Page 1 of 2 Special Called meeting of the Mayor and Council was held in the Council room of West Point City Hall June 17, 2019 at 5:30 P.M. with Mayor Steven M. Tramell presiding. Members Present: Members Absent: Mayor Pro-Tem Joseph R. Downs III Councilmember Alanteo “Henry” Hutchinson Councilmember Gloria R. Marshall Councilmember Gerald W. Ledbetter Councilmember Sandra Thornton Councilmember Deedee Williams Special Call Meeting Mayor Steve Tramell called the meeting to order and asked for a motion to approve the agenda. Councilmember Gloria R. Marshall made said motion; seconded by Councilmember Sandra Thornton; passed unanimously. Mayor Tramell stated the purpose of the meeting was to consider the request made by the West Point Development Authority for $80,000 from the Forward Fund to be used toward the purchase of the delipidated property on 9th Street. Councilmember Gloria R. Marshall made a motion to approve the request made by the West Point Development Authority to provide $80,000 from the Forward Fund to be used toward the purchase of the property located on 9th Street. The motion was seconded by Councilmember Gerald W. Ledbetter; during the discussion, Councilmember Deedee Williams asked what the vision for the property was and why attention wasn’t on the property when the other disburses were made. City Manager Ed Moon stated the purpose was to develop the 10th Street corridor. Mayor Tramell stated the Development Authority has been trying to get possession of the property for several years. Councilmember Sandra Thornton asked if the Development Authority had the funds to purchase the property without the Forward Fund. City Manager Ed Moon stated based on the financial statement they did. The question was asked why the Development Authority was making the request from the City if they had the funds. Councilmember Henry Hutchinson stated he still had concerns about the funds being depleted and the use. Mayor Tramell stated he did not want someone to purchase the property and bring them up to the minimum requirements by law and have our residents living in those conditions. After the lengthy discussion, Mayor Tramell called for a vote. The motion failed on a 2 to 4 vote. Mayor Steve Tramell and Councilmember Gerald W. Ledbetter voted 1 Page 2 of 2 YES. Councilmember’s Henry Hutchinson, Gloria R. Marshall, Sandra Thornton and Deedee Williams voted NO. Councilmember Joseph R. Downs III abstained. Other ADJOURN Mayor Steve M. Tramell asked for a motion to adjourn. Councilmember Sandra Thornton made said motion, seconded by Councilmember Joseph R. Downs III; passed unanimously.
