City of West Point Regular Council Meeting Minutes Monday, August 10, 2020 @ 5:30 PM Via teleconference The regular meeting of the Mayor and Council was held by Teleconference August 10, 2020 at 5:30 P.M. with Mayor Steven M. Tramell presiding. Members Participated: Members Non-Participate: Mayor Pro-Tempore Henry Hutchinson Councilmember Joseph R. Downs III Councilmember Gloria R. Marshall Councilmember Gerald W. Ledbetter Councilmember Sandra Thornton Councilmember Deedee Williams The following public hearing was held prior to opening the Council meeting for business: Public Hearing to receive comments concerning the proposed City of West Point 2020 millage rate. The 2020 proposed millage rate is 8.971 mills. There were no public comments. Mayor Tramell closed the public hearing. Councilmember Gerald W. Ledbetter gave the opening prayer. Mayor Tramell called the meeting of the Council to order and welcomed everyone. MINUTES Mayor Tramell asked for a motion to approve the minutes from the June 8, 2020 Regular meeting. Councilmember Sandra Thornton made said motion and was seconded by Councilmember Gerald W. Ledbetter; the minutes were approved unanimously. FINANCIAL REPORT Mayor Tramell stated the financial report for approval is in the Council packet. Mayor Tramell asked for a motion to approve the July Financial report. Mayor Pro-Tempore Henry Hutchinson made said motion; seconded by Councilmember Sandra Thornton; passed unanimously. AGENDA Mayor Tramell asked for a motion to approve the agenda. Councilmember Gerald W. Ledbetter made said motion and seconded by Mayor Pro-Tempore Henry Hutchinson and passed unanimously. Page 2 of 3 NEW BUSINESS  MUNICIPAL GAS AUTHORITY OF GEORGIA RESOLUTION Councilmember Gerald W. Ledbetter made a motion to approve the First Amendment to the Gas Supply contract and the Supplemental Contract between the City of West Point and the Municipal Gas Authority of Georgia. The motion was seconded by Mayor Pro- Tempore Henry Hutchinson; passed unanimously.  2020 MILLAGE RATE Councilmember Sandra Thornton made a motion to adopt the 2020 Ad Valorem Tax levy for the City of West Point as follows: Gross Levy as follows: 12.591 Mills Local Option Sales Tax Credit 3.620 Mills Effective Levy 8.971 Mills City Tax for 2020 set at 8.971 Mills. The motion was seconded by Councilmember Gerald W. Ledbetter; during the discussion Councilmember Deedee Williams stated she recommend rolling the millage rate back to a 25 to 75 split or 50 to 50 splits of the projected increase in revenue with the citizens. Councilmember Williams stated her recommendation to roll back the rate more than the staff recommendation would be to help the citizens during this pandemic. Councilmember Williams did not ask to amend the motion. The motion passed on a 5-1 vote Councilmember Deedee Williams voted No.  BOARD AND COMMITTEE APPOINTMENTS Councilmember Joseph R. Downs III made a motion to re-appoint Dianne Davidson and Donald Cleveland to three-year terms on the City of West Point Board; to re-appoint Elizabeth Lester to a four-year term on the City of West Point Hawkes Library Board; to re-appoint Joel Finlay to a four-year term on the City of West Point Municipal Planning Board; and to re-appoint Tyrone Roberts to a three-year term on the Keep Troup Beautiful Board. The motion was seconded by Councilmember Sandra Thornton; passed unanimously.  VEHICLE DONATION AGREEMENTINTMENT Councilmember Deedee Williams made a motion to approve the Kia Motors Manufacturing Georgia Vehicle Donation Agreement. The motion was seconded by Councilmember Gerald W. Ledbetter; passed unanimously. 2 Page 3 of 3  GEORGIA CARES ACT GRANT FUNDING AGREEMENT Councilmember Joseph R. Downs III made a motion to accept a resolution to approve the execution of the Coronavirus Relief Fund Terms and Conditions, and acceptance of grant payments from the fund. Councilmember Deedee Williams seconded the motion; passed unanimously. ADJOURN Mayor Tramell asked for a motion to adjourn. Councilmember Joseph R. Downs III made said motion and seconded by Councilmember Sandra Thornton; passed unanimously.
