David Green with the Cancer Treatment Centers of America will be the guest speaker. ADJOURN Mayor Tramell asked for a motion to adjourn. Councilmember Joseph R. Downs III made said motion and seconded by Councilmember Gerald W. Ledbetter; passed unanimously.
