The regular meeting of the Mayor and Council was held in the Council room of West
Point City Hall October 14, 2019 at 5:30 P.M. with Mayor Steven M. Tramell presiding.

Mayor Tramell called Councilmember Gerald W. Ledbetter and Evangelist Stephanie
Davenport, Associate Pastor, Bethlehem Baptist Church for opening prayer.
Fire Chief Milton Smith led the Pledge of allegiance.
Mayor Tramell called the meeting of the Council to order and welcomed everyone.
MINUTES
Mayor Tramell asked for a motion to approve the minutes from the September 9, 2019
regular meeting. Councilmember Gloria R. Marshall made said motion; seconded by
Councilmember Joseph R. Downs III; approved unanimously without change.
FINANCIAL REPORT
Councilmember Joseph R. Downs III presented the August financial report with the
September cash position and forecast and made a motion to accept the report; motion
seconded by Councilmember Gerald W. Ledbetter and passed unanimously.
AGENDA
Mayor Tramell asked for a motion to approve the agenda. Councilmember Sandra
Thornton made said motion and seconded by Councilmember Gloria R. Marshall and
passed unanimously.

PROCLAMATION FOR NATIONAL MAMMOGRAPHY AWARENESS
DAY
Mayor Steve Tramell read a proclamation and presented it to the Lambda Zeta Omega
Chapter of Alpha Kappa Alpha Sorority, Inc in Lanett Alabama for their work and
support of the National Breast Cancer Awareness month. Members, Emily Thomas
Williams, Glenda Brassfield, Mary Banks, Etta Billingslea, and Councilmember Sandra
Thornton accepted the proclamation.
REVOLVING LOAN FUND APPLICATION
Councilmember Gerald W. Ledbetter made a motion to approve a Revolving Loan Fund
application for Michael and Kesha Coniglio for the purchase and renovation of property
located at 709 4th Avenue downtown West Point. The application meets the requirements
of the RLF Policy and Procedure and will create jobs. The loan of $170,000 will be
financed at 2% interest for 15-years and the loan administration and servicing will be
conducted by city staff. The motion was seconded by Councilmember Sandra Thornton;
passed 5-0 vote Councilmember Deedee Williams abstained citing the information
she received over the weekend raised more questions than it answered.
INTERGOVERNMENTAL CONTRACT REGARDING UTILITY
SERVICES
Councilmember Gloria R. Marshall made a motion to approve an amendment to a utility
services contract between the City of West Point and the City of LaGrange. The
amendment will remove the requirement that West Point water and sewer customers in
certain areas are required to take natural gas from the City of LaGrange. The motion was
seconded by Councilmember Gerald W. Ledbetter; passed unanimously
MOBIS MEMORANDUM OF UNDERSTANDING
Councilmember Deedee Williams made a motion to approve Memorandum of
Understanding with Mobis Alabama LLC. The project represents an $11,385,000
investment in the West Point Mobis Facility. The company will employ an additional 40
employees by December 2024 and retain 690 employees for a total employment of 730.
Councilmember Gloria R. Marshall seconded the motion; passed on a 5-0 vote.
Councilmember Henry Hutchinson abstained citing conflict of interest.
Councilmember Hutchinson is employed with Mobis Alabama LLC.
OTHER
Mayor Tramell stated applications will be taken on Monday, October 21, 2019 from
10:00 am until 6:00 p.m. at the Virginia Cook Activity Center 806 MLK Drive, West
Point, GA for those wishing to receive assistance from the Salvation Army this Christmas
with children’s gifts. Picture ID and proof of residency are required.

Councilmember Deedee Williams stated there will be a political form for the candidates
seeking the three Council seats tomorrow October 15, 2019 beginning at 11:00 am at the
Active Life Center on OG Skinner Drive. She invited everyone to attend.
Mayor Steve Tramell read a card from Zelma Brock thanking the Mayor and Council for
participating in the Senior Prom.
Councilmember Gloria thanked the Mayor and Council for wearing pink in honor of
Councilmember Sandra Thornton a breast cancer survivor.

Mayor Tramell asked for a motion to adjourn. Councilmember Joseph R. Downs III made
said motion and seconded by Councilmember Sandra Thornton; passed unanimously.
There being no further business, the meeting was adjourned.
