Page 1 of 3 The regular meeting of the Mayor and Council was held in the Council room of West Point City Hall June 10, 2019 at 5:30 P.M. with Mayor Steven M. Tramell presiding. Members Present: Members Absent: Councilmember Gerald W. Ledbetter Mayor Pro-Tempore Joseph R. Downs III Councilmember Gloria R. Marshall Councilmember “Henry” Hutchinson Councilmember Sandra Thornton Councilmember Deedee Williams Mayor Tramell called Councilmember Gerald W. Ledbetter for opening prayer. Mayor Tramell led the Pledge of allegiance. Mayor Tramell called the meeting of the Council to order and welcomed everyone. PUBLIC COMMENTS Councilmember Deedee Williams asked that the statement she made in the work session meeting on June 6, 2019 be made a part of this business meeting minutes. Councilmember Deedee Williams stated she accepted the appointment to serve on the City Council because of her love of the City. She told the City Attorney and City Clerk when she was appointed that she would not accept any payment for her service as long as she is an employee of the State of Georgia. She also stated if necessary, she could provide the written statement for the record. MINUTES Mayor Tramell asked for a motion to approve the minutes from the April 8, 2019 regular meeting. Councilmember Gerald W. Ledbetter made said motion and was seconded by Councilmember Gloria R. Marshall; the minutes were approved unanimously without change. FINANCIAL REPORT Councilmember Gerald W. Ledbetter presented the May financial report with the June cash position and forecast and made a motion to accept the report; motion seconded by Councilmember Gloria R. Marshall and passed unanimously. 1 Page 2 of 3 AGENDA Mayor Tramell asked for a motion to approve the agenda. Councilmember Sandra Thornton made said motion and seconded by Councilmember Gloria R. Marshall and passed unanimously.  ROBYN UNDERWOOD, 2018 AUDIT J. Robyn Underwood, CPA presented the Mayor and Council with 2018 City of West Point Financial Audit. She stated the City of West Point total Revenues $19,860 thousand and the total Expenses were $17 million. The General Fund increased $278,346 due to an increase in revenues. Enterprise funds had a combined surplus of $1,137,679 after operating transfers to the General Fund of $847,084. The water and sewer revenues continue to increase upon completion of the pollution control plant and water line installations. The Gas Fund revenues continue to increase with the prior line and meter installation. She stated the City continues to be in a sound financial position and commended the City on the financial decisions that was made to improve the quality of its resident’s well-being.  SURPLUS CITY VEHICLE, 2007 FORD F-150 Councilmember Gerald W. Ledbetter made a motion to surplus a 2017 Ford F-150 4x4 truck. The vehicle will be listed on GovDeals.com. Councilmember Gloria R. Marshall seconded the motion; passed unanimously.  HARRIS COUNTY SERVICE DELIVERY STRATEGY Councilmember Gloria R. Marshall made a motion to amend the Harris County Service Delivery Strategy to include Neighborhood Revitalization. By including Neighborhood Revitalization cities in Harris County will meet the requirements of the Department of Community Affairs. The cities will be eligible for a variety of state and federal neighborhood revitalization programs. The motion was seconded by Councilmember Sandra Thornton; passed unanimously.  HOUSE BILL 302 Councilmember Sandra Thornton made a motion to approve a resolution opposing House Bill 302 (2019 legislative session). The house bill would prohibit local governments from regulating ‘building design elements’ in single or double family dwellings, which could negatively impact economic development efforts and harm competitiveness. The motion was seconded by Councilmember Gerald W. Ledbetter; passed unanimously 2 Page 3 of 3  BOARD AND COMMITTEE APPOINTMENTS Councilmember Deedee Williams made a motion to appoint Henry Hutchinson to the Troup County Parks and Recreation Commission. The motion was seconded by Councilmember Gerald W. Ledbetter; passed unanimously OTHER Mayor Steve Tramell stated their will be a Special Called meeting on Monday, June 17, 2019 at 5:30 p.m. The meeting will be to discuss the West Point Development Authority Forward Fund Request. The work sessions schedule for June 25, 2019, July 4, 2019 and Business Meeting July 8, 2019 will be canceled. ADJOURN Mayor Tramell asked for a motion to adjourn. Councilmember Gerald W. Ledbetter made said motion and seconded by Councilmember Gloria R. Marshall; passed unanimously.
