Page 1 of 3 The regular meeting of the Mayor and Council was held in the Council room of West Point City Hall March 11, 2019 at 5:30 P.M. with Mayor Steven M. Tramell presiding. Members Present: Members Absent: Mayor Pro-Tempore Joseph R. Downs III Councilmember Gloria R. Marshall Councilmember Alanteo “Henry” Hutchinson Councilmember Gerald W. Ledbetter Councilmember Sandra Thornton Mayor Tramell called Councilmember Gerald W. Ledbetter for opening prayer. Mayor Steve Tramell lead the Pledge of allegiance. Mayor Tramell called the meeting of the Council to order and welcomed everyone. MINUTES Mayor Tramell asked for a motion to approve the minutes from the February 11, 2018 regular meeting. Councilmember Sandra Thornton made said motion and was seconded by Councilmember Joseph R. Downs III; the minutes were approved unanimously without change. FINANCIAL REPORT Mayor Pro-Tempore Joseph R. Downs III presented the February financial report with the March cash position and forecast and made a motion to accept the report; motion seconded by Councilmember Gerald W. Ledbetter and passed unanimously. AGENDA Mayor Tramell asked for a motion to approve the agenda. Councilmember Gerald W. Ledbetter made said motion and seconded by Councilmember Joseph R. Downs III and passed unanimously.  Board and Committee Appointments 1 Page 2 of 3 Councilmember Henry Hutchinson made a motion to appoint Debra Robertson and Larry Duncan to a 4-year term on the Hawkes Library Board. The motion was seconded by Councilmember Gerald W. Ledbetter; passed unanimously. Councilmember Gerald W. Ledbetter made a motion to appoint Trudye Johnson and Kevin Patrick to a 4-year term on the Municipal Planning Board. The motion was seconded by Councilmember Joseph R. Downs III; passed unanimously. Councilmember Sandra Thornton made a motion to appoint Gerald W. Ledbetter to a 3- year term on the Keep Troup Beautiful Board. The motion was seconded by Councilmember Joseph R. Downs III; passed unanimously.  Harris County Inmate Work Agreement Councilmember Sandra Thornton made a motion to authorize the Mayor and City Manager to finalize an agreement between the City of West Point and the Harris County Board of Commissioners. Harris County will provide (1) work detail crew up to (8) eight inmates and one correctional officer that will assist the City of West Point with facilities maintenance, trash pick-up, grass cutting and minor maintenance. The crew will be assigned to the public works department. The agreement covers the cost of the correctional officer and $10.00 per day per inmate. The motion was seconded by Councilmember Joseph R. Downs III; passed unanimously  Troup County Hazard Mitigation Plan Councilmember Joseph R. Downs III made a motion to approve the Troup County Hazard Mitigation Plan as presented by Lux Mitigation and Planning Corporation and approved by the Federal and Georgia Emergency Management Agencies. The motion was seconded by Councilmember Sandra Thornton; passed unanimously  Sewer Ordinance Amendment Councilmember Henry Hutchinson made a motion to amend the Sewer Ordinance in the City of West Point Code of Ordinance. The amendment will make changes the Chapter 13 section 13-36 to modify certain standards of water to be admitted into the public sewer system; to provide for a surcharge and to repeal conflicting ordinances. Councilmember Joseph R. Downs III seconded the motion; passed unanimously OTHER 2 Page 3 of 3 ADJOURN Mayor Tramell asked for a motion to adjourn. Councilmember Joseph R. Downs III made said motion and seconded by Councilmember Sandra Thornton; passed unanimously.
