Page 1 of 2 The regular meeting of the Mayor and Council was held in the Council room of West Point City Hall December 9, 2019 at 5:30 P.M. with Mayor Steven M. Tramell presiding. Members Present: Members Absent: Mayor Pro-Tempore Joseph R. Downs III Councilmember Henry Hutchinson Councilmember Gerald W. Ledbetter Councilmember Gloria R. Marshall Councilmember Sandra Thornton Councilmember Deedee Williams Mayor Tramell called Councilmember Gerald W. Ledbetter for opening prayer. Fire Chief Milton Smith led the Pledge of allegiance. Mayor Tramell called the meeting of the Council to order and welcomed everyone. MINUTES Mayor Tramell asked for a motion to approve the minutes from the October 14, 2019 regular meeting. Councilmember Gerald W. Ledbetter made said motion; seconded by Councilmember Sandra Thornton; approved unanimously without change. FINANCIAL REPORT Councilmember Joseph R. Downs III presented the November financial report with the December cash position and forecast and made a motion to accept the report; motion seconded by Councilmember Gloria R. Marshall and passed unanimously. AGENDA Mayor Tramell asked for a motion to approve the agenda. Councilmember Gerald W. Ledbetter made said motion and seconded by Councilmember Joseph R. Downs III and passed unanimously. 1 Page 2 of 2  2020 PROPOSED BUDGET Mayor Tramell asked for a motion to adopt the 2020 City of West Point Budget. Mayor Tramell stated there were two public hearing and three work session for the 2020 Proposed Budget. One key element of the 2020 Proposed Budget will include 2% COLA. There will be no Water, Sewer, Electric, or Gas rate increases. There will be an increase in the cost of trash pickup from $4.32 to $5.00 per month. Total budget will be $19,367,071 million dollars. Which includes General Government $6,115,264, Communications 911 $332,780.00, Sanitation $526,900, Electric $6,354,000, Water & Sewer $3,689,127, Natural Gas 1,430,700 and SPLOST $918,300. Councilmember Gerald W. Ledbetter made said motion; seconded by Councilmember Sandra Thornton; passed unanimously. OTHER Mayor Tramell stated the Valley Wide Christmas Parade will be Thursday, December 12. 2019 at 6:00p.m. The Senior Citizen Christmas Dinner will be Tuesday, December 17, 2019 at noon at the Active Life Center. Councilmember Sandra thanked Johnny’s Pizza for allowing the Salvation Army Bell Ringing in front of their business. She also reported bagging the toys for the Salvation Army will be on Friday, December 13, 2019 beginning at 10:30 am at the Beechwood building in LaGrange. ADJOURN Mayor Tramell asked for a motion to adjourn. Councilmember Gloria R. Marshall made said motion and seconded by Councilmember Sandra Thornton; passed unanimously.
